As much interest is felt throughout the country in

The Washington National Republican,
■which is the Metropolitan organ of the Con
servative wing of the Radical party as well
as of the Administration, in its issue of the
»;th iust., is very outspoken and emphatic in
regard to the scheme of the Radicals for pre
venting % tHe Southern Slates Rom voting at
the next Presidential election. It says:
Thai in the event that the electoral votes of those
States would, with others, elect ^ President if counted
that candidate, whoeve * he might be, would bo Prosit
limit, or we would have another revolution, more
bloody perhaps than the one we have passed through,
because there would he a loyal sentiment in the North
to support the South in her electoral rights.
The Conservative journals of Pennsylvania
and New York, speaking for the friends of
Constitutional liberty in those Stales, use
language of like import and not less em
phatic.
We confess that we are deeply pained by
these threatening indications ot popular dis
content throughout the country, caused b>
tin* intolerance and recklessness of the parly
in power, but we arc uot altogether without
hope: that, by the interposition of an over
using Providence, reason and justice will
yet triumph over'passion add prejudice, am
point out a way to the pacification of our na
itouul troubles without a recurrence to the
dire alternative indicated by the Conservaliv
press of the North.

ing of Confederate Money.
We find in the Lagrange (Ga.) Reporter,
of lute date, the following interesting state
ment of a point, and report of the scaling ol
Confederate money, in the Superior Court of
Trnnp county, Judge Warner presiding :
hit*vend point* of importance in regard to the juris-
dictiou of The county court were decided in a lucid
manner by Judge Warner, lie held that judgment
.•ould bo obtained at the first term in tbe county court
.in cases where the appearance term had been in the
mferior court, and the act creating it operated as a
notice to all parties of this change. His Honor also
held that the judge of the county court had power to
grant bail in actions ex delicto as being the successor
of the inferior court, which had jurisdiction in these
cases. Colonel Dougherty ably maintained that spe
cific words to this effect would have been employed
had tlie Legislature intended to confer this important
authority; but Judge Warner decided it was conferred
by the -.foneral expressions granting jurisdiction in all
cases wtiere exclusive jurisdiction was not vested in
some other court. " 1
The attention ot the Court on Thursday and Friday
was occupied nearly altogether in adjusting Confede
rate claims, and L*ow the verdicts rendered, one will
readily perceive that it is time wasted for the Legisla
ture to repudiate ilia! class of debts, at least, as the
juries very generously discharged that duty for them.
One claim of $7,500, with interest, created by taking
up ..Id executions, was scaled to about $000. Another,
given tor land, was scaled from $3,500 to $650. Au-

acre, aud which has been sold for $17 per acre since

We learn ttutt-the Legislature has passed a I BleKMIMimi
bilt to authorize Ahe City Council of Thomas-
ville to issue bonds for taking stock in the
above road, which is designed to connect
Thomosvillc with Albany, aud to be extended
ultimately to a point of intersection with the
road spanning the peninsula of Floridn. We
are truly glad to learn from the Southern
Enterprise that the people of the country
through which it will pass are wide awake in
reference to the accomplishment of this pro
ject, and are resolved to give assistance to
the full extent of their means. It says :
Thev are looking to Thomas county aa the. chief
Sgant in connecting them with Savannah by railroad,
and while relying upon our own wealth and impor
tance are determined also to help themselves. There
are many good and able men in that country, tilled
with a generous public spirit, and they desire to be
brought aa speedily as possible into communication
with this section. Let us hasten the good work and
give them renewed courage.
This is a work in which onr city is largely
interested, and, therefore, claims the atten
tion of tfur meichants and real estate holders.
It is destined to place the Atlantic and Gulf
Road in communication with an extended
area of the most productive cotton lands in
Georgia, the products of which will seek this
point as a market or as an ocean outlet, in
stead of going as now to New Orleans and
other points more distant and inaccessible.
With tbe Completion of tbis enterprise and
tbe extension of tbe Atlantic and Gulf Road
to Bainbridgc, Southwest Georgia and Mid
dle aud West Florida promises to become
tbe finest cotton growing region east of the
Mississippi river. Tbe lands and climate of
this magnificent belt of couolry are admira
bly adapted to the growth of every species
of vegetation that flourishes any where within
the temperate zone. We published a short
tiu\£ since a letter from an intelligent gen
tleman, who had traveled - through tbe
counties' of Stewart, Webster, Sumter,
Randolph, Terrill, Clay, Calhoun, Dough
erty, Baker, Miller, Early, Mitchell,
Lqe, Dooly, Worth, Chattahoochee and
Marion, urging at the request of the
citizens of these large and productive
counties their immediate contmuuica-
tiou with this city by rail. We
have since learned that the planters who
are remarkable for their intelligence and en
tevprise, are embarking with energy into
pi eparal ions tor another crop, and that the
best lands are reuting at the high
figuers of eleven aud twelve dollars per acre.
It is also stated that the labor in this section
has been more efficient and under much bet
ter control than elsewhere in the entire
South. These unquestionable facts demon
strate the importance of the anticipated con
nection of Thomasville with Albany, and
the extension of the Atlantic and Gulf road
to tho point stated, not only to the
sections through which they pass, but to
this city as well. We call upon our mer
chants, capitalists and property holders to
give the subject immediate attention, and
if, on examination, they find our views to he
correct, to contribute everything in their
power to establish these highways of -trade,
which would contribute so greatly to the
commercial prosperity of their growing city.
Tkst Ovm Unconstitutional.—The Su
piv-me Court of the United States have
agreed upon a.decision upon tbe uncoDStitu-
tiomiliijr of"the test oath. The question
came up on tlie cases presented in regard to
the exaction ot the oath from attorneys, oi
which there were several under considera
tion by the Court, which were argued last
summer. The court has decided by a vote
of five to four against the constitutionality ot
tiie oath. It is understood that each of the
Judges will read bis own opinion-
The Radical Congressmen will have to
pass another law. The Supreme Court is
not working in the traces. By creating two
more judges of the right stripe, this decision
might be reversed, and then they will have
tlie whole matter in their own hands.

