The Washington correspondent of the
Philadelphia Press says that Major-General
Howard is in receipt of. a report on the cOnr
d -ofi of th# ■ Freedmen add the operations
of the Freedmen’s "Bureau in. the State of
Florida, for the quarter ending September-
"iOth, 1866, submitted to General Foster, As
sistant Commissioner.
-The Freedmen, says the report, are word
ing well, aud. to the satisfaction of their e&-
ployers, except m a jew instances, and tneir
idleness in such cases may {>e traced to the
oppression of employers, which. tenxls to
dishearten the laborers. Their general -in
dustry, quiet and orderly habits" and. efforts
to please their employers is seldom disputed.
Even old slave-owners, wedded to their no
tions of the beneficent influences ([of the in
stitution of slavery, are forced to admit that
the freedmen work and behave muoh better
than had been expected- The organization
of the bureau courts, receptly ordered, was
necessary at the time to meet the require
ments k of the present condition of affairs,
espeeially the division of crops, |)reviq«sly
adjudicated by bureau officers, whose decis
ions were not regarded bafyosq, of the courts
will be. The homestead" law is very obnox
ious to many of the planters* and threats
are made to intimidate negroes from making
settlements under its'provisions. •
In the same paper we’find an extract "from
a private letter* purporting to have been
written by a gentleman temporarily sojourn
ing in Florida, which, for .the edification of
•ur Florida Headers; we subjoin :

Their purposes are foreshadowed by the fol
lowing allegations which are presented to the
Radical party as indicating the policy to be
pursued by it in reference to the Ron th :
1st. That the usuxpationB of the "President
cannot be repudiated by legalizing them.
2d. That the rebels cannot be kept out of
power by giving them absohttocontrol of the
late rebellions States. And,/
3d. That loyal msn cannot be secured in
any of their rights while officers in the States
where they live,from Governor down to Con
stable, are rampant rebels.
They also demend that the programme to
be enforced shall embody the following

We heard the remark made yesterday -that
the Hebrew citizens of Savannah contem
plated starting a community school, which
will embrace tire various branches of • colle
giate course as well - as primary divisions.
We are glad to hear that such is the purpose
of tbjs large, intelligent and enterprising
class of our population, and hope no time
will be lost iu its achievement.
We observed a few days, since in a New
Orleans paper, that a similar movement will
soon be made there by the Hebrew popula
tion. They have completed a charter to gov
ern the institution, and the objeot of the cor
poration is to establish sohools for the edu-
eation of their children. It is seated that
these school* are to be open to the wealthy
and the poor. Those too poor to pay will re-
•eive gratuitops instruction. A similar pro
viso for the poor, we doubt not, will be in
corporated in the plan to be adopted in this

A 'Washington correspondent states that the
Piesideut has received from Gen. Sherman
a very important letter, not ytt published,
in which the General gives in his adhesion
without reserve to the President’s policy
of reconstruction. General Sherman was
prompted to this course, as is stated and be
lieved, by a feeling of resentment of Beast
Bullet’s threats to wipe out the regular army
if it should support fbe President or obey
his orders when Congress shall unconstitu
tionally and arbitrarily arrest, suspend and
deprivo him ot his office. It is confident
ly asserted that tho whole army, embracing
all its prominent general officers, resent
Bethel Butler’s menaces. Gen. Grant, it is
likewise said, i» even more indignant than
Sherman at the conduct of Bntler.
