Letter from Fernandina, Fla
[EOITOBIAL COBBKSroNPENCE OF THE NEWS
AND HKBALD.]
Virginia House, I
Fernandina, Fla., March 3, 1868. J
I scarcely know whether to make my pre
liminary paragraph pi this letter apologetic
to you or congratulatory—whether to at
tempt a palliation of the grievous fault of
peu-rustiness, or prove at exemption for
you from vacationary platitudes in the epis
tolary form, that, when I have the editorial
harness on, I detest iu others most abomi
nably. I never disliked our friend Epis-
tratus, that I am.aware of, Jill be went ou a
vacation to the Siioam Springs, or wherever
it was, and sent us those long letters, begin
ning at the Genesis of travelling prepara
tions, and ending with a bill-pf fare four
pages long. Since then I abhor him. Then
there was young Adonis, who took hjs first
vacation for ever-so-long, last year, and who
sent us the description of forty-one ladies
dress at a hop. He was another sample.
So I have skirmished around Florida over a
week without so much as opening my port
folio, thou-h I have found in the Feuinsular
State material enough fora dozen letters, an$l
have only made a beginning yet. I have
railed it on her railroads and steamed it tn
her steamboats—been regaled' on slrawber-
ries and surfeited on venison—got so as to
rank snipe among ordinary dishes—but still
I prefer railroading and steamboaiing and
game eatiug to writing, though I must say a
word about some things.
My passage from. Savannah was made on
the Sylvan Shore, of which Messrs., Clag-
horn &-.Cunuioghain are the Savannah agents
and Captain JaalBk TuCkar commauder.
Captain T. has become so identified with the
Florida trade that apy remarks regarding
him to any person who eareB a fig' about
what I am writing, will be somewhat super
fluous. We had a royal trip—magnificent
wea- her, the bracing air which gives >n ap
petite apd invokes full vigor, the delicacies
of a well-spread table at each meal, atten
tive servants, comfortable rooms, and «i
that could be desired on a boat. Captain
Tucker and Purser Finnegan bestowed every
possible attention on the passengeii.
A slight detention at Brunswick brought
on board a delegation from that city, to
whom the Sylvan Shore is a Bort of neces
sity or an immense luxury, I wot, con
templating their enthusiasm over her.
Pending certain discharging and lading,
your correspondent and Captain Tucker
were invited to call at the house of Collector
Holland, and, according our custom to the
Customs, away we went in dusk of deepen
ing twilight, and spectral glimmerings
through lamp-illuminated trees, around
corners and up Broad street to a pretty lit
tle residence, which I warrant you we were
loth to leave, so hospitably did the Collector
and his friend?, a dozen or iw, entertain us.
Georgia forever! thought L There is no
State like her .for hospitably—(exoept
Florida, I Will here parenthesize, post facto,
recollecting where I am, and more recent
lavishment of hosp^alitiea.)
I bave seen ^emaudi^a to her palmy
prospeiity, I have'been J here in her days of
captivity, I know of the coming-down of-the
Philistines upon her. like .the wolves upon
the fold, and I scarcely expected to find hpr
so recuperated as to stand on her Teet if all.
Few of you, rnyHeuflersTtnow what it is to
be ground np toe tax-machine, run ‘by three
able-bodied Yankees, irh&ab'personal com
petition for the most brilliant despoilment,
and whose aggregate efforts wl&te unisonis
necessary to iudivjd^AaJjhfhicllott of greed*
so work together, like little wheels within a
big one, that there is small waste of the
grist. But the high-handed 'outrages of
these tax men > are known to most. The
story of their stealings has penetrated nearly
all parts of the land, till lha tax-outrages
have become a stink in the nostrils of most
Yankees here, .whoAre gradually narrowing
down to the decent class, such as arc
welcomed anywhere in the South. I have
visited one residence, worth, 4 should say,
with its grouuds, eight or ten. thousand dol
lars, that was sold at one of these bogus tax
sales for one hundred and ten dollars. The
proprietor succeeded In redeeming his
property, and the^Tre^yy Department re
turned the money paid by the tax-sale
purchaser,..but,t^e.J^ter refused forgive
possession, contested flwk' title, nod the
legitimate -owner cfcly gat it tftor «law
suit.
