REGULAR. MEETmO.

Present, the Mayor—Aid. Salmons, Merrill,
Smith, Johnson, Firming, Lovijoy and Porter:
absent, Aid. Cline.
Minutes of Ike last meeting read and confirmed.
On motion Aid. Porter, Council proceeded t<
elect hv ballot, a Trustee to net in concert with
oilier Trustees, in devising ways and means for
the erection of a Male College in this Ci*y, to be
under the control of the Baptist Denomination;
when upon count ing out the ballots, if appeared
that his I lonor ttie Mayor was chosen to acton
the purl ol Council in the contemplated enterprise.
On motion, the Mayor proceeded to the appoint
ment of the folloum*; committees for the ensuing
year.

Fleming v Porter, “ on pumps, public wells,
nuisances, &c.
On motion Aid. Merrill, t lie committee on streets
were authorized to employ hands to work upon the
streets, whenever in tin ir judgment if may he
necessary.—Said hands to lie placed under the
direction and couth,l ofthe Marshal.
Aid. Porter,moved,that council proceed 1o elect a
Deputy Marshal, to assist in carry’ll” out the mu
mtipai regulations of li.o city, when his Honor
vacated his seat, (Aid. Porter in the Chair) and
made a few appropriate remarks as to the propriety
•and adopting such a course, which, on motion, was
laid over until the next regular meeting, w hen the
subject will again come up.
On motion Aid. Meriilt, the petition on protest,
signed hv a luige number of citizens and presented
to the old Board for action, in relation to the er< c
tion of a Church m West Gridin, lor 1 lie exclusive
use ol the colored population of the city, was re
te-red to I h.i committee on nuisances.
On motion Aid. S dmons, order ‘d that Connei!
meet oil Tuesday evening next, for the ptuposeo
arranging and to assess the taxes, as well as fix
the salaries ofthe officers for the present year.
Al l. M’ rritt introduced the followingllesolution,
which on motion was unanimously adopted:

thoriz'd and instructed to purchase from time to
time during the year, such books, stati..nary, cau
dles, &e. as may he necessary for use of Council,
in the discharge of its dufes.
On motion, Council adjourned to meet on Tues
day veiling next.

his hip, which so completely crippled him, that lie

The Rights of the Stales, and lie Union of
the Stales.
IT is the intention of the subscribers to pub
lish on the first day of every month, begin
ning with the month of May next, simultaneously
in tin cities of Washington at and New York, a peri
odica!, to be entnled the ‘‘Democratic Monthly
Review.” Lath number will contain at least 36
pages, and c printed on very fine paper in a very
superior style. It will .and obe embellished with a
finely engraved portrait of a distinguished living
man, embracing statesmen, soldiers, artists, and
authors The political character of this. R view
will be, as its title indicates, democratic, and one of
iis main objects to elucidate the ti ue principles of
the democratic party. It will examine, in a spirit
ol fairness and candor, ail the leading measures ol
(he present administration, and accord to them a
cheerful support. Should we, however, unfortu
nately differ m opinion on any point from the Pre
sident, we shall not hesitate to express our own
sentiments, and present the reasons that constrain
us to do so—submitting to the democracy of the
country the decision between us.
This Review wd! also aim to furnish its reader#
with a graphic and comprehensive notice of the
new works published, which tnav seem to he en
titled to it, and also a record of all scientific dis
coveries and imprbvcmcnls.
The present condition of the nations of Fuiope,
and the aitilutie in which some of them stand to
wards certain portions of this continent, have in
vested our foreign relations with the utmost im
portance. Naver was this government placed in
a situation of more critical difficulty than at the
present moment. The most inflexible firmness,
lar-seeing wisdom, and adroit, skill will be required
to avoid complicating our interests and affairs with
those of liurope. We confidently trust the ad
ministration will be equal to the task. TFe shall
watch with unsleeping eye the progress of affairs
in Mexico and the West Indies. Here alone is
our Vulnerable part.
This Review will abstain from all personality,
and seek to harmonize and unite the dnnocrutic
party, both in feeling and in principle. It will be
the exponent ofnoeliqtre, faction, or individual. —
The editor will speak Ibr himself, independently .
and fearlessly, under a thorough’ sense of the re
sponsibilily be assumes. The undersigned have
selected an editor,-after a careful consulta'ion with
their prominent democratic friends,and have cho
sen one whose ability arid experience they believe
will secure for him universal confidence and re

rhtett, and Cholera Morbus, we believe it very far
surpasses every other preparation of the kind now
before the public.
It is a reliable preparation, safe, speedy, and ef
lectual; and the trial even ol one dose, by the al
ffictcd, will tu:ly prove the truth of our assertion,
that a preparation never was given to (tie publie

by one of liie proprietors in Ins private practice,
