The Baltimore Trouble*.
It may be Inferred, from the telegraphic
5 Intelligence which appeared in oar paper of
. yesteiday, that the Radicals in Baltimore
the charges preferred against the Police
Commissioners. The threatening aspect of
affairs a few days since In that city alarmed
intelligent minds everywhere, with themost
'painfQl apprehensions for the stability of the
political system. There was an evident ten-
Aieucy on the part of many prominent Radi
cals to appeal to brute force for the adjust
ment of delicate questions wijflih were pro
perly referable to legally established tribu
nals for settlcmentA^Radicajism, as partially
illustrated in this instance, is the bane of the
oountry, for the reason that the very essence
of its teaching and actionis predicated on the
idea that the mere possession of power war
rants its exercise; that nothing whch can be
done is wrong, deriving its sanctions rather
from might than kioht. It istbq knowledge of
this fact that will cause the whole country,
North and South, to rejoice at the prospect
of a peaceful solution of the Baltimore elec
tion difficulties. The imminency of a bloody
collision in Baltimore shows how easy it !b
to create a serious disturbance when a politi
cal party elevates its creed and dogmas
above constitutional law. A dispute arises,
and a party, under the guidance of unprin
cipled adventurers, prepares by intUmma.
tory and mendacious appeals to popular pre
judicea to back up their opinions and designs
by force. It is in this wise that a revolution
is inaugurated, to be followed by anarchy,
and to be repeated whenever the party beaten
thinks It has strength enough to regain the
control, or whenever another issue is made
up. This is what would follow the adoption
. of the revolutionary policy of the Radicals—
it is what has happened again and again in
Mexico and the Central and South Amp~;.n
Republics, u|tll their names have become
by-words among the nations. But cqtfMitu*
fional lioerty, such as was the boast of this
country prior io the late war, knows no such
wicked convulsions, having at all times a
healthy and vigorous popular aentimeut to
interpose for the adjustment of political diffi
culties. The most striking and unpleasant
feature of the Baltimore imbroglio was that,
While affairs wore the most threatening as
pect, assistance of armed men were offered—
In some cases, from other States—to settle a
question of legal right which belonged to a
^^^fir^iinfet^e^aicarp^sr
led by the Chronicle at Washington, en
couraged their champions to proceed to ex
treme measures, and the fact that there was
a tribunal In the State legally competent to
settle the question in dispute was scarcely
recognised by the revolutionary agitators
until there had been a good deal of bitter
language used, and, naturally, not a little
bad feeling engendered. This is one of the
numerous incidents now occurring at the
North which show that the late war has
made the people careless of constitutional
forms and the maintenance of law and order.’
In regard to the conclusion arrived at, as
reported authoritatively, by the President
and Cabinet, with reference to sustaining
the Governor of Maryland in any appeal be
may make for aid, it may be understood as
the policy of the Government, and is to be
hereafter adhered to, so matter from what
quarter it comes. It was this understood de
termination of the President, doubtless, to
sustain Governor Swann with the power of
the General Government that bronght about
a sadden modification of the plans and Jaco
binical designs of the Radical “plug-ugliea
of Baltimore.

THREATENING ASPECT OF AFFAIRS,

Direct Steam Caamnalsatlaa .with Ha.
We are gratified to learn, says the Charles
ton Courier <pf Wednesday, that the fine
Steamship Cuba, Captain Rollins, of the Bat
timore and Havana Steamship Line, will
* touch at Port Royal about the middle of No
vember to take passengers and malls from
Charleston and Savannah for Key West, Ha
vana and New Orleans.
The Cuba fs a splendid vessel, but her
draught of water prevents her irom coming
into Charleston or Savannah. Her captain
is well known to our people as the former
popular commander of the old Isabel. Pas
sengers can reach Port Royal by any of tbs
boats plying between this citv and Hilton
Head. Messrs. Consoles & Wambersie de
serve credit for the activity they have dis
played in.perfectiog this arrangement. We
need not dwell upon the advantages to our
city and the South Atlantic States of the di
rect communication with the West Indies,
South America anS the Pacific, 'which this
line gives us by subsEtuting a short and
pleasant trip to Havana for the tedious and
expensive voyage via the Northern routes.
The other steamer* or the line to which the
Cuba belongs will also touch at Port Royal,
1m that this arrangement may be regarded as
aa established route.
