W* publish this week (he re
mainder of (he Le/rislalive and
Ihe Exerntive departments. Ev
ery, Bill appropriating: money will
require the yeas and nays of each
floqse (o bo recorded, and an ac
count of Die receipt and expendi
ture of all pqblic money shall be
published every three months,
that the people may know “where
T6ny hid the wedge."
A committee will be appointed,
one from each Congressional Dis-
to examine into the merits
of orcry Bill sought to be passed,
and see whether or not, there ia
any “gum’' in it; and every Bill
sought to be passed, must be pre
sented within fifteen days after
the body convenes; and no local
or special Bill will be received
nnlesS' it has been published in
the locality that is to he affected
thereby at least thirty days prior
to the meeting of the General
Assembly; and a considerable
portion of )he local business is
transferred to the courts, where
it will cost but a trifle to be acted
upou. We think the above are
excellent provisions, and a marked
improvement, on the present Con
stitution.
The oniiro expanses of the cler
ical force in the Houho shall not
exceed seventy dollars per day;
and in the Senate, sixty dollars
per day. Tins feature, alone, will
save its thousands annually. We
will venture the assertion, that
the biennial sessions and the
great reduction in the clerical
coat, together, will save to noble
old Georgia twenty-five thousand
dollars annually. In fact, the en
tire oaunal saving to the poople
of this State in the Legislative
depttf nstenjt and its various auxil
iaries, and incidentals will not
fall pouch short of one hundred
aad fifty thousand,dollars. And
when tho people know these facts,
yon had jnat as woU “sing psalms
to a 4#a4 horse!’.as to try to pre
venVlhuni from ratifying the new
Constitution. The common peo
pie—rkhe substantial yeooianry of
the geufttry are tho true guar
safest, tfHftr&ftltf of Ihl Hu uncial
interests of the country. We did
not think that tho salaries of the
officers .connected with the Exec
utive department were too much,
but the Convention did, and the
people will sustain them; and as
Bob Toombs says, if they don’t
like it, piey can just “pour it back
in tho jug.’’ Wo don't think that
any qf them will pour back into
the We never have had to
draft men to hold office in this
State, yet, and we never shall.
The JJjMjculive department in the
main is an improvement upon
the Constitution,
TB|B KLLUAY COURI]SR was
aevei-ftfa more prosperous condi
tion than now. We took charge
of it 'ip panic times and have
passed through the dall Summer,
without even dunning oar sub
scribed*. Wo reduced the terms
to meht, the hard times, and have
built the healthiest and most sub
stantial circulation that THE
COURIER has ever had since its
existence. We are now publish
ing the Constitution in full, which
to the, public' is of great value.
In a few days THE COURIER
will be enlarged 1o a seven col
umn paper, and it will give you
more reading matter than it ever
has. ,Our people should not fail
to appreciate the importance of
sustaining this home enterprise.
It is substantially the people's or
gan. tt will represent the inter
ests and wants of north Georgia
generally. Its local and editorial
columns will be replete with just
such matter as our people need
and want No pains wil be spared
to make it the best advertising
medium m all this section. THE
COURIER has a bright future,
aud will be able to stand the
pressure of the times and grow
and flourish. It is the only paper
in the 48?*. Senatorial district.
