An Unsettled Question.
We believe it was ia the rarefied at-
irosphere of saintly Philadelphia, rs-
ccntly, that society was shaken to its
foundations by an important decision
by the smiling individual, clothed in a
claw-hammer coat and white satin tie,
that acted aa floor manager of a pnblio
ball. A handsome lady in a handsomer
dress appeared on tb.-. floor and was in.
vited off of it. The reason for this in-
Station was that she was dressed en
tirely too deeoletle. How mnch she
was .tressed or rather nndressed the
report of the sad occurrence neglects to
state
It seetus, however, that no objection
as made to the lady’s wearing a dress
vulgarly known as “low neck and short
sleeves,” hot that the "neck
drees was too low. Certainly there
could have been no valid objection,
founded either upon a proper regai
the liberties ..f the people, or tbe law
of the country, for the Constitution,
that great bulwark of tbe libei ties alike
men and of women, says “the right
' k ar ® arms shall not be abridged.”
Bnt the Constitution doesn’t help
matters mner.. It doesn’t go far enough
It coniines its remarks simply to the
question of bare arms. So it is i
settled question how much more
person besides her arms may be bare
It is a matter of r-grat to us that tbe
dude who was engineering that Phila
delphia ball didn’t announce in making
his decision, how low a woman's dress
could be cut in order to attend
true this could not, in the nature
of things, be final. Of course not. Still
it would probably have thrown some
light on a very interesting subject—a
tubject the more light there is thrown
upon the better.
it, perforce, consider this
unsettled question. As such, we have
a plan to propose. I,et a committee be
appointed to closely investigate the
mbjoct, not only of decolette dresses,
bnt of women’s connection and position
therein. Let them have full power to
examine, to experiment, to survey, to
press the investigation. Let them de
cide generally fjom their particular
surveys and inquiries, what women
shall wear low-neck dresses, and what
not, how low some may wear, how low
others. They should be given a wide
range and requested to press the mat

Speaking of the wordprejs, suggests
readily of whom the committee should
be composed. Who so suitable for the

the Press. Beside, it is a well known
fact that the press is quite popular
with many of the fair subjects of this
important investigation.
Tk « Greatest and Grandest.
The unvarying statement of every
late visitor to the World’s Exposition
New Orleans is that it is the great-
t and grandest exposition ever held.
In magnitude it is simply immense;
while in variety of exhibits and com
prehension of subjects it has never
been rivalled. The earlier reports,
based upon its incomplete and unfinish
ed condition, and inflnenced by execra
ble weather which prevailed for some
six weeks after the opening, did the
Exposition great injury, and will be a
sourco of regret to many people whom
they deterred from visiting it and who
may not now have the opportunity.
Notwithstanding the difficulties and
disappointments which attended the
opening and the first weeks of the Ex
position, and the serions financial em
barrassments which ensued, the work
of completing and perfecting in every
department has steadily progressed
until now the Exposition is pronounced
complete in every detail and exceeding
magnitude, scope and interest any
exposition ever held.
When it is recalled that the different
Exposition buildings cover ninety acres
of space, and that all of this space is
utilised by exhibits, and those of the
richest, rarest and most perfect of their
kind, onr readers can form some idea of
the attractions and interest of the
World’s Exposition. It will probably,
be the only industrial enterprise of
this kind that tU present generation
will have an opportunity of visiting.
Tbe financial embarrassments attend
ing the creation ot thia (now happily
relieved by Congre*s),and tbe improb
ability of any future assistance by Con
gress to any similar enterprise, will
undoubtedly discourage any effort in
this age to establish another. Hence,
the opportunity of visiting thia onght
not to be passed.

Pending the treaty for t« «, u -
struction of tbe ship canal, aigned De
cember 1,1884, stipulated an allow
ance to defend tho integrity oftbe ter
ritory of Nicaragua, and to protect the
canal itaelf; that the treaty pending its
consideration by the senate has jnst
been withdrawn by the president for ie-
exammation. This department has nt
intimation from any quarter whateve:
that any European power haa interior
ence or participation in tbe present dif
ficulties in Central America.
.In response to the invitation of yonr
committee that 1 submit such sugges
tions in the premises as I desire to
make, I can only express my conviction
that while this government has
doubted interest in the assimilation of
tho aims of the Central American states
jo that they may act voluntarily har
moniously together under republican
forms, a full realization of such action,
interest and doty of the United States
in affairs of Centra] American states,
and which, so far as the existing treaty
obligatos are concerned, I have already
policy of this nation toward the
of the American system, I am unable
to suggest any action of the senate.
I have the honor to be, sir, your
obedient servant, T. F. Bayard.
Hon. J. F. Miller, chairman of the
committee on foreign relations of tbe
senate.
Tho correspondence between the
state department, of its agentB in Cen
tral America and the Central American
government, accompanied Secretary
Bayard’s letter, but it is summarized
i tbe letter itself.