The principal hotel here, where this letter
4s dated, was served with somewhat gristed
consideration. It was owned by a widow,
who had left at the captive; tod after her re
tirement was filled with negroes the lame,
the halt, the blipd^ the Lry, *bd all the
other rationed. “ It was bought * * tax sale,
and went into- the baud* of Col. Eno*&
Kiddell, fihs wclHuovf^ landlord of Urn
Port Royal (3. C.) House. But the proprie
tress came in w&hib'the time prescribed ^
the law, &Dd redeemed ifie property, It was
bought of her by Dr. John M. Payne, some
what identified with Florida, bat a former
practicing physician of.. Richmond, (Va.)
and who served with distinction in the Con
federate army aa a Surgeon. His right to
possession was, however, contested, along
with a batch of similar titles, although the
money paid at tha tax sale had been re
funded to the original purchaser. Colonel
* Kiddell came down here after several similar
cases had been decided In favor nf the
original owners, and withdrew bln claim to
the property. Dr.Payfre then came into
uninterrupted possession, and ho* since ran
as good a hotel, b* all accounts, as there la
in the>'State of Florida. Ha has large,
roomy buildings, well furnished, good ser-
t beet cookery I <ever4>atfi to a
tel; a will' supphkl larder* and a
\ wtetain soeh outiayg. Above
their departure, it is a good thing to have
in Aeent (as the News and Hebald bas in
Dr. Payne,) who is proprietor ol a popular
hotel, but a better one if he “knows how to
keep a hotel” io the technical significance of
the proverbial expression.
One of my evenings baa been spent in a
visit to the residence of Right Reverend J.
F. Young, Episcopal Bishop of Florida,
with espeoial reference to inquiries regard
ing St. Mary’s Retreat, a Diocesan School
for Young Ladies, just established by him.
The readers of the News and Hebald will
principally know of it by the advertise
ments which have appeared in the paper,
and will, regardless of denomination, doubt
less be glad to bear that it is a success. It
has been running' two weeks. It started
with ten young lady members, rapidly grew
to a school of twenty, the second week com
menced with thirty, and now, 1 presume
there are many more. The Bishop and the
Rector of this Parish, Rev. Mr. Thackara,
both deserve great credit. Both are teach
ers in the school. The Bishop purchased
the former residence of Gen. Joseph Finne
gan, occupying the most commanding site
jn the.new Fernandina. and one of the most
elevated and healthy locations on the coast,
south of the Chesapeake. The house and
the surrounding buildings are not only sigh tiy
but thoroughly built. A large lot wa» in
cluded in the premises originally boqght,
and contiguous grounds have since been
and are being annexed by ptuehnse, all
from the Bishop’s private funds, but with
the privilege of its transfer at any time to
the diocese, without charge for rise ir
value; so the church runs no risk, and se
cures any profit. The Bishop was com par
atively a new comer when he inaugurated
this enterprise, and scarcely familiar with
the poverty which controlled even the better
(Hass of people in.the South. So Lis first
circular, which contemplated the higher
grades of edaeation, and which announced
terms simitar to corresponding institutions
elsewhere, has been supplemented by one
from which I extract :
“At the urgent desire of many friends and
patrons of this Institution, it- has been deter
mined to organize lower grades of instruc
tion than were contemplated when the Cir
cular announcing the opening of the School
was issued. The Bishop has yielded most
cheerfully to this desire, as he intended the
School to be for the people, and not thepeop'e for
the School. The settle of charges as tir*t an
nounced, was made as low as that of. the
average of similur institutions throughout
the country. This is ns far as it was thought
safe to go, and all that could be done without
loss, with the ouiy limited patronage that is
to be expected in the present impoverished
condition of the-country.
But from all that has come to his knowl
edge since the Ciroular announcing the
School was issued, so seusib.-y and paiufully
impressed has the Bishop become with the
extreme poverty of the people generally,
coupled with the great desire of many to
secure tor their daughters the advantages ot
this Institution, that he bas resolved to
make a venture, and at whatever loss to
himself, to do the utmost in his power to aid
the self-denying efforts of parents, in the
present distress, to give their children what
will be of more value to them than gold—
an education: -
The following modifications, therefore,
are made in the scale of charges set forth
io the Circular.
Instead of one rale of tuition for all En
glish studies without disticc ion, these
branches will be divided into four grades,
with the charges annexed:
First Grade.—Beading, Spelling, Ele
mentary Geography and Arithmetic, for the
term of five months, $10.
Second Grade.—Higher Arithmetic, Geo
graphy. Grammar, History, Penmanship,
etc-, $15
Third Grade.—Algebra, Geometry, Nat
ural Philosophy, Astronomy, Natural His
tory, Composition, etc., $20.
Fourth Grade. — Rhetoric, Elocution,
English LUeralare, Logio, Botany, and
Higher Mathematics, as stated to Circa
tor. $30
In the charges for the optional branches,
tbai for French will be reduced from fifteen
to ten dollars per term, to enable as many as
possible to avail themselves ot the unusual
opportunity now afforded of learning this
language uuder the instruction of a superior
eacher, to whom it is vernacular.
Aud further, for the accomodation of such
as cannot conveniently make the advanced
payment lor the term all at once, it may be
made in two installments, the first being
payable on the entrance of the pupil, and
the second upon her entering upon the
eleventh week of the term; but in either cose
in advance.
The school is very highly spoken of, and
every pupil I have conversed with gives it
the fullest praise. Board can be obtained
here in the best of families, under good in
fluences, for $25 per month..
The mails are sadly out of joint in Florida.
