Mr. Wendell Phillips spoke on Thursday
night at the Cooper Institute in New York
on the text of “Reject the Amendment”—
“Depose the President.’’ The Herald ot
yesterday gives the following summary. It
says:
“Mr. Wendell Phillips opened the vials of
his wrath last evening at the Cooper In
stitute, and distributed the contents with a
lavish band over the President, the Cabinet
officers, General Grant, the Congress, the
Republican party and Horace Greeley, not
even excepting the fathers of the Republic.
He stigmatized the Constitution formed in
1789 as a swindle, the Constitutional amend
ment proposed last session as a swindle, _ the
Senators and Representatives who sustained
it as swindlers, and Mr. Greeley as having
sustained every barefaced swindle for the
last twenty years. He drew a most striking
Cabinet picture, in which the Secretary of
the Navy figures as one who, if he did one
honest act during his term of office, did it by
accident. And as to General Grant, he
characterized him as holding the most hu
miliating position of any man on the con
tinent. The successor be would have for
him is Ben Butler. He would have the
President impeached and deposed, and,
pending his trial, his office sequestered. His
comments on General Grant were met with
general hisses and his harangue was, on the
whole, very coldly received.”

The Vote or Pennsylvania.—At the elec
tion held on the 8lh of this month ithe total
vote of Pennsylvania was about 597,000, or,
in round numbers, 600,000. This is the
largest vote ever cast in the State. The fol
lowing is the official result tor Governor ;
Geary, Radical, 306,955; Clymer, Democrat,
289,096. Majority for Geary, 17,136. The
vote for Governor, in 1868, stood for Curtin,
Republican, 269,406, and for Woodward,
Democrat, 254,171.
One Sensible Radical.—The New Bed
ford Standard (Radical) does not appear to
approve of Butler's mode of electioneering,
and says: “The impeachment of the Presi
dent is a grave thing. It places the head of
the nation in a serious position before the
whole world. If undertaken, it could not
fail to disturb and unsettle all business affairs,
to heighten political passions, to distract and
divide a country which needs more than
anything else, quiet and harmony.”
Alabama State Stock in London.—At a
meeting in London, on the 9tb, of holders of
Alabama State stock, it was unanimously
agreed to accept the proposition of the Trea
surer of the State, offering to renew the over
due bonds of the State and to give bonds of
a similar description, payable in twenty
years, in lieu thereof.
The Washington (Wilkes county) Gazette
says A heavy frost occurred here on'Wed
nesday night last, the first this season. The
thermometer, on Thursday morning, stood at
thirty-three degrees, and ice was found In
some places. Cotton and all tender vegeta
tion is killed, k

25th iust. we had in this section a trost
heavy euongh to kill the cotton. So iar as
our section is concerned, all the cotton that
was in the boll will be good for nothing.—
Our farmers must content themselves by
picking out that which was open,
As to tho cotton crop, we still adhere to
opinions expressed several months ago. We
do not think that over 1,500,000 bales will be
made. At $150 a bale, the South will real
ize for her crop of cotton alone about $225,-
000,000! Who will say that the South is
poor; that she should bend her neck in sub
mission to any section of this Union; that
she will not in a few years be financially on
her feet, as proud and defiant as ever, and
her voice as potential as in days past-
We make no count of our‘rice, tobacco,
sugar, syrup and lumber — millions of
dollars. Money is power—it is influence—it
is strength. Let us be but patient, but de
termined, and all of the bate now hurled
against us will rebound with a terrible force
upon those who would now attempt to hum
ble and subdue ust
Factories and railroads should be tbe
watch-cry of tbe Southern people, and with
our $225,000,000 cotton money and $1,500,-
000 for our other productions will give us a
motive poW-er to begin our great social revo
lution. Tbe North will, in the courae of a
few years, have tbe pleasure of comparing
au identity of interests with those of a com-
'ausnity of interests as in dgys past, and u

ries, is a question for the North to decide.
The fact was patent with negro slavery, as
Lowell, Providence, and other manufac
turing cities could testify; the more slaves,
tbe richer grew New England; with free
negroes, we look for a decline in manufac-

has been organized in Memphis, Tenn.,
which, is building a boat of not less than
fifty-horse power, that will save one-third of

will greatly lessen the draft of the vessel
