THE RECORD. CRDAHTOWN, UA. t BARClI. 18' 1870. Thu Kmtblliif Ail. Mr. McDaniel's net to cnnblo par lies to waive find ronoiiuco tlio homo- stoud nnd exemptions provided by law, has boon eignod by tlio Governor. Tho net provides that it shall bn law ful for any bond of a fumily, entitled by law lo a homoHtead or exnmption to wnivo and re no unco for a valuable consideration by written mortgage or doed, iutondod to have the effect of a mortgage, tlio right of homestead or oxomption, nnd ho mortgaged or coti- voyod iu favor of tho del>t or debts of any croditor or crcditorH lo securo which naid mortgage or convoyanco rIiuII bo executed, and tlio portion or portions tnuking such waiver, and any porMon applying or in their bi half, or iu behalf of any othorH cluiining home stead or exemption through his or their title, ahull bo eatopped forever from sotting up any claim fur home- atoad or oxomption, or either of them, iu any court in thin Stale aa nguinat tho payment of Maid debt or debts, no long ur tho sumo uball remain unpaid; provided, this act ulmll only bo appli cable to debts contracted in tho pur chase of plantation and household HUpplicH, nnd clothing for tlio family. ThoNowYoik Bulletin congratu lates tho buaincHH community on tho adjournment of Congress, and Haya that ono of tho moat formidable oni- barraHHinenlH iu tho woy of Bpring trado would bo got lid of. Thoro linu boon aomo talk of an oxtra Ncaaion, but tlio indicatioiiH nnd tlio hopo nro ndvorso to any suoh contingency. Tho Bitllolin truly says that it ia not ploas- nut to bo compelled lo charactoriso tho national legislature as a formida ble onibarrm, ament to tho commer cial or industrial iutercatH of tlio coun try, but tho entire unanimity with which almost all cIubj'oh of business men are expressing tho conviction that as soon as Gongross was out of tlio way, a general revival of buaincas may bo looked for, wo aro constrained to any, diioloues a populor conviction iu that respect which cannot well bo mistaken. It can only be hoped that tho timo is coming when tho reproach will not apply; but that will only bo when tho men who mulco our laws will kavobroador viows, a kcouor mor al souse, mid a inoro ncourato knowl edge of tlioir duties, not to this class nor that sootiun only, but to tho whole country, than those who aro now up on tho stage. Bolchor, posttnaBtor at Macon, who has boon hanging on tho ragged edge of doubt for Homo timo, will have to step down and out in favor of ono Homy 8. Qluvor, who is to bo iioini- nntod by tho Prtwidonb General Banks, who lias just retur ned from a locturing lour through tho West, is not much afraid of a third torm. Ho thinks that any good man of any parly, if liomiuatod against Grant and pledged to reform tho gov- ormnont, will get nino-tonths of tho popular vote. Tho ahei'tT of Carroll county bus tninafured his ofllrinl adve tiaiug from tho Times to tho AYirs heeaiiBO tho ed itor of tho former paper will not divido tho fooH with him. Thoro ought bo a rovision of tho law, as it stands, but under tho oiroutustauooR wo think tho editor of tho Tint vt should bring tho matter to the attention of tho grand jury.—.Sic A r cuv». Wo learn that .lodge Peter .1. St ro sier, of tho Albany Circuit, holds that tho Governor has no light to appoint a Judge in his stead, and claims that bis commission, which was issued by llulloek, is for eight yours. Tho caso will bo carried to the Supreme Court for dooissiQU, tho Gavornor having al ready appointed Gen O. J.« Wright to Buccood Judge Stroxior.—Nie Xvu\<. Gen. Gordon ami Hon. L. Q C, La mar aao engaged iu tho canvass in Now Hampshire. Gen. Gordon spoko at Littleton on Saturday, and Mr. Lamar spoko at Nashua. The efforts of these distinguished gentlemen will no doubt create a profound impression ou the valors of New Hampshire. (.Sm. AVuw. Tho New York Tribuno of the did says : "Thoatro umnagirs, hotel pro prietors and keepers of restaurants in this city do not appear to bo much disturbed by tho passage of tho civil rights bill. Several say that they will bo guided in their course by tho ad vice of oouusel, while others boldly admit their determination to evade or violato tho law. Noarly all nro agreed su thoir conviction that to give tho biuuo trcutmcul to colored guests ns to white would r uin their business. Tho colored {looplo thorns. Ives—so far as their views have lx on been heard in Treasurer John Jones anil the Lf’KiHlufnre. Tlio recent investigation of the bus- iuots of tho Htato treasury—tho vari ous rumors nnd reports that got into circulation, caused considerable ex citement, iu tho public mind, appro li< union was felt for tlio safety of tho treasury; nud still inoro were the people astonished