ing bill will have to go over for a
month at least. Tho house is now
engaged busily with the appropria
tion bills, before which everything
gives way. The pension appropria
tion bill, covering fifty millions for
the next fiscal year, was passed yes*
terday* No objection was made to
the amount, and only one unimpor
tant amendment was agreed to.
During the debate several republican
members attempted to steal from ex
lleprescntativc Dice, of Ohio, the
honor of preparing and securing the
passage of the arrears of pension bill.
A statement was made by a repre
sentative on the authority of the
commissioner of pensions that four of
the fifty millions would be paid on
fraudulent claims. Here is a confes
sion from a public officer who is fur
nished with all the aid he can ask for
tQ detect frauds.
The fortification bill appropriating
8000,000 for completion or works of
defense on the coast, has also been
passed, and two other appropriation
bills are ready lor action, and will be
passed before adjournment*
Although noforiu-of biil isdt finite

that congress will, during the session,
place Grant in the army in some

among democrats, bnt among repub

Congressman 1 11. Felton, of
Georgia, accompanied by by his ver-
anil ~iunnm|iiiflhftd wife have
reached the city, and occupy their
old commodious quartet* St tbe N
of Jthe.
Woi'hl enjoyed .a half hour’s conver
sation with Dr. Felton, from which
was gleaned much valuable informa
tion as to the bourbon methods in
vogue in the recent Georgia election.
Dr. Felton assured the World rep
resentative that he intends at an ear
ly day to lay bare on the floor of the
house the villainous methods resort
ed to by the bourbon democracy to
count him out. In that speech he
will declare that henceforth he will
make open war upon the bourbon
democracy, to the end that the state
of Georgia may escape the direful
consequences which that despicable
party will surely entail upon her.
He denonces “bourbon democracy t
as organized fraud,” and declares his t
purpose to enter the ranks of the re- ;
publican party, if lie discovers that
within that party’s lines he can more j
successfully combat the great evil. !
The most glaring pretexts and quib
bies were resorted to count out Mr. i
Felton, in cue instance the organ- ;
izpif democracy printed thousands of ,
fac simile of his tickets, with the ex-,
crption of having “For
fore his name instead of “For Con
gress.” Even so astute a lawyer as
thq eminent A, It. Wright, of Borne,
Gu., came very near being deceived
by one of these tickets, ancl only dis
covered the fraud just before casting
his. vote. By this tittle, device Eel ton
says he was detratuieu oul of numy

of the house. Amodg other thing**
he will state that with w a free ballot
and a fair count” Georghpwould shfid
at least three, and perhaps ftnr, re
publican representatives to Congress.
In reply to ffti inquiry as to whe
ther Senator Brown would likely
vote with the republicans,’ and sus
tain President Garflehfls administra
tion, Dr. Felton produced the follow*
ing rxiTncf from art interview with
that gentleman In tfir Savannah
Xcu's, which has never been denied:
Fovernor Brown, when lie was
told by the Wa’shingt u correspond
ent of the Savannah Neica that there
was a tqYq tnTTnt
and expected that he,would help
them most materially in Iho coming,
elections, said;
“That is only rumor without foun
dation. The independents ought to
know me pretty thoroughly. I am
an organized democrat. What they
expect of me I do not know'. What
they will get from me will be the
same that they will get from all the
organized. I am for the supiemacy
of the democratic party first and all
the time both in state and national
politics.”

MISLEADING THE NEGROES.
The New York Tribune of a recent
date publishes an interesting inter
view .with George \V. Williams, col
ored, member of the Ohio legislature, ;
who recently returned from New ]
Mexico, where he went to investi
gate the proposed scheme to promote :
an exodus of southern blacks to the
Sebastian Martin gram in that terri
tory under the auspices of the New
York kind league. Williams warns
bis race against the scheme and pre
sents letters from Governor Lew
[Wallace nwl Bradford Prince, chief
justice of New Mexico, in support o f
biV evident conviction, that it is eim
