REGULATIONS FOR SCHOOLS.
Laws Laid Down for Their Govern¬
ment for 1904.
School Year Opens January nth and
Will Continue ioo Days.
Books Adopted.
Rule 1.—The Public Schools of this
county for 1904 shall begin 11th day of
January and continue for 100 days.
Teachers will come to office of 0. S. 0.
for contract, receive register blanks,
etc., before beginning school. Teachers
must notify the O. 8. 0. by mail after
beriming school. The division of the
school term will be left to the discretion
of the C. S. C. after conferring with
the patrons of the school.
Rule 2.—The maximum and minimum
number of pupils of school shall be left
to the discretion of the County School
Commissioner under instructions from
the Board of Education.
Rule. 8.—Teachers holding licenses
granted in other counties must present
same to the C S. C. of this county for
inspection and approval before contracts
will be made, as such licenses are not
good until endorsed by the C. S. C. and
moneys are paid out only under contract
with the Board and teachers.
Rule 4.—Teachers of the long term
schools must make supplementary con¬
tracts with their patrons and with the
Board of Education, in which the rate
of tuition or the salary paid, as the case
may be, shall be stated and patrons
shall be bound for all moneys in excess
of the Public School fund.
Rule 5.—Teachers of line schools in
other counties having pupils from this
county must notify the C. S. C. of that
fact by mail, inclosing a certificate from
their O. S. C. stating that they are under
contract with him and the grade of li¬
cense held beforecontracts will be made
with them for the payment of public
funds.
Rule 6.—No person under 18 years of
age shall be -employed to teach except
as an assistant. Assistants must hold
licenses just as the principals do.
Rule 7.—No person employed as a
teacher of a Public School shall substi¬
tute any other person as a teacher of
said school without the consent of the
C. S. C.
Rule 8.—Teachers shall be required to
be engaged in actual work with their
pupils at least six hours per day during
January, February and March, and
seven hours during balance of school
term.

Ri le Iff.—The following are the text
books adopted by the Board for the use
of the schools: Webster’s Spelling Book
and Common School Dictionary, Swin-
tered in one public School shall be re¬
ceived into another during the same term
without the consent of the Board of Ed¬
ucation.
Rule 10.—The 0. S. C. will furnish
teachers with a Henley’s School Regis¬
ter which shall be properly kept and be
open for the inspection of all school
officers, and said register must be re¬
turned to the C. S. C. in good condition
at the end of the school year. Blanks
for monthly reports will also bo furnish¬
ed teachers which must be properly
filled and sent to the C. S. C. at the
end of every 20 days taught.
Rule 11.—All Public School reports
must be properly made out and sent to
the County School Commissioner im¬
mediately upon the close of the school,
and all reports must be in the hands of
the C. S. C. by the 20th of December,
1904. Otherwise teachers forfeit all
claims against the Public School Fund;
nor shall patrons be bound for teach¬
er’s neglect.
Rule 12.—In organizing Public
Schools during the regular Public School
term preference shall be given to regu¬
lar permanent school localities, nor Bhall
any other school be allowed in such
proximity as to interfere.
Rule 18.—The County School Com¬
missioner, under instructions from the
Board, shall affix the salaries of teach¬
ers, having due regard to the character
of the schools, grade of license, and
competency and efficiency of the teach¬
ers.
Rule 14.—Teachers will be paid in
checks promptly upon the reception of
the money from the State by theC. S. C.
Rule 15.—Teachers must use the text
books adopted- by the Board of Educa¬
tion, and patrons must furnish their
children with these books. Teachers
are instructed to decline to enroll and

Rule 17.— The above Rules and Regu¬
lations must be all complied with as well
as obedience to other instructions of
the County Board of Education through
the County School Commissioner before
teachers shall receive payment.
Rule 18.—The Board would stress tho
necessity for co-operation on the part of
teachers and patrons with its efforts to
advance the educational interests of the
young, that the besc results may bo ob¬
tained from the opportunities and facil¬
ities and funds now furnished by the
State,