that honest Join) Jones should provo fulso to tho trust reposed. Public anxiety was at fever bent, oud peoplo waited impaliontly for tho truth. They wero loth to bo- Kero that John Jones, who had given tho lx st part ef his life to tho servioo of tlio Htato without adequate com pensation, hnd squandered thoStuto’s money and who, in tho darkest hour of her trial, was trim to his na tive Htato. Prompted by a noblo pa triotism, ho refused to allow the mon ey of tho Htato to bo turned over to General Mead in 18G7 to pay tlio pie bald convention. Tho action of tho commiltco was hasty uml without n sutllcient nnd thorough investigation. Wo think it is doing an old and trusty public ser vant a groat injustieo to pass resolu tions of scuBuro without giving him no opportunity to muko a report. Tho Treasurer could and did show that Kioto hail boon no misappropriations of tho funds of tho Htato. Ho was charged with carelessness iu not keep ing cortuin books which tlio law did not require him to koop. Tho Treas urer has brought ordor out of chons, nnd restored tho failing credit of the Htato. Hinco ho lias gone into tho Treasury tho bonds of tho Htato 1mvo ilsou from fifty cents in tho dollur to three per cent, premium. How could the commiltco then say that Treasurer •Jones had ‘'seriously impaired tho credit of tho Htato,” when it wns a well known fact tlmt its credit was steadily advancing. It mII results in “much ado about nothing,” sit vo that it gave soinu men an opportunity to spit venom. Prob ably soma body olsu wants to bo treasurer. It is gratifying lo know that not withstanding tho sensation created by tlio recent report of tlio Ihmncu coin- miltoo tho credit of the Htato has not boon injured iu tlio slightest degree. Before tho Legislature adjoin nod a resolution was adopted aulhori/.iug tho Govornor to borrow four hundred and fifty thousand ’dollars. Wo aro glad to bo ablo to statu that no trou ble whatever will bo experienced in borrowing tlio money, Gov. Smith oxpucting to mako it from pnrlios iu tho Htato. Wo understand (so excel- out is our credit)tlmt ono million of dollars could bo borrowed if tho mon ey was needed, so tlio troasury will not bo embarrassed this year for want of funds. Those individuals who wero predicting that tho astonishing evolu tions of tho Fiuaueo Coimnittoo would inflict a fatal blow upon tho credit of Gjorgiu will, doubtless, bo iu or titled that they lmvo provou such poor prophets. Thoro is no doubt whatev er now, thtt wo shall obtain all tho mono} needed to meet all tho pay ments of tho Htato troasury.—Atlanta Nov*. Tho Gridin news says a planter of Moiriwothor comity a few days since sold seven halos of cotton in that sity, a portion of which ho had boou hold ing for twolvo months, llo lias long since found out tlmt, in I hose days of universal suffrage sliugors and civil lights, it is useless to uttompt to raise "porkors,” and onch winter he buys drovos of hogs which ho drives homo and si lls them out for suflloionfc protit to maku his own meat clear. It is such planters as this who got rich and never want laws by which they enu got crodit. , Tho Pennsylvania legislature 1ms almost unanimously passed a law, im posing a liuo of $ 0,U00 and fiftoou years imprisonment ou ouch and ovory person who shall continue to conceal Ohm ley Ross. This is not an ex /has/ facto, as further concealment and not that of tho past is punishable under it. A special clause is added to free tlio original kidnappers or present holders of the child, if they restore him within thirty days from the passage of tlio act. Tho Atlanta Constitution auuouucos tlmt tlio legislature which lias just ad journed was, iu tho main, iu accord with the views of that paper. Wo are glad to bo assured of this, for it clears up a mystery.—Atm AYirs. From a balloon which had risen some eight hundred foot over a West ern city the loronauta let a cat drop to the earth beneath. She struck paws down, nud when a small boy was was asked if she was dead the follow answered, "No, it only shook up her fiddle strings a little. New Yu:k better thn the hi ud tb The Columbus Enquirer su\ s t a pluutor iu Southwestern Geoi Ini'; >til* over 700 bales of cotton hand, after soiling over 500. In legat'd to tho tax on wm> The Washington correspondent of the Baltimore Hun says : Tho expressions of tho colcrod peo plo hero indicate that they have very cxngorated idons of tho effect of tho civil rights bill Many of them seem to imagine that they can now order a box at tho opera, a dinner at Weick- or’u, a section of a Pullman palace car or demand for their accommodation tho bridal clmmbor of tho Arlington without rendering any equivalent. Such idons ns thoso aro bound