We learn front a gentleman, who arrived
here last evening by the Atlantic and Gull
Uoad, that it is currently reported in South
western Georgia and Florida that the cholera
had reappeared in this city and was fatally
prevalent! The rumor has not the slightest
foundation iu truth, and has tiecn circulated,
doubtless, to injure the trade of our city.
We assure our country ■ triends that since
the occurrence of two or three sporadic
cases the early part ol last week, and they
originating from imprudence in diet, Sa-
vannah has been entirely free, not only <»!
the cholera itself, hut <>l any malady having
the semblance thereof. The putire city has
now recovered its usua] good health, and,
we may add, its business activity.
A Revolutionary Scheme.
The Washington Obrouicle, of the 3d inst.,
says that the last programme which was pre
seuted in the Radical caucus held on Sat
urday last declares that the present Slate or
ganizations of the Southern States are- un
constitutional, and recommends a recon
struction of the governments thereof through
commissioners appointed l>f Congress, who
shall be empowered to organize military
forces, including blacks, for the protection
ol the public interests, and to call conven
tions for the purpose of organizing Stale
Governments that shall l>e acceptable to
Congress.
Tiie Baltimore American (Radical) thus
stales the programme : It contemplates an
abolition of the present State governments
iu all the Southern State?, on the ground ol
their unconstitutionality, and provides for the
appointment of commissioners for each State,
who shall have power to appoint all civil
and military officers necessary for the pres
ervation of peace aud good order. The
commissioners are to call conventions lor
the purpose of adopliug constitutions, with
a view to admission into the Union. There
is a difference of opinion as to tlie right of
franebanse. Some arc in favor of only loy
alists voting, some in favor of Congress des
ignating who shall and who shall not vote,
whilst others advocate allowing all those to
vole who are now qualified uuder State
laws. The constitutions adopted by these
conventions are to be respected, but only
those to bo allowed to vote who are en
franchised by the constitutions voted on,
as was the case in Maryland. If constitu
tions be adopted by these voters, then the
States to lie readmitted. If rejected,the ejec
tion to be followed by territorial governments.
The commissioners are to lie authorized to or
ganize tbe militia, including the colored pop
ulation, to aid in carrying out die provisions
of the bill, aud if called into service arc to
be quartered on those rendering the call
necessary.
It is said, however, that there is some
division of Opinion among the Radicals as to
the course proper tor Congress to take in re
gard to reconstruction, now that their pro
posed amendment has failed. Some are in
favor of adhering to the Congressional prop
osition excluding the recusant States from
representation, until it shall l*c finally rati
fied. Senator Fessenden, who is Clminn.in
of the Reconstruction Committee, ou the
Senate side, is ono of the supporters of this
idea. There is another parly that 1ms de
clared in lavor of enforcing the Constitu
tional amendment, ns soon as it shall he ral-
ilied by three-fonrths of the “Loyal’’ States.
The party is a unit upon two measures at
least—one looking to the total overthrow of
the constitutional functions of the Execu
tive branch of the Government, and
the other providing for the perpet
ual session of Congress, by the passage
of a hill lor convening the fortieth or new
Congress immediately on the adjournment
of the present. In pursuance of the first
they have already hurried through the House,'
under the pressure oT the previous questiou,
a bill' to repeal the amnesty prerogative of
the President—so important to many South
ern men. It was through an apprehension
that this power would be annulled as threat
ened that the President. was appealed to
months ago to issue a proclamation of am
nesty with such ^exceptions (if any) as lie
might think proper. It is not yet too late,
and this act of justice and sound policy, it fe
to be hoped, may yet be done before he is
powerless by the naked usurpations of the
present Congress.

The Hon. R F. Piny, of Sooth Carolina, is
out in another interesting letter upon the in
soluble reconstruction problem. He says the
exclusion of the Southern States from Con
gress will continue for an indefinite period,
but that if admitted we should be in a hope
less minority at present, and our Represen
tatives could do nothing for their constituents
or the country. We should, therefore, de-
voto all our energies to the.material improve
ment of tbe South, and abandon politics, unt.l
the times are more propitious and there is a
returning sense of justice at the North.
He recommends a Convention of all the
States, composed of their b^st and wisest
men, who might revise the Federal Const!
tmion, and adjust all diffibolties between the
two great sections of the Republic. lie be
lieves that if such a proposition was made by
the North, the South would accede to it.
Impartial SurraAoa is Alabama.—In the
Alabama House of Representatives, on the
1st inst., a bill was presented by Mr. Brooks
to alter the Constitution of the State so as to
admit of conditional negro suffrage. The
conditions are that tbe voter shall possess
property to the amount of two hundred dot
lars, and shall be able to read the Constitu
tion of the Slatoand of the United States, and
write a legible hand. The conditions also to
hold good in the case of white men. -
After an exciting debate, the bill was ta
bled.

