GRAND JI'RY. PRESENTMENT* OF
PICKENS COUNTY-APRIL TERM,
HKI.
State of Georgia, (
PfcKENS Coostt, May 3, 1877. (
We, the Grand Jurors, selected, chosen
and sworn at the April term of the Supe
rior Court of said county of Pickens, in
said State, make the following general
presentments, to-wit:
We have examined, under the Act of
1878 of the General Assembly of said
State, the reports of the Ordinary, Clerk
of the Superior Court, Sheriff and
rer and find them satisfactory and in ac
cordance with the judgment of this body,
except in onto item which will heareafur
appear. We have also examined the books,
papers and vouchers of the County School
Commissioner of said county and find
them neatly kept, and the public school
funds properly accounted for. We have
also examinwi the caunty offices and.find
than neatly kept and all proper entries
made, as far a? we have been able to as
certain. We have examined iuto the con
dition of the public buildings of the coun
ty, and report them in good condition
with such exceptions as appear below.
The jail is neatly kept and its mauage-
j went five* entire satisfaction to thisb-.lv
I We her-take occasion to recommend the
j Ordinary, by private contract or other
wise, to have some repair* made on one
corner of the jail, whieh appears tn hr un
safe. M e also recommend the Ordinary
to have a suitable desk and table made and
placed in the office of the Clerk of the Su
perior Court also recommend that
the Ordinary have tlie steps leading up
to the Courtroom moved from the wall for
the better protection of the building; also,
that the roof of the Courtlio'iae be exam
ined and repa red where necessary. We
recommend that the Ordinary lay a tax in
the sum of two hundred and ten dollars for
pauper purposes, and when collected to he
applied by him in accordance with instruc
tions already furnished him. We take oc
casion here to note that on the first day of
the present session of this body there were
in the hands of the County Treasurer the
*uin of one hundred and forty-seven dol
lars and ninety cents public funds of said
county, Wtj recommend that the proper
officers of Court, in the case of the State
vs. E. Paris, T. Townsend and H. Hal
comtie who were previously convicted of
the offense of assault and battery be di
rected to collect from said parties the costs
of their conviction, or so much thereof as
will replace ill the county treasury the
amount paid out on said cases by order of
Court. We have examined into the con
dition of the public roads of the county
and find them in as good condition as we
reasonably could expect under the circum
stances, hut w* desire to call the attention
of tlie Rond Commissioners to the law gov
erning the pu'-lic roads, and the importance
of putting them in a condition as re
quited by law. We also call their atten
tion to that Section of the Code which re
quires the public roads to he posted and
marked, beginning at the Courthouse and
ending at the county line ; also the erec
tion oi finger hoards at the county line and
at tlie forks of the different Toads in tlie
county. We have, at the present session
of our body, elected, ns rrquiied liy law,
tlm-e members of the Board of Education
to fill the vacancies occasioned by tlie ex
piration of tlie terms of office of three
members of said Board, t-wit: ' John
Darnell, Jr, W. R. Coleman and 11. K.
Wood. We recommend the Ordinary, in
his discretion, to rent any unoccupied
rooms ou tlie first floor of the Courthouse.
We have been detained unusually long
in our delibeiations, as has also the entire
Court. In view of this fact we deem it
due to ourselves and to thp. officers of
Court jto say that it lias not resulted - from
any lethargy on our part, or on the part of
the Court or Solicitor-General. Bills of
indictment of the gravest character have
been prei erred from time to time, and con
tinued from term to term. Other bills
have bft-n preferred at this term, all of
"W&fiSh jumfimMed, iu hunequeitHT 6T tut
burdens imposed ou the countv, a speedy
investigation. The Court and Solicitor-
General have labored almost day ard night
with untiring zeal to clear our dockets and.
mete out justice to all parties. We would
gladly turn our faces from tlie scenes of
violence aiid bloodshed that have shocked
the feelings of our people, and we would
gladly throw a mantel of night over these
tragedies and hide them forever, but for our
duties to the country, in assisting to vindi
cate an outraged law, to encourage good
order, peace and prosperity among otir
people, and to prevent in the future a re
petition of these crimes.
Wc have labored earnestly to find out
all violations of law in tlie county and
make presentments of the same. We are
satisfied that the time has come when the
good people of the county must rise in
their might and place their condemnation
on every violation of law. Every mate
rial and moral interest in the country is
affected by these violations.
As we have concluded our labors and
now ask to be discharged, we desire to re
turn thanks to Ilis Honor, Judge Lester,
for the very able, earnest and patriotic
manner in which he has administered the
laws in our midst and for the kindness ex
tended to us, and for the valuable instruc
tions given us in charge by him at the
present term of the Court, and to Col.
Thomas F. Greer, the Solicitor-General,
for his pronlpt r attend anqe upon oau body,
the vigorous manner in which he has pros
ecuted crime, and for the valuable assist
ance given us in our investigations, and to
the bar and county officers for the courte
sies shown us during the present term of
the Court. We also tender the thanks of
this body to the Hon. J. C. Allen for life*
courtesy and attendance to us during the
present term.
We recommend that these general pre
sentments be. published iu The Elluat