to be got trouble and probably bloodshed before they nro dissipated. A Libcrul Remiblican Senator, In spooking of the evil effects which nro certain to flow from tho bill, said that as a party inoasuro it was suicidal iu tho extreme Hnid ho: "Tho Radical party has got all tho negro votes anyhow, so tlmt it will gain nothing in tlmt direction, But on tlio other linnd, this thing will array against it all tho railroad inter ests, all Urn hotels nnd tavern keepers and all tho tho thoatro proprietors, and tho combined influence of these will affect thousands und thousands of votes." An English physician recently re moved a section of u pationt’s liver, placed it on a plate, scraped it caroful ly, nnd returned it to its placo, fully restored it to its normal action. This prom iso s to work a revolution iu tho treatment of the diseauo, and iu a few years wo will hayi an addition to d< - rnestic literature something like this Husband, I wish you would tuko John's right lung down to tho doctor this morning and linao tho middlo vaivo fixed," or "will you stop tho doctor's when you come homo this noon, and see if ho has Mary’s liver mended, as sho wants to go out to ton this ovouing." Tho prseteo will become so common in time, wo aro sure, that nono of tho neighbors wilj ho iu any way startled to son a wife with a voil tiod around her head loan ing out of a bed-room window and shouting to a receding husband: “Jor- c-miahl Toll Dr. Hcrapon to send up Willie's right kidney at once, whether it is douo or not. Hu's had it rnoro’n a week, and tho child might ns wol bo without any kidney, and bo done with it .—Danbury Ncum. A rather amusing incident occurred recently to a rovorond gentleman, who is a popular preacher in a city not inoro than twenty mil. h away. Ho wont to have his likeness tukon at a .photographer's and put on a surplice in an anto-room. When ushered into tho manipulating room, ho was not n littlo disconcerted on seeing a Circas sian bonuty, iu full eustuuio, chained nnd on her kuooH, hot* countenance expressing tho pleadings of a brok n- honrtod girl on being dragged boforo tlio Mussulman of a happy lmram family. Tho revorand gcutlouian, as soon as ho had rooovored from his surprise, took an iu to root in tho high procooding, and ventured to suggest that tlio voil foil too far acre: is her hor face. "Would you kindly show mo what you moan V" said tho man of shades nnd shadows. Tho rovorand gentleman wns kind enough to do ho. Tho flash of light was wickedly em ployed; for, to his horror, it umy bo rolntod, if ho sees this anecdote, that tho popular preacher wns taken iu dramatic attitude with a Circassian slave appealing to him to release her from her thraldom. Tho feelings of tho revorand gentleman whon lie af terward saw tho piaturo exposed at the cutraueo to tho photographer's estab lishment us a “high art" product, may bo bettor imagined than described. <■ r Wo lmvo received tho first annual report from tho Commissioner of Ag riculture, Thus. 1*. Janos, from which wo mako a fow extracts for tho bene fit of our funner friends. Tho follow ing paragraph should bo carefully considered: "It is au important Lot, and worthy of special consideration, that where tho white man owns his laud and works it altogether by his own labor and that of his fatniiy, he is very generally realizing benefit, and often very largo profits, and rapidly acquiring wealth.” Tlio following pi agraphs aro of special importance : “Great numbers of farmers nro se riously embarrassed with dobt and a lack of resources, and tho mortifying fact must bo stated, tlmt this unfortu nate condition exists at a iiuio when overy product of the farm commands onoriuously high prices. Tho ease ;s still worse, because tho farnnrs aro iu debt for n wsAiry supplies— for broad and meat and lorago—the very arti cles tho farm ought to produce abund antly. Too many have bought pro visions and fertile I that cotton would bring enough to buy supplies and savo money ; but for the last tlirco or four years it lias cost more to raise it than was realized for it in market. Tho policy would not have been good* oven if tho ex- expccted high piicolmd been realized; but actual results have disappointed expectations, ami farmers have resort ed to tho equally ruinous policy of going in debt—-not for lands or per manent improvements, • but for whut thoy consume. As to tho remedy, I can say nothing better than to quoto from a pointed speech by Hon. Geo. W. Adams, boforo tlio State Agricul tural Convention, in August lust. Ho says, Tho way to do it is to keep oat of dobt. That's tlio sovereign remedy for our evils. +, * Law is not tho remedy, but tlio remedy is not to go in dobt” ’ New Advertisements.
