‘It is hardly necessary," says the News,
“to say that, under the circumstances, a lull
um.1 candid discussion of these removals and
appointments would be neither wise nor pro
fitable. We are, however, authoriaed to
slate that the changes were made without
the knowledge of His Honor the Mayor,
whose first information of the fact was the
reception of a copy of the order. Nor were
the appointees in any way previouely ad
vised of the new honors that were to he
conferred upon them.”

Mr. Crangle sues Mr. Blodgett in an action
on the case lor damages, aisetssri by him, at
the modest sum of one hundred thousand
dollars.
The affidavit on which the capias issued,
stripped of all its technicalities, says that
during the month ot February, i860, the
plsintiff, Crangle, being a resident of Savan
nah, Georgia, went to the city of Augusta,
in the aarne State, for the purpose of collect
ing some debts against a tirm by the n-me
of Turley, Grey <fc Turley, and tuat the de
fendant iucited a mtb to offer violence to
iim. It is alleged that about the t>in day of
February the plaintiff arrived at Augusta and
stopped at the Doited States Hotel, aod the
defendant maliciously contriving to rain
ini and bring him Into public scandal, to
irevent the Collection of the debt and put
1* life in jeopardy, represented him to be
an abolitionist, who had come to Augusta to
itir np the negroes to a servile war.
The result, H is charged, was that a large
number of persons called upon him at his
room and ordered him to leave the eily. A

We take it for granted, that the white race
of the Booth do not consider qualified negro
suffrage as a thing good in itselt. They
would; as the majority of tWr late
ly done in the Northern Slates, bestow no

proposed in the South by qoalified negro
suffrage to conciliate the Radical! of the

Now the Radicals in the Northern 8-atea
have dUUnctly repudiated qualified negro
suffrage. This was formerly one or the atepa
ot tneir progress, like abolition petitions u>
Congress, free soil in our Territories, end
the abolition of elarery; and they succeeded
in obtaining it for the negioea iu some of the
Northern States. They have uow lelt this
step behind them, and assume, a, their party
creed, “manhood suffrage,” which meaus
universal negro suffrage for the negro In the
South aod North. Od this policy they hare
pleased iu the Northern Stales an alteration
ct their SttbC^T'ostitutions to insure it, and
have ovgarfm- -a military despotism over
the South V.. itorce it. Of course it ie
rather absurd to suppose that there is much
respect to principle in this matter on the
part of those who in Congress habitually
treat the Constitution a, a nullity, although
they have solemnly sworu to support it.
Maohood suffrage with them is an instru
ment of rule. Iu the North, as the Radical!
will inaugurate it. it will give them the po
litical power of allthc negroes iu the North
—aud in the South, give them tha Southern
States.

Ia another column we publish art article from
the New York World, which, we think, pretty
conclusively settles his claims to greatness as a
military roan. Unless we multiply his merits by
the number of soldiers lost by him in battle,
we shall be unable to arrive at anything great
iu his military career. He was, favored by
circumstances, a successfuljGeneral, but judged
by the higher tests of generalship, the historian
will not write him dovn a great General.
Neither is ke great as a gpeechist, if we mny
judge by his speech to the friends who serta-
ded him on Friday night last. The speech
delivered on that occasion is reported fol*

it is charged that at least, at one of these
visits the defendant was yreient.
On the following morning it is averred, at
about 2 o’clock, the plaintiff was visited by
a crowd of people, who broke in the door ot
nis chamber, feeing incited by the same
means, took him irom his bed, and led him
down stairs to a gallows which bad been
erected for him from the balcony of the hotel.
Prior to the act of leadiog him down stairs,
the affiant states that a rope wa3 placed
around the neck of Mr. Crangie, a» though
there was not only the means, but tha Intent
to hafig him. From this difficult position be
was rescued by the police of the city, who
conducted him to jail, the mob in the mean
while making way with his valise and its
valuable contents.
It is further alleged that on the 10th day
of the same moptu, Mr. Blodgett, contriving
to injure, etc, the plaintiff, appeared before
a Jaotice ot the Peaee, and there accused
aim of being ao inciter of servile war, an
abolitioniet, and an aboltion uoioa lecturer.
Some lime after that there was an examina
tion, followed by an acquittal, which was
not, however, followed by release, but by
plaintiff's being taken to the office of Mr.
Blodgett, as Mayor of Augusta, when he
(.Blodgett) spat in his face, kicked and beat
aim, aod incited the by-standers to like acta
of lfldiguity. In consequence of all tbi>,
Crangle charges that he was compelled to
leave hk home Savannah, to his great