—We have from Salt Lake a report that
Brigham Young is about to retire tempora
rily from his capital, aud lake up his abode
on a plantation owned |by him, some sixty
miles south of Salt Lake City, leavieg the
reins of the government in the hands of bis
son, Brigham, junior.
it is also staled that lie is luxuriating in
the honeymoon ot his foity-iifth bride, a
beautiful Danish girl of 17. He has just
lost his twenty-fourth wife, who was buried
without any ceremony, or even a notice of
her death. .
The New Skidawat Railroad Enter-
i-uisk.—The hill incorporating the Savan
nah,Skulawny ami Seaboard Railroad,to con
nect Savannah directly with Skidaway, Isle
of Hope, Cedar Hammock, Bethesda, Beau
lieu, Montgomery, White Bluff, and neigh
boring places, lias passed tbe House of Rep
resentatives, aud will, without any doubt,
pass the Senate. We hear of no opposition
to tlie enterprise from citizens here, or from
any one, but learn that strong approval is
everywhere manifested,- and that weighty en
dorsements have been forwarded, including
those of the city authorities.
Th ij. I’oi-u.—The religious journals of Paris
insist strongly that the Pope cannot possibly,
with any regard for his safety, remain at
J.i .nil- after the departure of tbe French
troops. Should His Holiness not resolve to
take his departure of his own free writ, cir
cumstances, they assert, will speedily after
lead to his expulsion. In consequence,
those journals not only urge the Holy Father
to depart, but affect to look on that course
as decided on. Then comes the question,
“Where will the Head of the Church go V”
And on that point there is the greatest di
versity of opinion.
■Mr. Raymond in a Dilemma.—A Wash
ington correspondent says Mr. Raymond's
position as a member of tbe Union (Radical)
party is very much questioned by the simon
pure Jacobins. Stevens is unwilling on any
account to recognize him as such, and the
majority of tbe present members of the
Housedistrust him. The Conservatives dare
not trust him, and il is easy to see what an
embarrassed position that gentleman mast be
iu with regard to his political connections.
Georgia Politics.-Tbe Milledgevilie Fed
eral Uniou says:
“There is much talk sub rosa, at the cap
ital, about running a candidate for Gov
ernor iu opposition to Governor Jenkins, for
the next term. Unless better stock can be
put on the track than two of the nazs sug
gested. their backers had as well unsaddle
their cattle aud turn them out to graze.
Georgia, tho* disgraced by her enemies, will
■"ever intentionally injure herself.”
Mant Virginia planters are turning their
attention to grazing, on account of the un
reliability of labor.
State Seminary aw Louisiana.—Professor
Semmes is to have an excellent coadjutor in
his new duties. The New Orleans Picayune
announces that General Joseph E. Wheeler,
well known as a cavalry officer during the
late war, has been elected Professor of Natu
ral Science in the State Seminar}' of Louisi
ana. The institution is represented as in a
flourishing condition, over one hundred and
Ally students having already entered.
Great stagnation prevails in ordinary buii-
ness in New Orleans. The failure of
two Canal street dry goods houses is an
nounced. Auctioneers complain that noth
ing sells unless at heavy losses. The coun
try press is counseling more and more small
farms, aud not relying on negro labor.
Cotton Stealing.—It has been discov
ered by the investigating Committee recent
ly in seasiou at Washington, that $300,000,-
000 worth of cotton bag been seized by gov
ernment agents in the South, and not more
than a tenth of tbe amount lias beeu re-
alizedjby the Treasury of the United Slates.
Forty thousand persons were present at
tbe great State Fair in New Orleans on -be
20th ult. Business was almost entirely sus
pended.
President Roberts has c onvened the Fe
nian Senate in New York. Their proceed
ings are not made public.

