arrangements for idding greatly te its titfira-

glorious history, and devoted to the advance

receive the unanimous support of the South

The wide spread and growing circulation

tMfi OOMtRU CONTEST,
| n id) the history of the United States
there has never been a political contest so
important in its Issues Mid result* as the
Presidential election of this year. - In i860
the trueissne was, shall the oountry destroy
slavery at every hazard ? The Black Repub
lican party won, through the ignorance of
the^eopte^f the rear issue involved. War
came. Four years of carnage, desolation,
arid oppressive debt left their impress upon
the country. The South was conqtfbred—
the negro freed. .Now, we are one of those
that believe that au effort to divide the
TJnlbn, resulting in war, would have oc
curred ctem thongh' thelb had never been"*
negro in America. There were other and
deeper causes which would have produced—
which yet may produce disunion and war. But
the negro became the exciting c unto, and in
the effort to prevent the accom plishmentof the
purpose of the Republican party, the fhfoth
defended every principle of our Con stitution
and every guaranty of liberty. To destroy
slavery the Federal Government was bound
to destroy the sovereignty of the States and
the liberty of the citizens. If it could de
prive a State of its control of this institution'
and interlere in the treatment of the relation
of master and servant, it could likewise in
terfere in the treatmeut of.the other relations
of life—those of husband and wife, parent
and child, &c. If it could deprive a citizen
of pioperty of one kind, it could of another.
Such power made the General Govern
ment despotic and irresponsible, de-troying
alike the sovereignty and independence of
the States, and the liberty and rights of the
qjlizens. The nature ol‘the case necessita
ted the South, if it fought at all, to fight tor
a separate nationality; and the question in
volved became, shall there be two Repub
Ucs in America. Let it be forever remem
bered that no one in the South 'desired to
overturn the Government of the United
States; to coerce any State out of the Union;
to conquer or inteifere with any State ad
hering to the Union. Neither did the South-
era people desire to change American insti
tutions, liberty or the constitution. They pro
served almost unchanged the old constitu
tion, the old flag, the old laws, the old tradi
tions, aud the inestimable rights thus guar-
rantied. They established au American
Republic upon the exact principles, aud af
ter the same model of that of Washington,
Madison and Jefferson. So that the war was
made on the one part for a distinct Federal
Government founded on the old Constitution
and based on identity of interest; and on the
other part for the restoration of the South
ern States to their olden relations to the
Federal Government. As consequences of
the peculiar condition of the contending
parties, the destruction of slavery, the rights
of the States and the powers of the central
government became involved in the war.
i The North won. This settled two qaes
tions. It destroyed the Confederate States,
tiring, or eaptoeftsaa, even* in that pan of,
the field whioh we «re ekpected to guard,
The welfare of the country pad oar own

The light is now so far improved, that

of the South. It destroyed slavery. The
course of the Government may famish pre
cedents for other wars in the future; but the
destruction of the Confederate Government
and of slavery were the only questions defi
nitely settled by the War. To accomplish
this the country contracted a debt, the pro
portions of which no one folly understands
or appreciates, and allowed the General
Government to exercise powers wholly in-
• impatible with freedom.
It pfme^out of the smoke aud dust of the
war to find its places of rale occupied by
men who were determined to bold the power
in peaoe that bad been exercised in war.
Nearly three years have expired since peace
was established, and these three year* of
peace have developed this issne: Is oar Go
vernment a Republic of while men, or an
unlimited .despotiam in the interests of ttte
negro ? and to decide this is the aim of the
coming contest. > < l
There art other questions—and very im
portant ones -involved. The financial policy
of the Government—the tariff, revenue and
tak laws, now SO ruinous to the West Afcd
South, and so profitable to the manufac
turing ‘ State*; the corruption in public
offices; the demoralization of the jadicial
tribunals; the continued Existence of the
Freedmen’s Bureau, &e., will have to be dis

tion is that commonly called the "Recon

.fdrm and power of the General Government,
the rights of the States, the freedom ot the
citizen, the preservation of civil liberty, and
the contained supremacy of ike whit# race

interests, oar civic daties, our personal lib

tinies of our country, will be effected by tbe
remit of the contest. The perpetuation of
the power of the Radical party is incompati
ble with the preservation of constitutional
liberty, end is antagonistic to the material
prosperity of the country., The continued
triumph of Radicalism means utter rain to
every pecuniary interest, in the South and
Weet; tho bankruptcy of the whole commer
cial interest of the country; the prostration
of every branch of industry, and the upturn-
big of all our present financialarrangements.
It means immediate death' to liberty hi
eleven States, endeertaia destruction of con

Ruin, bankruptcy and tyranny, now under
the form of a republic, and just behind a

The enemy we have to fight is as desperate,

He cannot be beaten by the Chinese mode of