that grace, all I can say is that in whatever
place you assign me, I will endeavor to dis
charge the duties devolving on me impartially
and to the best of my ability. ■ [Immense
cheering.] I can only refer you to the record
I have left. At the close of these words, Gen.
Grant teturned to the parlor, remarking: “I
made a speech, but- don’t know whether they
heard it.”
While we accord to the above speech the
merit of brevity and non-committalism, we do
not conceive that it establishes the GeQeral’i
reputation as a great orator. But, as Shakfl-
peare sa^s; “Seine men are born great;
some achieve greatness, while others have great
ness thruet upon them.” General Grant may
yet prove himself a greawmistake.

Judge Pollard, of Georgia, stated that
probably it would make but little difference
what the bail was fixed at. irasmuch as his
Associate upon the delegation was a stranger

under the statute of Illinois. receive und con
sider counter affidavits. He stood ready to
trove that the whole statement was false,
in so far as it referred to the deiendant, and
hat, on the contrary, Mr. Blodgett being an
irigioil Union man, rescued the plaintiff
rotu violence offered him by a mob at Au-
^UBiu, as well aa that the defendant came
into disrepute by reason of this and similar
•»cte, in violation of the then public senti
ment of his section of country.
The Court suggested that such an enquiry
was more proper upon an application to dis
charge under a writ of habeas corpus.
Further proceedings will, iu all probabil
ity, bs taken this day. if the records ot the
Courts have not been closed uulil Monday.
The Judges of the Supreme Court, it is ua-
deifetood, will not sit, and Judge Williams
has left the city.

which they now maintain ? And will they
do this, when the intended and direct effect

negro suffrage aduerents, support this
measure, because it will give the rills of the
Southern States to the white race. The few
negroes who can read or j*03aeJs property,
cannot, if pertained to Vote, obtain by
it the i ale of a single Stale in the South.
But will such a reason command the sup
port of the Radicals 'i Tuey warn, universal
negro suffrage in the South, that by the
negro they may rule the South, and m tke it
contributory to their party power in the
Union. Id it reasonable lo’ suppose that
tuey will repudiate the ehiej platform of
iheir parly, and at the same Hare defeat the
party itself, merely to elucidate the principle
oi qualified negro suffrage which they have
passed by and abandoned ? TnU looks very
like the brilliant enterprise, of catching larks
when the skies fall.
What qualified-negro suffrage means wfi
suppose may be fairly implied iront the po
sition assumed by the late ■ Columbia Con
vention—that negroes are ot right “a portion
of the body police.”. Governor Orr stjs
that iu Conveu lion they are the sovereignty
of South C wrolina. if negroes are a portion
of “the bony politic” in South Carchua, it is
not easy to rclute the position ot Governor
Crr that in the/.- late negro 0 ;n vein ion they
were the sovereignty oi ihe Sl^te. To boih

aware of any law or any legitimate Constitu
tion which has made uegroes a portion of
the body politic in South Carolina, and we
maintain with President Johnson and the
whole Democratic party at the North that
all legislation by the Congress of the United
States by its military acts to make (hem so

Carolina consists of white men. and the sov
ereignly of South Carolina is the property

nes9. The windows of the Council Chamlkr
being open for ventilation, the music of tbe
band rendered it impossible for the members

Had the editor taken the pains to inqqire

Ths New York Evening Fost says tbe Su
preme Court in that city has dismissed a suit
brought against a life insurance company on
the ground that the conditions of the policy
had been violated. The person insured went
to Virginia, there contracted a disease peculiar
to the climate, and died. The company claimed
that this visit to the South was tbe direct cause
of death, and this plea was sustained by tbe
court. It is understood the case will be ap
pealed, and as the point decided by the lower
court is of great importance to the life
insurance companies and *%heir customers, the
final result will be awaited with interest.