8th intt., and Eider, from Vera Cruz, 8lb, have ar
rived. Maximilian had decided not to abandon the
empire, and a proclamation communicating said fact
had appeared.
The Susquehanna had arrived at Saoiificloa. The
Vera Cruz journals attribute to Sherman’s aud Camp
bell's arrival the deteemtnalion of Maximilian to re
main, aud they call upon Mexioans to prevent the ab
sorption of tb* country withthe UniteB Stats*. Penzon
and Valdez attacked Zasambaro, according to CliftMa,
with 1,200 men and four pieces of artillery, but ware
repulsed by the garrison, although it consisted of only
403 Liberals. They retreated to the hills. Tha Lib.
Praia mode three disUnt attacks at Tueianargo, de
manding its surrender ; the garrison, which constats
of BOO Belgians and 400 Mexicans, repulsed every at
tack. Estitfelle, of Mexico, of 26th lust., says tha
French ciUzen* who escaped tha massacre of Sonora
are beginning to arrive at that oity. Others escaped
to Lower Calilornia. Oen. Caetagny reached Guada
lajara on the Sth, with 1,400 men. It is reported he
went there to cover th* retreat of the garrison of
Mazutlan. There were at anchor at Hazatlan six men
of war, two ot which were American.
Havana, Dec. 8.—Among the passengers of the
Eider was the private secretary of Maximilian. He
leaves for New York in the Eagle, and will thence pro
ceed to Faria, via Southampton. He has beeu very
private and reserved since hia arrival, and it may b*
possible be .carries dispatches or has particular busi
ness to leave Mexico.

aud Arago, forming the only American line to Europe,

Front Washington.
Washington, December 12.—In th* House, th* bill
for tha regulation of appointments to and rettOVala
from office was taken op and discussed, and various
amendments offered, and was dual]; disposed of with
out conclusive action. The bill was postponed till to
morrow aud ordered to be printed, with all the pend
ing amendments, after which th* House adjourned.
In th* Senate, Mr. Davis followed Mr. Brown in op*
position to tbe suffrage bill and pending amendment,
after which Mr. Sprague, ins written speech cf con
siderable length, took the ground In favor of univer
sal suffrage. Sever.il Senators made speeches on the
pending amendment, including Mesera. Doolittle,
Buckalew and othsis, after which a vote was taken
and it was rejected, by 37 against S. Mr- Nixon offered
an amendment to the bill to provide that no person
who has not hereto fora voted In this District shall b*
permitted to vote, unless he shall be able at the ttmo
of offering to vote to read and write his own name;
aud after a debate, but ao action, on th* amendment,
the Senate adjourned.
An amendatory national currency act was reported
in the House to-day. It provides for th* organisation
of additional institutions, to b* distributed North and
Sauth.
Washington, Dec. 12.—The Government baa dis
approved of the settlement male by our Consul at
Loudon, with Fraser, Trenholm k Co., relative to all
claims upon Confederate property. Th* suits com
menced by our Consul at Liverpool wiU therefore
continue.

Tbe poor nigger has suffered tearfully in the hands
of his friends, aud beaa filled with all manner of
false notions, and aa a general thing sighing for a life
ot indolence and ease, bids fair, now that the policy of
thaGovenunentseem to tend toa withdrawal of much
farther aid from him, to perish from starvation. 1 am
tlpld that them are one thousand five huuurt>d ut-gro
paupers in thia city alone, aud I don’t know what ia
to become of them. No matter wind neorophibsta toll
you up wham you live, the negro does not liko to
work if be can help it, and as a general thing, 1 be
lieve they have done very liadly in the experiment of
working <e> thauselrea. But they need, in this auc
tion, all the negro labor they can get, and I believe in
time, if than ia not too much meddling, some plan
will be devisad which will be tolerably satisfactory to
both tread in an and employer. But the negro will
suffhr much first; and, indeed, suffering is now pro
bably Inseparable from the great change in his condi
tion or stains that the war baa brought about.
By the way, it is curious how actual contact with the
negro changes the uollona of peoplo. It may lie thut
innate selfishness, which prompts all to gloat over
those leas happily'situated in life, or it may be tlie re
cognition of tho possibility that negroes are better off
under direction and guidance than when left to their
own self management. 1 don't preteud to decide—but
ft ia certain that Hailicaliam (abolitionism that was)
don't flourish in Ibis atmosphere. It isn't so much
that il is unpopular, either, for there are plenty who
are defiant enough of th* general current of political
sentiment prevailing here—but actual experience ol
tbe negro character seems to lake from Radicalism its
vary base and support. 1 have met but lew Northern
people who have lived here fer a year that ore mil
pretty well reconciled to the theory that tho negro is

In OUBWer to a verbal communication, the Minister
of Foreign Affairs, M. Mousticr, writes me to-day that
France has not changed her resolution, but tbat'npou
military considerations she has deemed it expedient
to substitute one comprehensive evacuation for an
evacuation in separate parte. All of the French troops
will leave Mexico in the month of March.
