‘! he details of the action have not come
to hand. The Turks were throwing rein
forcements into the town of Varna, a
strongly fortified post on the western coast
of the Block Sea. The British fleet was
cruising off Varna. These Hnssiau move

jj* A dispatch from Vienna dated March
31st snys, that when Baron Hess returns
from Berlin, an Imperial manifesto may
be expected, stating that though Austria
disapproves of the movements of Russia,
she is resolved, with the rest of German *,
to remain neutral. An ar •y of 400.! 00
Germans will make that neutrality re
spected.
The Danish Government had Issued a
declaration defining the articles contra
band of V\ar, which includes horses, tim
er for the construction of vessels, tar
copper sheathing, sails, cloth, canvass,
hc:np, cordage, but not coals. No Dan
ish pilots are allowed to serve on board
the vessels of the belligerent powers.
1 here is no doubt that the Russians
have lodged themselves, in the force sta
t'd, namely, over 50,000 men, on the
iurkisli bank ot the Danube. Opinions!
are, however, divided as to the importance
f this movement While some view it
as a great triumph to the Russians, other*
profess themselves unable to .see whit ad
vantage the invaders expect to gain by it.
They (the Russians) arc not yet in Bul
garia, nor on the route to Constantinople
but in rhe Dobrudscha, an immense mar
shy plain, without any point d’appui, and
deprived of communications. Behind them t
is a Turkish force of 25,000 to 30,003, and
before them a line of fortresses, such as
Silistria, Kostendje, Varna and Shumla,
between them and the Balkans. It is
true, Unit hi 1028 the Russians entered j
the Dobrudscha by llersova, as they have!
done now, and proceeded on to Varna ‘
and Silistria; but then the sea was open.—j
Omar Pasha, too. who is not given to vain ■
boasting, has said in a dispatch published j
at Constantinople, that if the enemy would i
but cross the Danube it world render a j
great service io his plans of operation. [
ll’at we are cn the eve cf some important j
event there can le little doubt, and the!
re.Ni:lts of the movements cn the Austrian}
frontier, and the next operation of the j
Russians on the right bank of the river,!
tre awaited with much anxiety. i
the British steam frigate Inflexible wasi
employed in conveying Turkish troops!
from Constantinople lo Vhraa. A por-j
turn of the British fleet was also neari
\rnn, with the intention of watching the
new and unexpected movements of the
Russians.
ii trly on the morning of the 23d, the
Russians, under cover of twenty four 12 1
and six 18 pounders, began to form a]
pontcon bridge from a spot near Brailow, j
across the island to Gcdschid, on the right
bank of the Danube. As the l urks of- 1
sered no serious opposition, the bridge was!
completed by 1 o’clock, and at that hour]
tile Russian columns began their mtrch,
which continued without interruption
until late at night, when the men lighted
their watch fires, and bivouaked between
Gtuschiii and Matschiu. At the same

oiu loss. On the same day the left wing,
under General Oushakoff, forced a pas
sage above Taltscha, and in spite of a
vigorous resistance on the part of the
Turks, got possession of the redoubts which
had been constructed on the right b:ipk.--
Eleven guns, and 150 prisoners fell’ into
the hands of the Russians.
A letter from Paris says that “Marsh 4 l

Marshal Saint Arnaud will unite to his
functions of military commander-i..-chief
ihat also of diplomatic ambassador to
Goii'lanlii.ople. Nothing but the fear
Bat k s health would not suffi e to he e
accumulated duties would prevent this
arrangement. The present ambassador,
Gen. Baraguay d’Hilliers, i s at any rate
to be recalled to Fiance. He has, it
seems, failed to give entire satisfaction
to his imperial master. It will not at all
surprise me to find that those eighty
thousand l* tench soldiers, once thorough
ly i.i possession of Constantinople, will
piova rather formidable guests; that they
will so hke their ijuarlers as to be loth to
have. I here is no telling now what is

The Common Council of London sub
