Commercial Prospects of Savannah.
Dihect Trade with Eoropk —We clip
fioiii the Savannah Nkws of last 'Saturday
the following gratifying evidence, of- the
steady increase of direct trade with. Europe.
If Savannah will foster this trade as sbi
should, she lias ilintierpower to command
(as she is beginning to do alrwtdr) the trade
of tliis entire section.
None have (ailed to discover wliataninir
mease trade has already, been turned from
this region oi country to the most enterpris
ing city South of the Potomac. Only yester
day, wo heard of live planters—none ol
whom had more than live tnt'es .of cotton—
who got on the'traia here, with their cotton
and went down to Savanuah to lay in -thcii
supplies; declaring that the increased price
they received for their cotton, and the re
duced price at which they bought their sup
plies thjre, more than paid the expenses ol
their trip. If this be so now, what may Sa
vannah not expect, if she applies herself, in
dustriously, to developing a heavy direct ex
port and import trade with Europe ?
Here is ihe item in the News and Hbbald:
^“Dirbot Tradb wiru Europe.—The
cargo of the Bremen bark George and
Johann, which arrived here early in the
week from Bremen, was sold yesterday to
Mr. M. 8. Cohen on private lei ms. It con
sisted of 500 bags Rangoon rice, 40,000 Gor
man brick, 2,200 dag stones, and 100 barrets
East India ale. The vessel was consigned to
Mr. F. Schuster, who made the sale, and
who, ive are informed, intends to open a di
rect trade with Bremen if he,meets with en
couragement. The vessel had an unfortu
nately loug voyage, and the lice was some
what late. The German bricks was a' curi
osity, being about twice the size of our or
dinary brick aird well made, while the ale
was almost, if not .equal, to the famous
Scotch brands.”
We clip the above interesting extract from
our sprightly cotemporary, the Tallahassee
Sentinel, for the purpose of illustrating the
pertinency of the views we presented yes\*f-
day in an article calling the attention of tin
Legislature to the importance of improving
as early as practicable the navigation of th«
Savaunah river below this city, which btte
been seriously impeded by ihe obstructions
placed in the channel during the late war
In our earnest advocacy heretofore lor the
accomplishment of the Florida connection,
the value of which to this city idattested
the Sentinel, and the extension of the At
lantic and Gulf Road to its ulterior western
lcrminu3, as well as the completion of the
enterprise known as the Savannah and Mem
phis Ruud, designed to shorten fbe distance
between the two cities, and make thir the
nearest and cheapest outlet for Western pro
ducts seeking the West India and South
American markets, our leading object
has been to assure the achievement
of tlse crowning triumph so graphi
cally presented in the above extract.
We have also taken occasion, when discuss
ing these vital subjects, to refer to the pres
ent condition of our State as being,
maay respects, deplorable; but nevertheless
the sterling qualities of our people, as proved
by the terrible struggle from which we hare
just emerged, and the advantages of our soil
and climate, gives us every reason, if true
to ourselves, to look to greatness and 'pros
perity. Many of the privations and suffer
ings we experienced during and since the
war may be traced to the fact that onr whole
surplus production has been, from the ear
liest foundation of the Government, shipped
to Northern markets, there sold and paid for
by Northern manufacturers, thus making our
people tributary to all the jmaterial interests
of the North, adding continually to the accu
mulations of that section, at the same time
impoverishing our own. The fact should be
noticed also, that instead of intelligently ap
preciating the lessons of a sad experience in
this respect, we are now importing Northern
manufactures in a thrice increased ratio, and
we hazard the assertion that our whole sur
plus production of the present year will be
required to pay for the Northern manufac
tnres so imported. Now that man is shallow,
indeed, who does not see-that this, is a dt
plorable state of affairs, and that so loug as
it exists we never will be anything as a peo
pie, ’ save mere i‘ hewers of* wood and
drawers of water ” for the manufacturers
of the North, s large majority of whom are
the most implacable foes we bave in tbat di
rection. If our surplus production is to be
annually sold to defray our continually ac
cruing debts to flie Northern jobbers, what
hope can. we entertain of developing our re
sources? or, what can we see in the future,
save wretchedness and beggary? But the
question is asked where is the remedy ? We
respond, in “Direct trade and home man it
factures.” The stereotyped assertion that
we have not the capital to sustain direct
trade is without foundation in truth. Wi-
bave ample capital in our very midst; it con
sists in our production. The cotton raised
in the large extent of territory bow tributary^
to thiB city is a magnificent capital always on
band, which, if turned into the channels of
direct trade, instead of being hypothecated
even before it is gathered from the stalk to
Northern merchants, would, in a few years,
place us among the most flourishing- people
in the world. As we remarked yesterday,
with direct trade would come all its acces
sories. . Our magnificent pines and oaks
would then be built into ship* .rad steamers,
and our city affording employment to tbou
sands; our young men would-be trained to
the sea and to mercantile habits ‘Bad pur
suits; the customs amounting annually to
large sums, the commissions, the pay ol
ageDts, brokers, &c., amounting to millions
more, would then be disbursed among onr-
selyes, and above all, direct trade . would
bring-with it immigration, and with immi
gration would come homo manufactures.
And then again our Legislature in read
justing our inter-state policy to harmonize
with the new order of things is. devising a
scheme to induce immigration among us
from all the great reservoir* of supply.
These reservoirs are the ports of Europe-
let them be opened to us by direct trade,
and we will have a supply of while labor,
and with tbat supply there will not be
wanting capital to turn it into the most
profitable channels. We '
impressed with the belief that no enterprise
mwtyer been projected for the benefit of
this city -and ihe Stele equal in
with that of direct communication with Eu-
|jope. it will elevate the old Commoaweatth
“ her prostration with renewed alienglh,
and direct all the mighty energies of her no
ble people to ihe development of her untold
mineral wealtlfjpd industrial resources. Tin
business capacity which has heretofore been
expended unprofitably in some respects wilt
then bo directed to (he recuperation of ex
hausted wealth; and the time is not far dis
tant; we sincerely hope, when the sound of
the mill wbeei will mingle with the wild song
of her mountain streams,’ and the clang of
hammers awakening the echoes of her teem
ing hills and valleys.

