The Florida LegUlaWK-
This body convened in Tallahmmee on
Wednesday last. Governor Walker takes
ground, in his message, against the Conati
tulional Amendment, and presents his rea
sons at length for so doing. The Floridian
says it is not likely that there will be any
votes in the Legislature in support of it.
The Governor touches briefly upon the
conflict between the military authorities in
this State and the policy of the President, as
shown by the interference of the former with
the civil tribunals, in utter contempt of the
President's proclamation, and the setting np
special judicial tribunals in equal contempt
of the Constitution of the United States.
In regard to the interference of General
Foster with the civil authorities, the Flori
dian says :
The troubles of the good people of Fernan-
dina,owing to the interference of the military
with the enforcement of the civil law, are
about to be brought to a speedy and happy
termination. We learn from the best au
thority, viz: Gov. Marvin, through whose
exertions it was obtained, that an order has
been issued by Gen- Gradt to Gen. Sheridan,
commanding this Department, directing him
to order Get). Foster not to interfere to pre
vent the execution of the civil law in the
Stale ot Florida, and calling his attention to
the late order of Col. Sprague, commanding
the Eastern District, os complained of and
being considered objectionable.
This order oi Gen. Grant, having to pass
through Gen. Sheridan's hands, has not yet,
we believe, reached the General command
ing in Florida, but it will come along in
due time.
Brownlosv Endeavoring to Inaugurate
. Civil War in Tennessee.
The miserable creature, Brownlow, wbo
now- disgraces the gubernatorial chair ol
Tennessee, is beat on creating civil war in
that Slate, should such a resort be necessary
to sustain him in bis ill-gotten power. In his
late message, after much vulgar abuse of the
President and the late Confederates of Ten-,
ncssee, he charges upon the latter a design
to revolutionize the State government.
Speaking of the latter, he says:
The present cherished design of these men
is, by force, to prevent the enforcement of
the existing franchise law, so as to secure for
themselves the control of the State govern
meat at the ensuing August elections. Ai
they declare that they are sustained in their
designs by the acting President of the United
States, and as I have reason to apprehend
that this latter declaration is true,
I call upon you to provide for any
emergency that may arise. So far as
my duties may be involved I do not intend
to tamely submit to an illegitimate Stale
government, no matter by whose encourage
ment it may be set on foot. But as the
arms of the State disappeared from the Cap
itol during the rebellion, and there is no mil-
. itary organization anywhere in the State,and
no funds provided by express enactment for
the defence of the lawful authorities, I call
your attention to ibis state of affairs, and
to the present militia laws, and invoke your
prompt and fearless action. I recommend
that you authorize the enlistment of a few
regiments of loyal militia to be armed aud
held as iniuute men, subject to the call of
the Executive, to suppress insurrection o
protect the ballot-box. If sufficient provi
sion be 'made the Executive pledges himself
to see that the law is sustained, be the con
sequences what they may.

The grand celestial phenomena appears to
have been more brilliant in England than in
ibis country. A cable dispatch, dated Green
wich Observatory, England, Nov- 14th, C
o’clock A. M-, says:
The expected meteoric showers were observed last
night At# o'clock's few meteor, fell; at. 11 o’clock
they had lncrcaeed In number and size, and between
t and 2 o'clock this Honing the maximum was

trail of flame being visible for a minute and a half,
and then fedod away in brilliant nebula. At three
A. M. they commenced to diminish gradually, anti],
at the present moment, they are all, meteors and atara,
lading away in the morning light We counted five
thousand in one ho or, nearly twelve thousand in ail,
with the naked aye.

—A Washington dispatch of tbe 15tb inst.,
which we do not consider reliable, says:
The President is collecting, from the most au
thentic sources, information regarding tbe
situation in tbe South, preparatory to fra
ming bis annual message. General Sickles
was closeted jpith him to-day, and submitted
his views. It is possible that the President
may recommend to Congress the convoca
tion of a national convention, in which all
tbe States shall be represented, to consider
the grave questions now before tbe nation.
Although the peoplo of the South may not
favor the pending constitutional amendment,
and may regard the schism between the Pres
ident and Congress as calcnlated ultimately
to inure to their own benefit, they will in the
end acquiesce in whatever the highest
branches of the government msy nnite in
proposing. Tbe President will probably
suggest such measures to Congress as may
make the legislative and executive depart
ments a unit upon the question of real ela
tion.
General Grant’s Order No. 4$ niai; Ms-
yoked.—Order No. 44, issued by General
Grant in July last, directs, district and post
commanders to arrest aR persons who have
been or may hereafter be charged with
crimes and offences against officers, agents,
citizens and inhabitants of the United States,
and confine them, in military custody until
the proper judicial tribnnals are willing and
ready to try them. This order, says the cor
respondent of .the New Yetk Times, it has
been ascertained, on inquiry, has not been re
voked by either the President or the Secre
tary of War, nor has General Grant, as has
been stated, done so. It is said, however,
that the Genert 1 has merely written a letter
to Major-General Sheridan advising that if
be not strictly enforced, now that the Civil
Rights bill is in operation, and under its pro
visions the judicial tribunals are open to all
complaints.
