From every quarter of the Southern States
our exchanges bring us accounts of the pa
rading and drilling, by night and day, of
armed bodies of negroes. In South Caroli
na the manifestations of exclusive military
preparations among the blacks have become
so general throughout the State, that the sub
ject was brought before the late State Con
vention at Columbia, in the form of a reso
lution of enquiry. We quote from the pro
ceedings of the Convention :
Mr. A. C. Spain, of Darlington, urged the
adoption of the resolution. Statements had
been made in caucus the preceding night
-which might have satisfied every member
present ot the importance of immediate ac
tion in this matter. At the request of a
number of distinguished gentlemen he would
repeat the statements, and their truth could
t>e fully established. Tnere are, said Mr.
Spain, lawless armed bands of negroes or-
gauized in every portion of Darlington Dis
trict. They muster wherever, whenever,
and under whatever circumstances they
please. They say they are obliged to muster
under a penalty of a certain finetfor every
neglect lo do so, and are even threatened
with the penitentiary. This is the excuse
they give for every neglect of business. They
will oDay the order of any mounted negro to
meet in auy old field against all the remon
strances of the employer. They have their
majors, captains, lieutenants, sergeants and
other officials, whose names I do not know,
are armed and evidently organized, although
there is no authority whatever UDder the
present government which permits such or
ganizations lo exist- These people are ut
terly d-stilutc of character, destitute of in
telligence, have no stake in society, aDd can
at any lime do what they please . under the
fall belief that they will be protected in
their lawlessness by the powers that be. If
we were not in a chaotic condition—if we
had any law or any law giver, or any execu
tive ot any law, we should know what t j do.
What we, therefore, require at this moment
is the counsel and support of our brethren
tn every section of the State, and we were
especially requested to confer freely upon
this subject with other delegates assembled
here, and to determine, if possible, what ac
tion was necessary to save ns from the
eruption of lava from the broad opening
month of this volcano.
Mr. Cotbrau, of Abbeville, said that a simi
lar condition of affairs existed in bis own
district- Secret armed meetings of negroes,
threats of violence, midnight assemblages,
and all the accompaniments of some great
dedgn which apnears to be ripening, nave
created uneasiness in the midst ot the peo
ple, aod they can see no relief that is jlikely
to come from the authorities of the State.
It is generally understood that Gen. Scott is
in sympathy with these movements, and
that secret instructions have been issued to
leading negroes to tell the freemen to arm
and organize.
Mr. Shand, of Union. Mr. President: The
description of the condition of affairs in Ab
beville applies toother districts, and especial
ly to Union. Iff the lower portion of that
district, where there are nine or ten-negroes
to every while man, they have, for some time
past, been armed and engaged in drill, j Their
arms consist,of ^United States Springfield
muskets. Where they were obtained tio one
knows. This thing has been -going' on for
about two months. Negroes who are in
disposed to attend their meetings are
threatened with fine and imprisonment, and
I have even heard,' on good authority, of
their orgaaiziDg courts and imposing flues,
which the captain of the concern collects.
One of these musters was held about two
weeks ago, and there were present a number
of gentlemen who reported to the citizens of
Union what they had seen and heard. Mili
tary evolutions were practiced, and after
wards what purported to be “General Or
ders" were read. The negroes were told
that if employers attempted to charge them
two dollars a day for absence from the plan
tations, they should be repaid at the end of
the year, and. if they were dismissed the
employers would be held strictly accounta
ble for all damages they had sustained.
These orders John Bates, the negro Major,
as he was ca'led, said were issued by the
authority of Gen. Scott. On Saturday last
the negroes again assembled, and from re
liable information received, -it was believed
that an effort would be made by them, lo ref
leave prisoners from the Union .jail.
Previously, however, a committee came to
Columbia and laid the matter before General
Scott, by whom an agent was sent back with
the committee to investigate the affair. In
the absence of this committee it was ascer
tained that there was to be a grand move
ment on Saturday. Armed leagues were to
cross into Union -from Chester, Newberry
and Spartanburg. They were to encamp on
Friday night and march into town on next
morning. I have it from an eye witness that
a force estimated at two hundred stroDg
crossed Tiger River on Friday 'night and re
crossed it before morning.
On the arrival of the messenger of Gen.
Scott he sent word to Bates, the colored
leader, who soon after came accompanied by
a body-guard of about twenty. The agent
took him into his room at the hotel and
closed the door, aproceedingto which some
of our citizens objected. Tfieugent replied
that the instructions cf Gen- Scott would be
delivered in the presence of tbe&dzens, but
that he wished the conference with John
Bates, the negro, to be private Bates de
nted that they had ever beeu ajfmed, and said
that they were coming to Union, but without
arms, and of course only with -peaceful de
signs. The messenger returned- to-Columbia
and reported that tbe people had been un
necessarily alarmed.
I could mention other facts, but confine
tnjaelf to things within the knowledge of the ‘
citizens and of myself. These negroes sajr

James Q. Goss, a member of Congress. /This
is denied by Goes. They all claim anthbrity
for bearing these atms^for-meeting at-night,
for drilling, and for making a noise, which
disturbs 4he peace and qniet of the locality!

These are the fap$ of the case, but in the
examination of witnesses some very imppr-
lant facts not bearing diieclly upon the case
in point leaked .out. : It appears that the ne
groes of, this island are organized into com
panies and are thoroughly armed. Theyare,
under, the command-ot one W. C. Glover, a
negro, who pretends. to be the captain, ant
who says that he is acting under orders
from .Headquarters. Where or what con
stitutes the headquarters referred to we , arg
unable to say; perhaps Rev. R. H. Cain can
tell. The witnesses say that these compa
nies are brought out and drilled every.Mon-
day and -Friday afternoons,- and are | armed
with muskets and double-barreled shotguns,
and that'Glover wears a sword while in. coin

a company of negroes numbering between one