gage bondholders of the Cbarles on and Sa

the 28th ultimo, at the Planters’ and Me

Sherman on Negro Suffrage—Letter of
the LIeateohat General to Chief Jus
tice Chase.
Now is a good lime to republish tbe seuti-
ments expressed in General Sherman’s well-
known letter to the - Chief Justice, written
just after the close of the great march:
Stsamso Pbossu, Bkautobt Habbub, 1
- Ms/ e, lane, 5 o’clock u. iu. j
I aut not yet prepares to recelre tits negro on term*
of political equality, for Ihe reason it will raise pas-
sious anti prifiadibes at ths North, snperadded to ihe
causes yst dormant at the South, that might rekiutlle
tbe war whose Ares are uow dying out, sad which, by
skillful management, might be kept down. As you
mint observe, I propose to work with known facta
rather than to reason ahead to remote conclusions.
• * * • * * *
.We cun control the local State ospitela, and, it may
be, elowly shape paUtiasl thoughts, bnt we o mnot
combat existing ideas with furoe.
•• I say honestly that ths assertion openly of your
ideas of universal negro suffrage as a Axed policy of
our General Govermneuh to be bsoked by physical
power, will prodacs s new war sooner or later, and
one which, from its desultory character, will be more
bloody and destructive than the last. 1 think tbe
ehsuges necessary in the future con be foster and
more certainly made by menus of our Constitution
than by any plan outside of it. If now we go outside
of tbe Cunstitutiou lor a means of chauge, we rather
justify tine rebels to their late attempt, whereas, non,
os General Schofield tells us, the people of the South
ore ready and willing te make the necessary changes,
without shock or viotenoe. I fait the last war as bit
terly and as keenly m say man could, anil I frankly
confess myself afraid of s new war; and a new war is
hound to raault from the eotion you suggest of giving
to the eafnmchiaed negroes so large a share in the
delloute took of putting the Southern States in practi
cal working relations with the General Government."
McIntosh Srennion Court.— Captain D.
D. O’Keefe, arrested by military authority
iii February last, charged with being impli
cated in tbe killing of a seaman by the name
of William Daily, en board of the schooner
Anna Sims, at Darien, was brought before
the Grand Jury of Melntoeh county ou
Thursday last. No bill being returned, it
was finally agreed, on Friday, by oonnsel for
prosecution and defenoa, to arraign Captain
O’Keefe for manslaughter and go to trial npon
that issue, without a bill from tbe Grand
Jury. The proseoution, unwilling to go to
trial, notwithstanding the admission by the
prisoner’s counsel of all the testimony upon
which it relied for conviction, Captain
O'Keefe was allowed to go at large upon his
own recognizance, to appear for trial at the
April tenn of the court.
Russia Arming.—‘The Eastern Ques
tion” still gives much uneasiness to the
English Government. Russia is not only,
pressing her conquests into the very heart oi
Asia—awkllowing every few months a ter
ritory as big as Great Britain; but she is also
raising her army td ita maxinmm strength.
We think that while the Russian Government
may cherish no immediate designs against
the peace of the world, it certainly wishes
to intimidate and perplex tbe neighboring
powers. By a heavy 'conscription the armies
of tbe Czar bave been placed upon a war
footing, but the energy with which Russia is
pushing her cooqueata in Asia, may explain
the alarming tact about which there is, at
this time, so much idle speculation in tbe
London journals.
