house holding such certificates met and
declared Mr, Pack aid governor. Should
there be a necessity for the recognition
of either, it must be Mr. Packard. Yon

armed combination and conspiracy of
men, which is now offering unlawful and
violent resistenoe to the lawiul authority
of the government ;"and
Whereas, an unlawful and revolutiona
ry Lofty, claiming to be the general
assembly is now holding sessions and
assuming to act us the legislature in the
oily of New Orleans: and
Whereas, certain persons are without
au'hority and in defiance ot law assu
ming to act as the legislature in the city
ot New Orleans; and

authority, and in defiance ot law assu

said, a combination or conspiracy lias
culminated in the massing in ibe streets
of the white league, n large bodies or

tters, which armed bodies have taken
unlawful nut forcible possession of the

with arms or the state, and ot court
rooms, of municipal judges, of the office
of ri corder, ot mortgages, and h ive also
taken possession ot the rooms surpeine
court, mid ot the records and archives of

judges thereof from access to the same;
now therefore, I, Stephen B. Packard,
governor ot Louisiana, and in the name
and by the authority of the people of
Louisiana,* command any body of persons
pretending to be a general assembly to
desist from further proeecution of their
labors and treasonable conspiracy, and to

the persons aforesaid, claiming to act as

sons supporting, aiding or abetting them
there by, and all persons unlawfully as
