Highway* Robbery.—Last night
about 1 o’clock a Mr. Green, a contrac
tor on tlie North East Georgia R. R.,
was coming into thiscitv, just as he slop
ed off ofthe upper bridge, he was knock
ed down, and robbed of two hundred
and sevey-five dollars in cash and a
fine silver watch. Mr. Green does
not know how many was concerned in
the robbry, he was insensible for some
time, he was afoot When he recov
ered he caineon to the Univirsity Hotel.
Grand Celebration. — At mid
day the contest lie tween the Hook and
Ladder Companies came off. The
Augusta Pioneer Company made the
first run in one minute and two se
conds; Athens came next, making the
run in fifty-live seconds and winning
the first prize; Rome in fifty-eight and a
quarter seconds, winning the second
1'nze; Aiken came last and made the
run * n 006 Hfinute and twenty seconds-
t was a splendid eight. Some two
! ou * an< l dollars changed hands, most-
V ou even bets.
Rev. Mr. Dresdai.e.—Sunday
night last we understand this gentle
man the Pastor of Emanual church of
this city, preached one of his feeling
and impressive sermons. This dis
tinguished and beloved Pastor is at-
taheing not only his own denomina
tion to him but all who have any as
sociation with him. We regret that
we were unable on account of sickness
in our family to hear his sermon Sun
day night. We attended the morning
sermon, and thought we never heard a
finer one. We witnessed the bap
tism ofa youth of about sixteen years
of age, by Mr. Dresdale. We are
glad to 9ee the young uniting with the
church. We trust before another year
roles round, hundreds not only of the
young but of all ages will enlist under
the banner of Christ. “Renounce the
pomptsand vanities of the world,” and
be what all ought to be, sincere and
faithful Christians.
Drifting.—Slowly but steadily and
surely are we as a Republic drifting
toward absolutism. The name of re
public may be preserved but the es
sentiai features of popular representa
tive government are fast disappearing.
The military display at the recent in
auguration, the unprecedented promo
tion of the President’s son over the
heads of %*eteran officers, the arrest and
trial of Bogart in San Francisco, all
those, and other instances of arbitrary
abuse of power, ought to cause grave
uneasiness to every jiatriot. Lately
in a Washington theatre upon the ar
rival of the President between the se
cond and third acts, the orchestra left
off the air they were playing and struck
up “Hail to tlie Chief.” it is related
of Washington that the direst fit of

trayed him into—except the affair with
Lee at Monmouth—was caused by his
being announced with semi-nival for

A negro man, while standing on
the track of the Selma, Rome and Dal
ton Railroad, just below this city,
heard the down passenger train on the
Western and Atlantic Railroad com
ing. The tracks of the roads run par
allel for several miles.
The negro thinking it was a train
on the Selina, Romo and Dalton Bail-
road, crossed over to the track of the
W. & A. B R., and walkek down the
track on an embankment of „ ten or
twelve feet. The cow catcher of the
loemotive struck the' negro and threw
him some ten or twelve feet in the air,
and he landed on the side of tlie em
bankment where he lay some time ap
parently dead.
The train was stopped and two scien
tific gentlemen went to his assistance.
They succeeded iu soon restoring him
to consciousness, and to-day he is
going about as usual. His escape
seems remarkable, but some assert as
the reason that the only injury he re
ceived was on the head.
Protestant Episcopal Conven
tion*.—-The Fiftieth Annual Conven-

Triumph of Federal Bayonets
in Louisiana.—Another leaf in the
chaplet of Grant’s peace policy has
been woven in Louiaiana. At the be
hest of United States soldiers, armed
and ordered to crush down all resis
tance, the people who resisted the Kel
logg usurpation have laid down their
arms and passed under the Federal
yoke. What a commentary on Giant’s
maxim. Let us have peace. What a
commentary on the election system of
government—on the right of the people
to select their own rulers.
Kellogg counted, into office by fraud,
installed by a flagrantly corrupt decis
ion of a drunken judge, bolding bis
commission from the President, finds
himself powerless to command obedi
ence. He is powerless to collect taxes
or carry on the government of the
State. He therefore calls on the Pres
ident to send United States soldiers to
sustain him in office. At first he .put
on a hold face and - declared tliat the
people were reconciled to bis authority
and cheerfully paying their taxes. The
shorn and the falsehood are now expos
ed. The Kellogg government is now
confessed before the world a usurpation

referred to the Committee on Fire
Department, in conjunction with the
Chief Engineer, with power to act

