POISONED SUGAR AT AUCTION
Cargo of One Million Pounds, Alleged
to Contain Arsenic, Sold for a Song.
The million pounds of sugar brought
to the Philadelphia port by the steam¬ which
er Remas, from Hamburg, and
it was alleged contained enough ar¬
senic to poison half of the population
of the city, was sold at auction by the
government for $4,000, which amount
about covers the duty. The sugar was
purchased by H. K. Kelly, a sugar
broker of Philadelphia. announced
Before the sale it was
that the chemists of the state board of
health and city board had analyzed a
portion of the sugar, but failed to find
any trace of arsenic. The appraised
value of the sugar was $17,725 and the
general value of the goods $26,263.
RATES SOUTH CUT.
The Seaboard Announces a $10 Cut to
Georgia I’olnts from New York.
The Seaboard Air Line has announced
that a $10 cut in the first-class passen¬
ger rates to Atlanta, and the principal
points in Georgia, North and South
Carolina, has been made by it, and
that tickets purchased at the cut rates
are good for thirty days from issue.
It is understood that the Seaboard
Air Line claims that it has been boy¬
cotted, or cut off from reaching cer¬
tain points by some of tbe big lines
whose tracks it has to use to some
axtent. This boycott, the Seaboard
people say, was unjustly instituted,
and there was nothing left for them
to do but to make a rate that would
bring an increase in travel sufficient
to make up for the loss tbe boycott
entailed.
TEAMOH INTRODUCES A BILL
To Prevent Discrimination on Account
of Race or Color.
A bill introduced in the Massachu¬
setts legislature by Representative
Teamob, the colored member of the
committee on mercantile affairs of the
legislature which recently visited the
south, relative to discrimination in
public places on account of race or
color, was given a hearing by the com¬
mittee on judiciary. The bill proposes
to amend the present laws so as to
make a person liable to fine or impris¬
onment, or both, if he makes a dis¬
tinction, discrimination or restriction
on account of color or race, or causes
such to be made. The party who may
be so treated may collect damages by
civil process and it is proposed to
erase the words “good cause” from
the present statute. No decision was

The Demand for It is Active and Cot¬

A New York sj^edal says: The mar¬
ket for silver is unusually active and
at the board certificates rose to 67J.
The sales of 20,000 ounces is reported.
Commercial advanced to 65^ and Mex¬
ican dollars to 52.
The demand is quickened by the
proclamation of armistice by the em¬
peror of Japan, which led to the be¬
lief that peace is near at hand. China,
it is supposed, will have to pay heavy
tribute in silver. Another reason for
the rise is the belief entertained in
some quarters that England will join
in the bimetallic conference, The
buying for speculative account has been
quite large of late, but there is also a
better inquiry for legitimate purposes.
LI HUNG CHANG’S POWERS
Include the Cession of Islands Belong¬
ing to China.
It is stated at St. Petersburg that
besides paying a pecuniary indemnity
to Japan, Li Hung Chang is author¬
ized to cede the islands of Loo Choo,
Majacosima, Batan, Babuyan and For
m°8a. Strenuous efforts will be made
to prevent the cession ol the territory
of Liantong, and aa a last resort the
suggestion will be made that it be con¬
verted into a buffer state under the
joint protection of Bussia, France and
England.
Taylor Located at Valparaiso.
W. W. Taylor, the defaulting state
treasurer of Pierre, South Dakota, is
in Chile. He left Havana January
20th, sailing for the isthmus of Pan
ama, which he crossed by rail and
proceeded down the Pacific. He is
now comfortably located at Valparaiso.
The Pinkerton detective reached Ha¬
vana on Taylor’s trial five weeks after
he bad sailed for the isthmus-, and re
ported him as having sailed for Vera
Cruz, Mexico.
Curtailing the Force.
On the 3d day of March, 1893, con¬
gress created a joint commission to re¬
organize the accounting system and
business methods in the executive de¬
partments. The commission consisted
of Representatives Dockery, of Mis
touri; Richardson, of Tennessee, and
Dingley, of Maine, and Senator*
Cockrell, of Missouri; Jones, of Ar¬
kansas, and Cullom, of Illinoia.
Absent Minded.

Among the foot hills of the Cumberland
Mountains, near the town of Flat Sock, is
the happy home of James MoPherroii. Four
months ago the daughter of the family, a
happy girl of sixteen, was striokea with St.
Vitus’ dance. The leading physicians were
consulted, but without avail. She grew pale
and thin under the terrible nerveus strain
and was fast losing her mental powers. In
fact the thought of plaolng her in an asylum
was seriously, considered. Her case has been
so widely talfed about that the report ef her
cure was like modernizing a miracle of old.
To a reporter who visited the home the
mother said:
