D. 1877: 11e it enaotkd, rro„ That tho sen ate and houao of reprcBonlatives shall meet in tho hall of tho llouso of Uop- roaentatives, at the hour of 1 o’clock, i*. m., on tho first Thursday in Febru ary, A. D. 1877, and tho President of tho Senate shall bo their presiding officer.