Liverpool, Dec. 7.—All depot* of arm* in tbit city

London, Dec. 7.—A rumor is circulated bare and
on the continent that the Czar of Buasia invited
France ami England to take some measure* by which
tlio three Governments may arrive at a mutual under
standing in regard to affair* in the Island of Candia.
Kqme, Dec. 7.—The officers of the French regiments
which have not yet left this city took formal leav* of
the Pope at the Vatican yesterday.
Dublin, Dec. 7.—The purposes and proceedings of
the Fenians in this island is to monopolise the atten
tion of the Irish Government. The Grand Lodge of
Orangemen held a meetiug and issued an earnest call
for all members of their order to support the Govern
ment in its endeavors to keep the peace.
Liverpool, Dec. 7.—Noon.—Sales oT cotton for tbs
week, as reported by the Broker's Circular, aggregate
r>o,ooO bales. The market being generally doll
and quiet to-day, however, a decline of tfd. is noted,
aiul opening prices of middling uplands were lSJ^d.
The sales to-day promise to reach 10,000 bales.

defects or Politics Oppression.—Hi Platte coun-
t?, Missouri, at the recent election, a iiadirnl judge ot
the county court was elected, lie opened court Iasi
week in Platte city, amt transacted business through
out the first day of the term, but op going to the
t'ourt House the next morning, lie found the old judge
on the bench, uml attempting to proceed with tlio
business of the court. The clerk, who is a ltndical,
refustd to recognize the authority of the old judge,
w hereupon he issued an ordef removing the clerk.
This order the clerk refused to obey, when a squad of
men came iu aud drove him from tlie Court House,
and at the last accouuts this squad of ai med men w ere
guarding the house, refusing to allow court to be held
by tlie new judge.
It may be asked why do not the legal officers ol the
county summon a posse aud disperse the n on who
broke up the court t The auswer Is obvious. There
is no posse ot any considerable numbers in the c.mnty
sympathizing with the radius's. The people are con
servative by an overwhelming majority, but they were
not allowed to vote, aud they therefore refuse |o abide
by the rule of the handful of men who undertake to
govern them. There Is no popular sireugth to back
the radical officers, who represent not the people, but
the pioscriptive spiritof those who have disfranchised
the i>eople. This being the condition of things iu thr
country, the State Government will have to be called
upon to protect the conrt. But the Slate Govern men i
does uot represent the people of the State, who are
disfranchised like the people of Platte county; ami it
follows, therefore, that if the people of other counties
are equally refractory, the State Government must
appeal to the United States for help. This condition
of affairs in Missouri Illustrate* the difficulties or gov
erning the people of this country by depriving them
of their ancient rights. It i* a very foolish ami short
sighted policy to attempt to vest political ]»ower in a
privileged class, to the degradation anti oppression ot
the great mass of the people. Military power may
enforce suet) a rule for a lime, but this destroys re
publicanism and makes the government a de*i»oliHiu,
and it will be found before very long that it costa too

was startled on Friday morning by the discoveiy
,>r a great burglary III the Bunking Office of Messrs.
Stowell. Chamber atn A C«*. The safe was a double
one, made by Lewis Lillie A Sou, Of the largest, size,
weighing many thousand pounds- Tho burglars oh
tained an entrance luto the office by prying open one
of the windows with a jimmy. In the lower led
hand corner or the right baud outer door of the sate,
winch was two inches thick, a boie was drills',
through which powder was introduced'. It was I down
open, separating the outside irom the bolts and in
side casing, rendering it a coninkte wreck. The
lower hinges of both doors wore broken off. They
next attacked the inside sale, which wkh t«<» feet
high, exte ding the width snd depth of the inside of
the main safe. This safe was one ami a half indies
thick, made with folding door*. '1 bey drilled another
hole through the right hand door in neat ly iliceaiuc
point they lmd on the outside safe, blowing opt u
both doors. This gave them access to the money
and bonds, amounting to twenty-five thousand dol
lars, which they ca*lied off. The larger portion oi
this belonged to special depositors. Thoy also took
valuable p per* belonging to tho firm, leuviug in
their flight a bag of gold and sliver, also a hundred
dollar bill. This safe was made to order by Mr. Lb-
lie, or chilled lion, and was supped to be burglar
proof, as it « as a double safe, one Inside of the other,

Washington, Dec. 7.—It has been decided that a
large delegation from the Northwestern Indian tribe*
are to be seut.from tbe United States as a contribu
tion to the Paris Exposition. They will carry with
them tlieir various costumes, wigwams, war and agri
cultural implements, and are sent in response to an
urgent request from tbe Imperial Commission that
such a representation of our aborigines should b*
made.
In the case of the Feu an convicts in Canada who
are sentenced to be executed on tbe 13th inst., and
whose application for uew trials has been refused? the
Secretary of Slate thought proper to ask an explana
tion of the present purposes of the Canadian authori
ties. In reply, Sir Frederick Bruce writes that the
sentences will uot bo carried iulo effect on that day,
but will be reserved for future consideration. The
ltepublicaii Senators to-day held a caucus, at which
they agreed to urge the passage of bllis for tlie admis
sion of Nebraska aud Colorado into the Union.
The Kadical Congressional delegations of both
Houses are now here.
Washington, Dec. 7.—The Grand Army of the He-
public, a wide spread organization of the West, at a
recent meetiug iu Indiauapolia nominated Senator
Yates, of Illinois, as their next candidate for Presi
dent.
Tlie Presidents of the Southwestern railroads, run
ning from this city to New Orleans, have been here
for a few days past for tho purpose of arranging a
schedule by which the time will be shortened between
(be two cities.
A Cable dispatch from Minister Bigelow to Mr.
Seward says the French Government informed him
in writing that tbe French troops will leave Mexico In
the mouth of March.

being manifested. To restore the culture of
rice to >vhat it was before the war cauuot l>e
effected immediately, but, by united aud vig-
orous action ou the part of tho planters in
devising ways and means lor the resuscita
tion of labor, it may he very greatly im
proved and the production of rice largely in
creased. The importance, therefore, of the
anticipated meeting cannot be exaggerated,
and we hope the response lo the call Will be
as general and hearty as the interests in
volved are valuable and pressing.
