Th« Yrlknv Pmit Wo find tlio following apodal tolo- grnm from Havntinuli, in tho Atlanta Constitution, duiod 2d inst., 9:45 p. in; To judgo of tho stato of thin city juiit now, a visit at night would bo Hiifliaiont. Tho ntroetl, usually ho buntling with lifo, aro sl.il an thogruvo, and n-)l a Hound falls upon tho oar navo tho quick footsteps of somo hur rying raoisongor for relief, or tho piercing cry of lovod ouch ah hoiiio tirod npir-.V, weary of battling with tho fovor, ascends to its God. Eucli day oHogs hope Hint perhaps tho worst in over, and strangoly, oh if to uurturo I ho hope, tho mortality rate in reduced only, however, to jump up to panic IlgurcH next day. Thun, Hovoral days since, tho intorinontH worn but sovou- toon, and all folt hopeful, but Mon day^ record of forty-two now-made graven, foil liko a thunderbolt upon tho brnvo hearts that ho long had tried to cuiiHolo I ho disconsolate. The deutli roll to day wmh up to the avorago of tho past three weeks, being thirty. Of tbis number, twenty throo worn canned by yellow fover. About Bovonty-fivo now caBOH dovol- opod to-day. A dispatch from Brunswick, dated 2d instant, HayH ; Tho weather for the past two dayn has been quito cold. The death rate iH reduced, and our peoplo aro moro hopeful. Mu. Eurron It in a well known fact that in all parties having largo majorilioH in conntioH, clistricts or Staton, thorn in a btrong tendency to fall into tho lianda of munugrrn or loaders. 'rhoso who make a trade of politic* aro those who usually attend iiAUCURftcN, and however good their iiilontioiis, at first, they usually end by Hocking by all moaua id thdr pow er, to advaue.a their own or their blonds interivitOA'-Rh _ of tho community, or evy^TTRTparty to which tlioy balong, thus forming ringH or oliquon, ami depend upon tho habit of tho people to support tho nominee - to carry through and elect their candidate:*, notwithstanding ho may bo obnoxious to a majority of tho party, c.nd tho ring nullingon or party /inch apply the party lush to all and ovoiy body that has tho manliness and honesty to holt such nomination, and accuse thom of being Radicals and all other iipprobious epithets that may ho found iu their comprohoUBive vocab ulary I hold tho principle that all good urn! true eili/.oufl aro in honor hound to advance tho interest, and good of tho whole country or community, by all tho honorable means in tln ir pow er, and not to yield thin great duty at tho bohost ofjjauy ring or clique, or thoir aidor« and abettors. I hold fuif thor that when a pally, controlled by rings, makes a nomination for any oiltco who is not generally accept able to the muHsoa of tho party on account of tho bad ohaructor of the nominee, or ovon from gouorat prejudice against the uominoo, it in tho duty of the par ty to ignore nuoh u nomination and put up an indopomlont candidate, and ubo all honorable muuiB to elect him, uh this is the only way to rebuke a ring. Now, it is well known that two yoara ago the nomination of Mr. Trammell was nut by any moons sat isfactory to the mass of the IX :uo- cratio party in the 7th congressional district, not, so much on tho account of the ohavactor of Air. Trammell, but on account of tho strenuous efforts of that gentleman to secure the nom ination, by traveling around the dist- ict and fixing up his tricks with the ring masters in each county. In short, ho was looked upon by a great many persons as one of the principal ring masters iu this do tried, consequently his nomination was not by any meanaj acceptable to tbu musses of the Dem ocratic party. Dr. W m. II. Felton being, before tho nomination of Mr. Tram moll, an independent candidate, the dissatisfied and, as the ring-mast ers called them, tho -oi h<\uh, deter mine 1 to sill port him fur congress. Du mg the cu.yubb and before the oloctioii, Mr. irammoll, from some cause, declined to run tho race through. Probably ho saw that his defeat was certain. 1 don't think that any other cai.so would have in- ducod him to give up the tlag that hu had used and wasted so much labor to obtain. Tho ring masters then nominated Col. Will. II. Dabney as thuir standard bearer, anil tho result was that Felton wail elected. Well, how diil lhi« affect the ring masters? Did they take it ns a rebuke? Nay, it oniy made them mad, big mad. It is truo, for tiny then and there nworo to have revenge on Dr. Felton. In stead ol leaving off their base nmeli- inatioiiH against the good of tho coun try, and for their own aggrandise ment they treasured up petty rovongo against Dr. Felton, who has made a good and acceptable member of con gri ns, for no one of any House can look at the record he has mndo and not say in his heart, "well done good and faithful servant." it is reported that Hon. B. il. Hill has said that the 7lli congressional district was tho best represented district iu Georgia, for Dr. Felton was always at bin post, looking to the interest of his conslit- uanlH, and his good lady was an able assistant in attending to his largo correspondence and otherwise. M oil, now tho potty rovongo bo long confined in the malignant breasts of tho ring musters, has ut last found an outlet through which it can find vent, for they have, with groat unauimity, nomiuutcd the Grout Win. II. Dabney for congressional honors, and his op ponent, as before, is tho Hon. Win. II Felton, independent, hath good Dem ocrats. Now, what should tho good, honest Democrats do, who havo the good of tho country as their motto? .Shall we foster and build tho ring intsrests, by supporting their candidate, Col. Dab ney, who has no experience in ooii- gresuioiiul tactics? or shall wo not rather foster, build up and support the good of tlio country by supporting the true and tried Dr. Win. II. Felton, who tins experience in tho field to which his friends tit sire to rol urn him? Il is almost ntii\orally conceded that a in w member, however capable he may bo, cannot bo as useful to hit constituents ns a member who is con versant with tlio mu<lu.< ojjeramli of cougftttsiomd legislation by experi ence; therefore, duly requires us by all that is right and just to use our best endeavors to ro-ulect Felton. Oil, snys the ring udherenls, there is hut two | urtiufl in this country, the Dem ocratic and Radical, and if you do not vote fur and support the Democratic ticket, you nro a Radioal, and an , body that votes for Felton is u Radical. This is a hold fuelled fallacy, fur eve ry body knows I list there is a ring parly and an independent party in this distii I, and uiso a Radical par ty, and the ring party is more of kin al party than the indn- U.ey say that they would prefer the election of a Radical to I ho eieotiou of Felton, who is w» II know'll lobe a good Diiiiecrut.
