New Road Letting
Set For June 23
ATLANTA—Pushing construction

Jim L. Gillis announced Thursday
the State Highway Board will let
$11.5 in road building contracts
June 23.
Bids will be received on 38 proj
ects in 27 counties. The letting will
include two interstate contracts
and 11 described as 100 per cent
state-aid contracts.
One project calls for 3.182 miles
of divided lane paving and two
bridges on Interstate 85 in Frank
lin and Hart Counties, beginning
at the end of present construction
near Lavonia and extending west
ward toward Atlanta. This will be
part of the new super - highway
from Atlanta through the Caroli-
nas.
With the award of this contract,
construction will have been started
or completed on 25 per cent of Geor
gia’s 1,128 mile interstate system.
About 110 miles are open to traffic
now and construction is under way
on 169 miles.
The other interstate bidding will
be for erection of signs and the
placing of traffic stripes on 37.362
miles of Interstate 75 in Lowndes
and Cook Counties, beginning at
the Tift-Cook County line.
Gillis said that several inter
state projects tentatively scheduled
for inclusion in this letting were
postponed until July because of
difficulties in acquiring right-of-
way.
Other major projects to be bid
on include:
Clarke: 2.176 miles of paving on
the Atlanta-Athens road, U. S. 29.
Muscogee-Talbot: 20.879 miles of
widening, reconstruction, relocation
and paving, plus a new bridge and
widening of an existing one on the
Columhus-Talbotton road, U. S. 80.
Also .664 miles of paving on State
22 in Talbotton.
Richmond: 7.332 miles of four
lane paving, two new bridges and
the widening of an existing bridge
on the Louisville - Augusta road,
U. S. 1.
Clarke: 2.865 miles of paving on
the North Athens bypass.
Appling-Wayne: 4.395 miles of
paving and one bridge on the Pat
terson-K’ville road and the Screven-
K'ville road.
Forsyth: 3 980 miles of paving
on the Friendship-Coal Mountain
road.
Houston: 3.9 miles of paving on
county roads.
Washinglon: 3.364 miles of pav
ing on the Davisboro-Wrens road.
Washington-Johnson: 4 389 miles
of paving on the Harrison-Donovan

Starting with this year, a person
can earn more money and still be
paid some social security benefits,
according to Eugene F. Cornelius,
manager of the Macon Social Secu
rity Office.
There is no change in the part
of the law allowing a person to re
ceive all 12 of his monthly bene
fits if he earns $1200 or less during
that year. The change in the law
has to d owith earnings over $1200
a year. For the first $300 of earn
ings over $1200 the total family
benefits for the year are reduced by
$1 for each $2 of earnings. For
eavry $1 of earnings over $1500 for
the year, the total family benefits
for the year are reduced by $1.
However, regardless of the total
earnings fluring the year, benefits
are payable for any month in
which the earnings are no more
than $100 in wages or salary or
in which the person does not rend
er substantial services as a self-
employed person. Also, the full
monthly benefits are payable start
ing with the month in which the
wage earner or self-employed per
son is age 72 regardless of the
earnings.
An example might illustrate the
new provisions. A man under age
72 and his wife are eligible for
$165 per month- old-age insurance
benefits or a yearly total of $1980.
The man works 8 months during
1961 for $250 per month, for total
earnings during the year of $2000.
For the first $300 of earnings over
the $1200, benefits to the man and
wife of $150 would not be payable.
For the earnings over $1500, anoth
er $500 in benefits would not be
payable. Therefore, even though
the man earned $2000 during the

A TWO-STAGE assault on
the right of Southern people to
run their own affairs is being
planned in Congress for this
year and next.
The strategy calls for action
this year further watering down
the Senate rule
governing lim
itation of de
bate and en
actment next
year of an

civil rights.
The proposed
rule change would reduce from
two-thirds to three-fifths the
number of Senators required to
impose gag rule — a revision
which, with all 100 Senators
present and voting, would mean
that 60 instead of 67 Senators
could cut off debate. The likely
vehicle for new force legislation
is the six-bill package of anti-
South proposals introduced re
cently by Senator Joseph Clark
of 1 ennsylvania and Congress
man Emanuel Celler of New
York.

if enacted as introduced, would

The decision to aim the initial
attack against free debate in the
Senate is a recognition of the
fact that the only way punitive
and coercive laws requiring un
deviating conformity in human
relations can be enacted is
through short circuiting that
check-and-balance of constitu
tional government which stands
as the last safeguard of local
self-government in this country.
It means that those Senators
who believe the Constitution of
the United Slates means what it
says when it reserves to the peo
ple the right to determine their
own destiny in all areas not spe
cifically delegated to the Federal
Government must make a do-or-
die stand on that point this year.

THERE CAN BE no further
compromise of the constitutional
power of Senators to protect
the rights and interests of their
states and constituents through
talking issues out before the
country on the floor of the
United States Senate if our re
publican concept of limited na
tional government with ultimate
power in the hands of the states
and the people is to prevail.
Unfortunately for the future
of our nation the ranks of those
in the Senate who believe in that
concept have grown thin and
weary. The only promise which
I, as one of them, can make is
that it will not be thrown into
the discard so long as 1 can
stand on my two feet and up
hold it.