The earliest fiews is by the Nkws and Her
ald, and that gets here by mail three days
old. I shad therefore keep this letter for
Capt. Tucker, of the Sylvan bhore, to take
on this evening, and to prevent getting him
or me into a scrape, shall enclose it iu the
biggest of big Government stamped envel
opes, .which, I believe, is according fO Ue
law. and I must know tha law by this time,
to which 1 have sworn allegiance so much.
I now want to swear at it quite often.
.Regarding Jacksonville,.apd ^Palatka, and
Picolata, where I bav6 recoil hollered, I
must wait for another letter, aud I have not
yet finished Fernandina correspondence by
any means. ,,B. W. M.
The New York World says" “it is evident
that every year the.Yfcst of Europe becomes
more and more dependent upon us;” that
from the 1st of September last, Great Britain
has imported from this country nine millions
of wfieat and flour at full prices, and would
have imported twenty millions more at full
prices, if we had had it to spare. It says
also, we are absolutely unable 4a. find ship
room to transport to her our surplus, for
which she is making urgent call and paying
most liberal prices. The export of provi
sions has been on a scale of unsurpassed
magnitude, to the past three months we
fitvc exported many thousand tierces and
barrels of beef and pork, and many million
pounds of bacon tod lard; in fact, quantities
almost unprecedented, and these products
have gone forward at good prices.

About 3i o’clock this morning, our city
waft ftartted by the cry 61 fire. The bakery
of Mrs. Haug, on Wayne street, directly op
posite the Milledgevule Hotel* was discov
ered to be on fire—(one of the range of
buildings ooee known as Huson’sold H iteL)
The buddb'g* w ere of wood, and the flames
rapidly extended southward, notwithstanding
the exertions of the fire oompauy, who were
soon on ibe spot with their, engine. The
jewelry store of Mr. James Supple was eoon
involved, and successively the millinery es
tablishment of Mrs. Leikecs,' the barbershop
on the northwestern corner ol Wayne and
Green streets.
These buildings burned rapidly, and also
some email wooden buildings adjacent, down
on the northern ride of Green Street. To
wards the north, bn Wayne street, the jew
elry store ol Mr. Miller and the confection
ery fstablishment of Mr. Conn (which was
also the office of the Southern Express Com
pany) and Mr. Hang’s shoe store were Con
sumed. Tuc flames here encountered the
fire-proof buildings of Mr. Waitzfekler. The
solid brick wall and excellent state roof re
sisted the further encroachment el the des
troying element in -this direction, and- at sun
rise all danger of further spread of the fire
was at an end. tj.
We are informed that theb&ief losers/ by,

by liie Committee of Manners, followed by
a large number ot members of the House.
President Wade announced that **011 busi
ness will now be suspended for the purpose
of jnoceediDg to the bus’ness required by
the impeachment of Audrew Johnson, Presi
dent Of the United Btates. The chair will
now be vacated for tbht purpose." Ctytef
Justice Chase advanced and took the chair
of the Senate. He said: “Senators, I am
here in obedience to your notice for the pur
pose of proceeding with you in forming a
court jut impeachuietior tha trial oi Audrew
Johusou, President of the United Btatss. 1
am now ready to take-the oath.”
Justice Nelson administered the oath pre
scribed by the Senate rales oi* procedure.
Chiet Justice Chase then admipistered the
oath to the Senators in alphabetical order
until steuator Wade approached, when Mr.
Johnson objected to bu. becoming a mem
ber of the Court, because he had contingent
interest. A discussion ensued which tested
until'5 o’cluck, when on motion, Judge Chase
adjourned the court. '
Mr. Wade resumed his seat, and oa mo
tion, adjourned the ttenate. V
No progress was made in the impeaoh-
meut esse daring neaily four hours' debate
tuts afternoon. Utter confusion prevails re-,
garding ibe mode of • procedure. A dozen
Senators spoke, and no two agrte&upoo the u
detail?. It was developed curing -the dis
cussion, among other points made to the
ftatihlacti' n pf the different speakers,, that
Senator Wade, having an interest to Ah* re
sult, had do right in the court; that being a
Senator oi Ohio, It was his duty to tot and
vote; -that though Senator Wade, had a right
to vote, it was a matter resting with his own
conscience; that when the President came
to the bar it was the proper, time to make
challenges; that the President had no
right whatever to challenge the judges,
which the Constiiiuiou provided for bun;
that it was the duty of the Seuate in or
ganic ng the court to keep the orgqhtek-
ttou pure, so that if at the end the scales,
were equally balanced the ride into which
you throw Wade’s personal interest would
kick the beam; that they were a Court; that
tbey wmu a Senate; that witb half the mem
bers sworn they were neither one nor the
other. Thus the argument progressed until
nearly five o’clock, whend member remark
ing that Judge Chase bad been on duty
since 10 o'clock, moved an adjournment.
Senator Howard objeoted, stating that foey
had a rule for adjournment. The Court was
accordingly adjourned by the rate, and the
Senate was leit in session.
The managers were in attendance all the
