It is hereby ordained and c« -reed
by the Court, and in conformity
to said Act of the General Assem¬
bly, approved September the 28th
2 881, tha’t a College of Agricultur¬
al and Mechanical Arts and Scien¬
ces be and the same is hereby in¬
corporated in the town ot Hamil¬
ton in said State as a branch ot the
University of Georgia, to be known
as The West Geurgia Agricultural
College.
And it is further ordained and
decreed by the Court that II. C.
Kimbrough, C. L. Dendy, T. J.
Brooks, J. M. Mobley, A. T.
Brooks, M. F. Hood, W. I. Hud¬
son, J. F. C. Williams, H. C. Cam¬
eron anti L. L. Stanford be consti¬
tuted a body corporate for the pur¬
pose ot education, as a Local Boavd
ot Trustees of the West Georgia
Agricultural College, and sneli may
have a common seal, sue and be
sued, plead and lie impleaded, an¬
swer and be answered unto, and
shall have, take and hold by gift,
grant, bequest or otherwise, real or
personal estate, or properly corpo¬
real or incorporeal, tor the purpos¬
es aforesaid; and that said I3jard ha
authorized to elect one of their
number President, and another
s< ere t ary and Treasurer of
tho Board; that a majority of the
members of said Board shall con¬
stitute a quorum to do bu-iness;
that ail vacancies in said Board, or
its officers, shall he failed by said
Board, that said Board shall enter
upon a proper book, us minutes,
which shall he attested by thfa pre¬
siding officer and countersigned by |

shall be annually submitted to the

THE DIPHTHERIA PLANT.
Prof. Wood Explains How the
Disease is Propagated.

Some light was’Abrown on the
origin of diphtheria last iiiaht in a
lecture at the Aecadetny of Natural
Sciences by Prof. Horatio 0. W oisd,
who gave the result of his research
es in connection with Dr. Henry' I.

discovery that this’fatal and insidi
ous disease is propagated by a mi¬
croscopic plant or-fungi, existing,’m
all human beings, especially in the
mouth and throat, biit lacking the
power of reproduction.^ until given

children in a marshy district died
of the epidemic, and brought hack
with him specimens of the diphther¬
ic virus, several of the false mem.

are two kinds of corpuscles, the red
or color-giving and the white. By
careful study and experiment, both
in human beings and in the iower
animals, it was found that this iu

white corpuscles and multiplies its
cells, altering their character until,

are found in myriad numbers in the
spleen and bone marrow, where the
blood is manufactured. Prof.
Wood’s investigation# show
that the false membrane, supposed
to invariably indicate the presence
of diphtheria, may he caused by
ammonia, Spanish fly, or any other
irritating influence in the throat,
so that Us presence is not infallible
as indicating the existence of this
disease. But in any casefthe false
membrane is built up by this paras¬
itical plan!, which grows and mul¬
tiplies upon its inflame surroundings
whalcv.'f may be us cause. It is
when the plants grow strong enough
to extend to the Wood, either pois¬
on it themselves or carrying the
poison with them, that diphtheria
seisin. This little plant is exactly
the same as found upon a coated
tongue. When Professor Wood
put plants such as are found upon
a healthy tongue in sierilizad mat
they failed to grow, Oc
the contrary, plants from the
throat or blood of a person affected
with diphtheria multiplied rapidly.
The practical result of t >e investi¬
gation possibility that diphtheria, if
existing theories bold good, may
Vie prevented by artificial vaccina¬
tion. In the case of splenic fever
caught from animals, which lias
been proved to originate in a some¬
what similar plant, l'astuer has
found tfiat the plant, when exposed
a suffie'ent lime to the air, by the
act of oxygen, loses Us poisonous

deduction is that tins diphtheria

so that when inoculated with it the

for such purpose and to tender
such property find institution to

Section 1. Be it enacted by the
General Assembly of Georgia.
That when there shall be legally in¬
corporated sneh College at Hamil¬
ton as aforesaid, and the same shall
be endowed with .-suitable real as¬
tute and the needful buildings for
such a purpose, be judged of by
said Boare of Trustees, the latter
shall he authorized, in their discre¬
tion, to accept such institution as a
branch of said .State University, to
be under the general supervision of
said Board, and governed and ad¬
ministered according to the rules
and regulations which said Board
shall approve; and that said Board
are authorized to appropriate annu
ally, for the payment ot the teach¬
