Confiscation of SoatUern Property
The correspondent of the New York Times
telegraphs to that journal as follows, under
date t.r Washington, December 4 :
The House Committee on the Judiciary
have had referred to them, to repeal a por
tion of a joint resolution explanatory of an
act to suppress insurrection, to punish trea
son and rebellion, to seize and confiscate the
property of rebels, and for other purposes,
approved July, 1862. The Committee re
port that the object of the biR In qufetic*) is
to repeal so much of the joint resolution
referred to therein as prohibits the forfeiture
0 t the real estate. That, although by the
first and second sections of said act the crimes
of treason or setting on foot a rebellion, or
giving aiJ or comfort thereto, are made sub
ject to llie alternative of fine, and whichmay
result in the sale of the real estate of the de
linquent, there is no part" thereof; excepting
the fifth and sixth sections, authorizing the
seizure and sale of*the property of certain,
classes therein designated, or Qt such other
persons as shall refuse, after sixty days’no
tice by proclamation of the Executive to cease
to give further aid to the existing rebellion,
which cau lie considered as involving a for
feiture of real-estate within the technical sig
nification of the manifest reference to the con
dition of things—the state of actual war ex
isting at that time—and were intended only
fin- t lie special purpose of bringing it to an
end, and that the same can, in their view of
the ease, have no prospective operation since
the condition of things has been determined.
The effect of the repeal of so much of the
joint resolution as prohibits the forfeiture of
the real estate of ill; delinquents beyond the
term ol their natural lives would only be jbe
enactment of an e.c jiusl facto law within the
meaning of the e,institutional interdict, by
annexing to a crime that has been already
committed a new amt additional punishment.
The Committee, for these reasons, have been
discharged from the further consideration of
the subject, and tlie bill lies on the table,

An Englishman, recognized as good authority in rail way
matters, expresses a belief that "the time will cohie
when iron rails will be obsolete, just as the old
iron trams, and. after them, the lish-beliied rail, pair

is a ton weight falling twenty-five feet, while an iro
■ rail would be brokeil by tbe same weight falling li\
or leu feet. The experience of American railroad
will soon set at rest all questions in regard to the rel t-

As you ere aware, the past season with os wa* un
precedented Wet weather In the spring, and excessive
drouih—commenting in Juue->tue latter fetst gen
erally to manured crops. 1 applied the Eureka to'a
field of thirty acres of cotton, two tons to ths field,
bsirtg abunt one hundred and forty pounds to the'
acre. The field (stnbble) was brolteu up well, and

Several rows were felt without Its application to test
ft. Thu difference between these rows and the hat-

the crop. And 1 am confident that the Phosphate on
the thirty acres lias paid me fifty percent.

far snperior to any other known, aa has been fully
proven by the “French Academy of Sciences,” and
also by practical persons of enlarged exxierieuee in
every department of Agriculture.
Among the meritorious qualities which jiecnliarly
distinguish the “ Nonpareil French Guano," may be
enumerated the following:
1st. It will promote the growth of Colton, Corn, To
bacco, or any kind of grain or vegetable, equal to A
No. 1 Peruvian or Mexican Guano, as has been fojly
tested, at tbe same time being entirely free from the
objectionable properties of the above, as It is a Perma
nent Improver of the Soil, instead of a stimulant.
2d. It can be applied to the leaves as well aa tbe
toots ol plants, without any danger of burning them,
if used properly, and we guarantee that wherever ap
plied tbe soil will retain ita moisture, and will not
bake, oven tbe most clayey.
3d. It will prevent Worms or Insects from destroy
lug either plant or grain, and wherever it is applied
every kind of worm or insects will jnqtautly disap
pear, ita properties being repugnant to Insect life ol
every kind. This quality alone wUl Be a great benefit
to agriculture when it is estimated what vast numbers,
as Southern planters know, have lost their crop by iu-
seat depredations. .
In a circular it is impossible lo fully enter into the
merits of the •' Nonpareil French Gaano,” bat we as
sure the pnblie that are have not exaggerated, and it
only remains for those interested to test its value,
when we fuel confident that it will rapidly supercede
all others.

first, iu nearly equal quantities, applying about one-
fourth lees oi the Peruvian. The result was tliat the

I have used several kinds dfftie many commercial
manures offered, and .consider tjie Eureka the best
ai tide. I would as leave have It lor corn aud cotton
as the Peruvian, i also tried ft ou watermelons and
vegetables with the same socebsa. I should recom
mend that, for cotton, tne Phosphate bo pot at least
an Inch under the seed, 200 pounds to the acre. And
for corn, apply, about a tabli spoonfoi when planting
laud with the grain, at Ifuat .-lx In cbm from the grain.

claimed for it, aud doubtless it is, I would iwefer.it to
Peruvian Gnano or other fertilizers more volatile aad
costly. Comparing its effects upon luy crop with
what I witnessed of those manured with Pernvlau
Guanq, 1 certainly ana satisfied with its results—at
though it needed tho rains to have kept it diluted,
and all the crops did not receive the full benefit of tlie

been highly gratified. Ita effects have been yei? dis

of a Fertilizer that is equally beneficial on com
aud cottou. It la quite stimulating and yet mild,
possessing the advantage of guaoo {Peruvian)
in tbe first, and superior to |t In- being tree from
the heating, burning effect, so disastrous in a drouth.
My expei-ieatB is -that, thin Ameneau guano la too
glow in its acti ns for corn, but it is excellent for cot
ton. This arises from the fact that the American va
rietles, as they are known, possess more of the pfau*
phates and loss of ammonia than the Peruvian. This
accounts for the quicker action of the Peruvian upon
the crop, but the less permanent effeot on tlie soil.
What will he the Influence ol tlie Eureka remains to
be seen, as this is my first year’s trial; but Uy-obaar-
