Congress Considering
Legislation of Vital
Interest to Veterans
Atlanta, Ga. — Nearly 300,000
Georgia veterans would be affected
by passage of legislation now be
ing considered by Congress to re
open the GI life insurance pro
gram to veterans of World Wai II
and the Korean War, it was re
ported this week by Pete Wheeler,
Director of the Ga. Department of
Veterans Service.
The Veterans Administration, re
flecting a reversal in a long-stand
ing policy, will recommend passage
of the legislation, thereby substan
tially increasing its chances of ap
proval he said.
The VA report will recommend
that the insurance program be
re-opened for a one-year period
beginning Jan., 1963, and be made
available to all ex-service men
who ‘‘were formerly entitled to ap
ply."
About two-thirds of the “eligible”
veterans in Georgia allowed their
National Service Life Insurance
policies to lapse since its purchase
and have been unable to re-instate
it under the terms of the policy.
Many other such veterans reduced
the amounts of their coverage dur
ing the same period.
Nation-wide, there are more than
five million World War II and Ko
rean-type NSLI insurance policies
in force compared to nearly 25
million veterans now living who
were formerly entitled to apply.

11 a. m. Eastern Standard Time,
July 5, 1962, for furnishing all
labor, material, equipment and oth-j
er things necessary for construction
of 6.91 miles of resurfacing on the
State Route 127 — Butler Road,
FAS Route 671, beginning at State
Route 195 at Cross Roads Consoli
dated School and extends north to
State Route 96 in Butler.
Plans and Specifications are on
file at the office of the undersigned
at Atlanta, and at the office of the
State Highway Department, No. 2
Capitol Square, Atlanta, Ga., and
at the office of the Division En
gineer of the State Highway De
partment at Thomaston, Georgia,
where they may be inspected free
of charge.
Copies of the Standard Specifica
tions may be obtained upon pay
ment in advance of the sum of
$5.00. Copies of the Standard Speci
fications may be obtained upon
payment in advance of the sum of
$3.00, which sums will not be re
funded.
The Standard Specifications of
the State Highway Department of
Georgia have been adopted by the
Ga. State Highway Authority and
will govern any construction under
these proposals.

Said work shall begin within
(10) days after formal execution of
’ontract and shall be completed
within 40 working days. When
contract has been executed,written
notice shall be given the Contrac
tor, at which time, and not before,
work rnay be started.
Contract executed pursuant to
this Notice is binding on the State
Highway Authority as such.
Said contract will not create liabili
ty, expressed or implied, against the
undersigned Chairman of the State
State Highway Authority as an in
dividual, nor against any employee
of the State Highway Department
in his or her individual ca
pacity.

Takes Protest to
Robert F. Kennedy
Albany, Ga. — A group of Ne
groes left Albany Sunday for Wash
ington to protest to Atty. Gen. Rob
ert Kennedy the arrest of five
members of their race while picket
ing downtown merchants.
Atty. C. B. King, a spokesman for
the Albany Movement, said 10 to 12
members of the Negro organization
were making the trip.
The five Negroes were arrested
Saturday on charges of failing to
obey an officer. The demonstration
was the latest in a series designed
to focus attention on a boycott of
white merchants.

A charge of $5.00 will be made
for each proDosal issued.
Such a bond will be required of
the successful bidder as required by
law for contractors contracting with
the State Highway Department of
Georgia.
Contracts will not be awarded to
contractors who have not been
placed on the list of quaified con
tractors prior to the date of award.
No proposal will be issued to any
bidder later than 9 A. M. Eastern
Standard Time of the date of open
ing bids.
All bids must show totals for
each item and total of amount of
bid. Right is reserved to delay the
award of the contract for a period
of not to exceed thirty (30) days
from date of opening bids, during
which period bids shall remain
open and not subject to withdraw
al. Right is reserved to reject any
and all bids and to waive all for
malities.
Upon compliance with the re
quirements of the standard specifi
cations, ninety (90) percent of the
amount of work done in any calen
dar month will be paid for by the
25th day of the succeeding month
and the remainder within thirty
(30) days after final estimate is
approved by the Engineer.