urer, Chief of Police, Clerk of Market,
and lamplighter was read and receiv
ed. The following resolution intro
duced by Alderman Talmadge was
passed.
Whereas, Oureffident Chief Eugin
eer of the Fire Department, Mr. A.
T. Luckie, has in the faithful dis
charge of the duties of his office, insti
tuted already a survey for the purpose
of determining the feasibility and prac
ticability of establishing a system of
water works for this city.
And whereas, this is a matter of
vital importance to our city at this
time. Our supply of water being
wholly insufficient for the protection
against fiire. To say nothing 1 of the
incalculable advantages that would ac
crue otherwise to our place and citi
zens from a well planed system of
water works.
Be it therefore Resolved, That this
Council do hereby earnestly and re
spectfully request Chief Engineer
Luckie to lay liefore our body at his
earliest convenience a full ami complete
report of Ills survey and investigations
in this direction, for our consideration
ami guidance in this ali important en
terprise.
The rules was suspended and the
following Tax Ordinance, after having
been read twice was passed:
An Ordinance to raise Revenue for
the City of Athens, for the year 1873
by taxation.
Article 1. The Mayor and Council
of the City of Athens do ordain anil it
is hereby ordained by authority of the
same, That the following tax is hereby
assessed aud shall be levied and col-
leected upon the following described,
persons, property, and business, with
in the Corporate limits of the City of
Athens, for the year 1873—to-wit:
Sec. 1. Upon the assessed value of
all Real Estate one per centum. " i "- i
Sec. 2. Upon all carriages, wagons,
buggies, or other vehicles, horses,
mules, Jencts, Jacks, Cattle, "Hogs,
Sheep or Goats, one per centum.
Sec. 3. Upon all stock in trade,
whether merchandise, or invest:*! m
connection with any manufactory Me
chanic Arts, or other similar business,
one per centum.
Sec. 4. Upon all goods for sale on
consignment or Commission, ODe per
centum.
Sec. 5. Upon the gross receipts of
all sales at auction, legal sales by
Sheriff, Executors, Administrators and
Guardians excepted, one per centum.
Sec. 6. Upon the gross receipt of
the Athens aaeucy or agencies of each
Iusurance, Telegraph or Express
Company, one per centum.
Sec. 7. Uponhou ehold and kitchen
furniture, tools of trade plantation aud
gardening implements, over and above
three hundred dollars in value, one

Article 2. Sec.1. Be it further or-
domed, The person or persons owning

Article 1st of the foregoing, -Shall re
turn under oath |o the Clerk of Coun

amount of .the Capitol stock of such
Bank or Company actually paid in at
that time.
Sec. 4. All,persons or agents sub
ject to taxation on gross receipts as
enumerated in Sections 5. and 6. of
Article 1st, shall make returns under
path, to the Clerk of Council for the
“first six months of the year 1873 on
the 1st day of July of said year, ami
quarterly thereafter on the 1st day of
October 1873, and January 1874, aud
shall pay the tax due, at the time they
make said returns.
Sec. 5. All persons subject to taxa
tion under Sec. 3. Article. 1st of the
foregoing Ordinance shall make retums
under oath of the highest amount of
stock, which he she, or they had on
hand between the 1st day of January
and the 1st day of May 1873. Said
return to be made on or before the
1st day of June 1873.
Sec. 6. Should any person or per-
sons or Incorporated Company subject
to taxation under the foregoing pro
visions of this Ordinance, fail or refuse
to make their returns, as hereinbe
fore provided for, then and in that
event it shall be the duty of the Fi
nance Committee of the Council and
the Clerk of the Council for the time
being to make a just valuation of all
such property not returned, and the
Clerk of Council shall levy and collect
a double tax upon the same.
Article 3. Sec. 1. Be it further or
dained etc., All taxes enumerated iu
the loregoing Articles of this Ordi
nance, unless otherwise provided
the foregoing, shall be due aud paya
ble on or before the first day of July
1873, to the Clerk of Council at his
Office.
Sec. 2. The City Treasurer shall is
sue tax executions against all persons
liable to taxation under any of tl e
provisions of the foregoing Ordinance
who shall fail or refuse to pay said
taxes on or before the first day of July
1873.
. . Sec. 3. All persons against whom a
tax for street intrusion may be assessed,
or any person, upon whom the Finance
Committee and the Clerk of Council
shall have levied a double tax for de
fault in making returns, who shall l>c
dissatisfied with the action of said
Clerk or said Committee and Clerk,
shall have the right to appeal to tlie
Council, who shall investigate and de
termine said appeal.
Article 4. Sec. 1. Be it further or
dained, That the Clerk of Council
shall administer to persons making re
turns under the provisions of the fore
going Ordinance the following oath:
“You do solemnly swear that you
will true answers give to all lawful
questions which I may put to you
touching the returns you are about to
make, and that you shall make a true
return to the best of your knowledge
and belief so help you God.”

A called meetiug of Council was
held this evening. Present. His Hon
or the Mayor and Aldermans, Mos
Pope, Nickerson, Lampkin, Hunter,
Talmadge., and Lucas.
His Honor the Mayor stated tliat
Ciuucil had been called together for
the purpose of receiving the report of
the assessors of Real Estate in the City.
Mr. W..W, Lumpkin in behalf of
the assessors stated -to* Council, that
they had carefully considered all th
objections that had been turned over
to them by Council, and in a few cases
had mijie some deduction on the os-
sessments for good and sufficient rea- .
sons that had been brought to their
knowledge since the assessments were
made.. Coufioil then ^received the re
port of the assessors.
