Highway Patrol
Arrested 77,763
Autoists in 1961
The State Highway Patrol arrest
ed a total of 77,763 motorists in
cluding 59,028 Georgia residents, on
charges of violating Georgia’s traf
fic laws during 1961.
Here, according to consolidated
figures just compiled for inclusion
in, the Department of Public Safe
ty’s annual report, is what happned
to theese cases made by State
Troopers.
All convictions, 66,406; cases not
convicted, 13,912; cases nolprossed,
3,363; cases dismissed, 3,340.
Cases in which bonds were for
feited totaled 34,265. In all, the
amount of fines, including cost and
bond forfeitures, was $2,512,446.
However, the safety department
received no record of the disposition
of nearly ten per cent of the 77,763
cases made by its troopers. The an
nual report shows: “Cases — No.
Record, 7,209.’’
Of the motorists arrested, 33,582
were charged with speeding and
9,484 with driving under the influ
ence of intoxicants.
Overall there were 54,084 traffic
accidents recorded during the year
in which 1,031 persons were killed
and 18,988 others injured.

More Than Saving

Nearly every community has a
water problem. One-fourth of the
population today is troubled with
water shortage, poor water, or both.
An the prospects are for even more
difficulty in the future.
Most people give little thought to
the “water cycle.’’ A gushing stream
meets our need when we turn a
ap. But where does water come
’rom? Can we be sure to always
have enough?
Water falls from the clouds In the
form of rain, snow, hail, or sleet.
Some runs off the surface of the
earth, carrying valuable topsoil
with it, until it reaches a stream
and makes its way to the ocean.
Some is retained in the soil and is
used by the plants whose thirsty
roots keep searching for it. Some of
it filters into underground streams
where it reappears later as a
spring, or an artesian well, or
emerges from a hillside to wander
downward toward the ocean.
The warm sun draws mist out of
the lakes, ponds, or oceans. These
droplets are gathered into clouds
and released again on the earth to
continue the cycle. Beautiful poetry
has been written about the journey
of a water drop.
Constant reminders are needed
that man has nothing to do with
the creation of water. Tho we can
mix hydrogen and oxygen to pro
duce a little, wat«"-‘ls the gift of
God to us.
In the arid countries of the Near
East thirst is common and water is
always at -a premium. Peddlers,
carrying skins filled with water,
walk thru the dusty village streets
crying v “The gift of God. Who will
buy?”
Even in Georgia, water is the gift
of God. Crops bliste^, grasses pare?,
animals suffer, and depression
stalks when droughts come. Man
cannot live five days without it.

Escapee Captured
Warner Robins, Ga. —<One of two
convicts who escaped from" >a Ma
con county prison branch work de
tail on U. S. 41 Monday was cap
tured several hours after the break
the State Patrol reported.
The second man was believed
trapped in a wooded area near
Warner Robins.
A spokesman at the Patrol’s Per
ry post identified the two con
victs as Lloyd Smith and Joseph
Byers.
Rural Housing loan
Program Improves
Local Economy
S. L. VanLandingham, State Di
rector, FHA, U.S. Department of Ag
riculture, says that during the 12-
year operation of its rural housing
loan program, losses on principal^
have amounted to only two one-
hundredths of one per cent for the
nation. The statement was based
on the status of aJU loans obligated
up to last December 31.
In Georgia, $22,600,000 has been
advanced in rural housing loans, S.
L. VanLandinghamsaid, and princi
pal interest poyments about $8 mil
lion. Of the $22.6 million in Geor
gia loans, the agency has not in
curred any losses.
A fifth of all loans have been
repaid in full, FHA said. Payments
of principal and interest on t he
2500 loans outstanding, total $4
million, or 107 per cent of the
amouit that has become due.
“Loans under this program are
made only to those who cannot ob
tain financing from conventional’
sources. Therefore, this is a remark
able tribute to the financial in
tegrity of rural families, and their
ability to manage their financial
affairs,” said Ga. State Director S-
L VanLandingham.
The repayment record on ruraF
housing loan borrowers also is a
tribute to the judgment of the 312:
county committeemen of the FHA
who assist in evaluating soundness
of the loans, the State Director
said.
“This program provides benefits
throughout the entire rural-based!
small town economy,” he said..
"Contractors, small businessmen:
supplying contractors, and building
trade workers all benefit * thru in
creased business. Their stepped-up 1
activity in turn stimulates the en
tire rural economy. The approxi
mately $5 million in housing- loans
the FHA has made available this
year is the equivalent*-'** many
new industries in terms of more
jobs and greater purchasing pow
er.”
