In 1860 the Georgia State Agri

the General Assembly by speciul
act appropriated annually $2,500
to be used to hold the State Fail
for premiums, etc. This sum wa*
regularly drawn until 1877 when
the adoption of the new Constitu
tion Was considered by Govenor
Co quitt as a bar to further pay

appropriations for the same. Re
cently the officers of the Society
have resurrected the old law', and
applied for $7,500 back rations.
Clifford Anderson, Attorney Gen

valid claim, but there being no
Legislative appropriation,Governor
Co.quitt refuses to issue his war
