There was a resolution adopted by the
House of Representatives a few days since,
instructing the Finance Committee to in
quire into the facts as to ' the late Adjutant
Inspector-General .having, during the past
year, collected due : <m-his sal
ary, which amount had been accumulating
daring the war. The facts as developed are,
that the Adjutant and Inspector-General had
in his possesion two warrants on the Treas
ury, issued to him by Gov- Brown' prior to
his displacement by the military authorities
of the United States. These the Comptroller
General refused to audit till they were en
dorsed by Gov. Jenkins. He also got other
warrants from <$ov.‘ Jenkins, and thns he re
ceived his salary past due, while hundreds
who hold warrants issued during the war,
ttfltte State Treasury notes, which they
consider no pay, but merely evidences of
debt on the part of the State, are denied
their claims. For one, I think it was but
sheer justice to: Glen. Wayne that he should
have been paid, and I also think it a denial
of justice to the civil officers of the State
who frerved during the war, that their claims
should be ignored. A bill came up before
the House a few days since to pay the civil
list, viz: Judges, solicitors, &c., for the years
1861, ’62, '63 and '64, and it did not get a cor
poral’s guard of votes. Now these officers
claim that as the services for which they ask
pay was in no wanner connected with the
war, that they are not debarred by the re
pudiation ordinance of the late convention,
but that they come under the provisions of
the second section of that ordinance, which,
however,'is not obligatory, but merely per
missive. Of a like character is the claim of
the public printer at the session of 1864 and
the spring session of '-1865. Afier Gen. Wil
son took ■ Macoh, -the public pfitter drew
from the State Treasury bis pay in Treasury
notes, being advised to do so, as these notes
would be an acknowledgement on the part
of the State that the money was due him.
The public printer now proposes to take 26
cents on the dollar for these notes, and the
finance Committee has reported in tavor of
a bill to thut effect. c ,

luxuries, the material wealth, prosperity

Also, a bill for the relief of James W. Bry
ant, of Fulton county.

The House resumed the consideration of
the bill io exempt from levy aud sale proper
ty in Georgia under certain circumstances.
After perfecting the substitute, tbe previous
question was ordered, aud tbe substitute
was adopted and passed. This bill provides
that one-third of old debts must be paid 1st
of January, 1868, and the other two-thirds
in two other unuual instalments. The
failure to pay the one-third, when required
by this bill, only subjects tile deleudaut to a
levy and sale lor tbe one-third only-

Mr. Morris moved to reconsider Mr. Stew
art's amendment to the above bill, which
amendment was agreed to, aud Is as follows:
Provided, 1- That nothing iu this act shall
be so construed as to prohibit persons from
carrying property or produce from one
county to anoihe, for the purpose of sale; and
provided further, tbatcitizeuschangiug their
domicile from one couuty to another iu Ibis
State shaill not lie prohibited horn carrying
their property with them where the same is
not done to evade the payment of their just
debts.. i
The Speaker decided the motion out of
order, and Mr. Morris then moved to recon
sider the whole bill. Mr. Shaw, of c-tewart,
addressed the Hoase, saying lie wished hi
enter bis protest against tbe passage of the
bill. Mr. Morris spoke in favor of his mo
lion, and Mr. Dorsey in opposition, as also
Mr. Stewart. Mr. Ru-sell, of Muscogee,
was in Tavor of tbe reconsideration to amend
Mr. Stewart’s amendment, and also to offer
an additional amendment, “that the pro
visions of this bill shall not apply to debts
due to administrators, guardiaus aud trus
tees.” Mr. Ridley spoke iu ojiposilion to the
reconsideration. The motion tq reconsider
was lost.

Adams offered a resolution looking to the
purchase of A. A. Smelts’ library by the
Stite.
Mr. Wicker offered a bill to authorize tbe
incorporation of homestead or building asso
ciations in ibis State. (A good bill. It al-
Tows any number of persons in any city,
town, county or village in this State »o or
ganize themselves into an association without
an act Of the Legislature. The passage of
this bill will greatly curtail the ordinary busi
ness of the Legislature.)
