tbe union of thete Statee, emancipation and
enfrancbiiement, and to oppoee nay reopening

Fourteenth and Fifteenth amendment! of the

Third—We demand the immediate and abto
late removal of all diiabillitiet impoied on ae
count of the rebellion, which waa finally iub
dned (even yeare ago, believing that univenal
amnesty will remit in the complete pacification
•fall lection* of tbe country.
Fourth—Local (elf-government, with impar
tial loffrage, will guard the right! of all eilixeni
more lecurely than any centralised power. The
public welfare requires the supremacy of 3be
eivil over the military authority, and the ftee-
dom of person! under the protection of the ha
be a* corpus. Ft demand for tbe individnal

for the 6tate’f self-government, and for the
nation n returr to tbe methods of peace and
the eopstitational limitations of power.
Fifth—The eivil service of the government
bae become a mere instrument of partisan
tyranny and personal ambition, and an object
ef eelksb-greed. It is a.scandal and reproach
upon our the institutions, and breeds u denser,
aliiation dan serous to tbo perpetuity of repob
lican government. We therefore regard i
thorough reform of the civil service as one of
the most preitsing necessities of the hour; that
honesty, capacity and fidelity constitute the
only valid olaims to public employment; that
tbe offices of the government cease to bo a mat.
ter of arbitrary favoritism and patronage, and
that public station! become again posts of bon
er. To tbit end it is imperatively required that
ao President shall be n candidate for re-elec
tion.
Sixth—Wo demand a system of federal taxa
tion which shall not unnecessarily interfere
With the industry of the people, and which
•hall provide meant necessary to pay the ex
penses of the government, economically admin
istered, pensions, the interest on the public
debt, and 1 moderate reduction, annually, of
tbo* principal thereof, and recognising that
there are in oar midst honest, but irreconcila
ble differences of opinion with regard ta the
respective systems of protection and free trade,
we remit discussion of tbe snbjeet to the peo
ple in their congressional districts, and to the
decision of Congress thereon, wholly free of
executive interference or dictation.

of commercial morality and honest government.

Tenth—We are opposed to all farther grante
•f lands to railroads or other corporations.

government, in its intereonrse with foreign na
tions, t-> eultivnto the friendship of peaoe by
treating with all on fair and equal terms, re
garding it alike dishonorable either to demand
wbat is not right or to submit to what is wrong.
Twelfth—For the promotion and sueeesi of
these vital principles, and the support of the
dandidatos nominated by this convention, we
invite and cordially welcome the eo.operation
ef all patriotic eitixens, without regard to pre
vious political at'Iiation.
