The “third House’’ of Congress,
the lobby, is ready to assemble in
great force any day to eoncentrato
its energies upon Scott’s and Hunting-
ton's conglomerate Texas and South
ern Pacific Railroad subsidy. The
members $>f this self elect ed institu
tion, as we have already indicated,
are not composed exactly of the eli'e
of the American people. The actttal
fact is that the self-appointed and ir
responsible body which makes the
lobbies of the American Congress a
highway, where its business is to stop
members of the National Assembly
and call upon them to “ stand and
deliver” of the peoples’ substance, is
about as mercenary and lawless a
concern as the Dick Turpins and
other highwaymen and footpads of
old times. Composed of the most {
diverse materials, and collected with- :
out regard to section, race or pro-1
vious condition, or to any other con
dition excejtt that demanded by
Dugald Dalgetty—pay and provaut
—and Around together by. no other
ligaiiic.it than that which was so
graphically described in former days
a< “ the cohesive power of public
plunder,” they are aggregated in a
conglomerate mass of corruption
which makes even congressional illus
trations of the decay of public virtue
pure and fragrant in comparison. It
is to be profoundly regretted that
any one in the South should be en
listed in this lobby, or in or out of
Congress should permit themselves
to coquet with a dishonest or demor
alizing scheme like the Texas and
Southern Pacific Railroad subsidy.
The Southern people have been re
duced to great poverty l»y the war,
but they have hitherto remained tin-
corrupted. The motive which is in
directly but artfully presented to
their minds that, as the government
is being plundered anyhow, and is
being made a mere machine to prey
upon the interests of the people, they
should join the combination of sharp
ers by whom this is being attempted
for the purpose of getting their share
of the robbery, is one which, in
former days, would have been re
pelled with scorn by the Southern
people.- Sncli a pretext would justify
any sort of crime. We cannot be
lieve that Southern honesty perished
with Southern prosperity, aud that
its people will regard the repetition
at the South of the credit niobilior
system as justice to that section any
more than any other corruption which
has led lo a reform movement. What
hope is there for honest and constitu
tional government if those who were
supposed to be its champions strangle
it. by tlte support of a scheme like
that of the combination of Scott ami
Huntington’s? • As to the South,
ought it not to know that the out
rages upon it since the war are as
much due to the ’great railroad job
bers, who would prey upon the pub
lic treasury, as to any otiier set of
men? Now that the South h:
nearly succeeded in throwing off the
yoke which has been fastened upon
its limbs, it is artfully enticed by the
very men who were prominent in
enslaving it to sn; port a great sys
tem of jobbery which will deprive the
people of the confidence of their best
friends in their integrity and devo
tion to honest and fair administration.
As long as a man or a party acts
upon the maxim “ to thine ownself
l»e true” it is bound to commend the
confidence of others, and to be vindi
cated hv that ultimate triumph which
truth never fails to secure. But the
support of such schemes as that re
ferred to indicates something so rot
ten that it can neither command it,s
own respect nor the confidence of the
country. No temporary advantage
can compensate the , South for
measures which deliver the common
government into the hands of specu
lators and jobbers. As the adverse
minority report of the Congressional
Committee on this subject says the
hill substantially proposes that the
government shall create a property
by a definite and absolute liability of
its own, and shall accept what it
creates as security against its liability.
This, it is true, is exactly what the
government has been inveigled iuto
doing in like schemes heretofore, and
the costly lessons thus learned cer
tainly ought to save us from such fol
lies now. •
Senator Thurman has truly said
that there is 8240,000,000 at stake in
the claim of the governient against
the Union and Central Pacific. There
is $100,000,000 more in the Texas
Pacific, to say nothing ot the North
ern Pacific aud innumerable smaller
jobs in the train of those vast jobs.
Is it not amazing and mast mortify
ing to sec nhy of the people’s repre
sentatives and especially Southern
ones and those calling themselves
Democrats, supporting such corrupt
ing enterprises against the public
treasury ?
