lighway Bond Speakers
Address Good Andmct Here
The question of Geoi#**|i liljiihways
and the issue of highway bonds was
thoroughly-discussed at * meeting
held here Saturday. The meeting
was addressed by Hon. Nelson Shipp
former secretary to U. S. Senator W.
J. Harris, on the subject of the
County Commissioner*’ Association’s
proposal for a $75,000,000 or more
bend issue, and who explained the
methods by which the bond advo
cates of the state propose to forward
the interest of the proposed bond
issue.
Under the sponsorship of the Joint
Committee for Highway Bonds pe
titions are to be circulated to all
citizens of this county for their
signature, this petition praying the
legislature, which meets in Atlanta
this month, to allow the people of
Georgia to vote upon the question as
to whether the state should issue
these highway bonds or not. The
point was made by the speakers that
the question which is to be present
ed to the legislature is not to au
thorize a bond issue, but merely to
authorize a referendum vote of the
people of Georgia to see whether
such a bond issue meeti with the
majority approval of the citizens of
the state.
The petition, blanks have been
taken in charge by a local committee
who will circulate them, not only in
this city, but ui all the surrounding
districts. It is hoped that,,eV!»ry au
tomobile owner in the county, par
ticularly, will sign this - petition and
that citizens who are net automobile
owners will also join in asking for
the right to vote on this vital topic.
The imperative need for a . bond
issue was stressed by the speakers
at the meeting. They showed that
while the State Highway Depart
ment has been organised ' for 10
years, that only approximately 1,500
miles of paving has been laid down
on the State road system in that
period. The reason for this they
stated was that the present Highway
law kept contracts within certain
limits and the State Highway De
partment was unable to make any
faster progress under the terms of
the law and finances which were at
their, disposal. They showed further
that when last year the department
anticipated funds to make an oxcep_
tional showing in any one year, that
they merely ran the department in
such a heavy debt that practically no
pavirjg contracts can be let this year
at ril
They further showed that the prog
ress of the state is being seriously
retarded by the lack of thru paved
highways and millions of dollars are
being lost because farmers have not
been provided with thru all weather
roads upon which to carry their pro
duce to market and the tourists who
otheewise would flock to the. statein
large crowds avoid Georgia just as
much as possible.
They further showed that while
many other states have attempted to
finance their highway systems on a
‘‘pay as you go” basis, that almost
without exception these states have
turned to other forms of financing
and the majority are now using the
bond system.
Immediately upon adopting bonds,
these states have been enabled to
materially increase their schedule of
paving with the result that the
amount of gasoline tax has risen
materially; the sale of automobiles
and the income from automobile li
censes has also taken a big jump and
that actually the autohobile tax in
come of these states has not only
met all bond indebtedness, but has
provided surplus funds to be added
to the bond income for further ex
pediting highway construction.
Under the plan as outlined, it is
hoped to have the signature of at
least 90 per cent of the citizens of
this county on the petitions not later
than the 25th of June. These will
then be sent to the headquarters of
the Joint Committee for_ Highway
Bonds in Atlanta and w-:|i l.n pre
sented to the Highway Committee of
the legislature at the same time that
hundreds of similar petitions are
presented from all the counties of
the State.
