I waited three weeks for these forms, and
not receiving any, wrote to Mr. Ray, in
forming him of the fact. Not hearing from
him on the 1st of September, I again wrote,
begging that the forms might be sent me.
On the 7th of September, (after Mr. Ray
had made the above communication to Mr.
Chapman,) I received by mail,, more
forms—covering in all, ninety-eight Acts
lacking still seventeen Aits of the number
sent by me to Mr. Ray on the 21st of Feb
ruary last.
I desire to make no comments upon these
facts; if they show that the delay has aris
en from «the person appointed by the Gov
ernor,” I shall submit to the verdict, of a
candid public.
I would add, that hearing at Americus,
in July, that Mr. Ray was excusing the de
lay in a « way that led me to suspect he
would seek to cast the odium on myself, I
wrote to Athens to have the Resolutions
(which the foregoing correspondence shows
had been awaiting his orders,) forwarded
by mail immediately, which was according
ly dono.
With the exception of the note, above cop
ied, I have never received a single line'from
Mr. Ray—not even an acknowledgement of
the receipt of the papers s$nt.
I would respectfully request that the Sa
vannah >< Courier,” and all the newspapers
in the State, who have published the state
ment made in the ««Courier”- : -or who feel
an interest in having the cause of this delay
explained—‘will publish the above. 1 re
gret that 1 have been 'forced to extend it to
this length. I will add; that I have copies
of all my letters to Mr. Ray; that he is at
liberty to publish any, ogall of them, and
that! will furnish copies i*. full to any edi
tor desiring them.

Kenan on Toombs—Mr. Stephens.
'The Federal Union contains the follow-

Morgan Court:
Gn Tuesday Col. Kenan, of Baldwin, made
a speech in the Court House in favor ot Gen.
Scott. The Colonel said very little about
Gen. Pierce, and what he did say was rath
er complimentary than otherwise; his artil
lery was directed principally against the
columns of the Webster men, and we think
raked them effectually. He showed up the
turning! and twistings, the inconsistencies
afcd contradictions of Messrs. Toombs and
Stephens in glaring colors. He called the
attention of the audience to the position of
-Mr. Toombs before the lost Georgia Leg
islature, and he wished every one to remem
ber what he was about to say. He then
Mated, that Mr. Toombs promised several
of the Democratic members that he would
support for President the nominee of the
Democratic convention, and that he would
not under any cinemastances vote for Mil
lard Fillmore. When asked if he would
vote tar Webster, he answered that he was
as corrupt as any of them.
On Thursday the Hon. A. H. Stephens ad-
droned the people. At the commencement
efJljo speech he alluded to the importance
at Mm approaching Presidential election,
and appeard to think, that the people had as-
nembled to receive instruction* from him
bow they should vote Mr Stephens told
then plainly that Gen. Scott had been nom
inated by the enemies of the South, that be-

gestions, it is with some reluctance we re
cite the often repeated communications. It
affords us some pleasure, however, to state,
that the court has at last ordered the erec
tion of a new jail, to supply the place of the i
one which is now considered in an unsafe
and dangerous edndition. It has further
determined on revising the Jury Box. so
that .our citizens will not be compelled to
serve at each term of the superior court in
the capac.ty.of Jurors. These acts of at
tention and regard are very commendable
in a body that hare exhibited such a won
derful indifference to the requirements of
the public good. Our court house is still
needing repairs—our jury seats are still un-
cushioned and not elevated, so as to make
our pettit and special juries comfortable.
Out Grand jury room is still unsupplied
with chairs; some of our clerks are still
unfurnished with well bound books, in
which to make their records. Our roads
and bridges, with a lew exceptions, are al
most totally neglected, and in many instan
ces almost impassable for carriages. Upon
inquiry and examination we find that these
delects are traceable to the wilful neglect of
our Inferior courts, and we must be per
mitted to urge upon them more attention
and interest in the business of the county,
and if they arc resolved to continue their
neglect, we would respectfully suggest to
that honorable body, that they place their
commissions in the hands of the people-—
that their places may be filled by good and
efficient officers. It is true their is no prof
it and not much honor attached to the .po
sitions of Justices of the interior court, but
when a man voluntarily accepts an office,
he virtually pledges himself r^g idly to dis
charge the duties which it imposes—hence,
these honorable justices are without excu
ses tor failing to attend these regular and
called sessions of the court; and when in
attendance, for failing to do their duty.
But we hope they wilt “ mend their ways',”
and entitle themselves as officers to the re
spect and approbation of -their fellow-citi
zens.
So far as the morals and virtues of the
county are concerned, we are happy to re
cognize a considerable improvement— but
there is still much to elicit the interest and
efforts of our good citizens. The most
fruitful source ot the assaults and riots and
disturbance of the peace which have come
before our body, is found in the-prevailing
vice of intemperance. We think it be
hooves, our citizens to use their efforts to
excite public opinion and public indignation
against the use of intoxicating liquors.
Public opinion is the only instrument which
should be employed to eradicate this evil,—
an evil which is more ruinous to the mor
als of the county, than all other causes com
bined. fWe are convinced, but for intem
perance the criminal docket of Cass superior
court would not consume as many hours, as
it does now days. We thank fc.e Hon. J.

manner in which he has presided over the

house in Ellijay, Gilmer caunty, to lie of

Inferior Court, who will give all the inform
ation desired. The county will be able to
pay under existing circumstances four or five
hundred dollars yearly. Any person living
at a distance, will he furnished with a plan
ot the house by addressing the clerk of the
Inferior court. They can also be informed,
if they desire it, if tlwir bids are taken.
