We, tbe Liberal Republican* of the United
Statea, in National Cjnventiou aeeembled at
Cincinnati, proclaimed the foll< wing principle*
aa e.eential to a juat government:
Firat—We recognize tbe equality of all men
before tbe law, and bold that it ia the duty of
the government, in Its dealiuga with the people,
to mete out equal and exact juatice to all; of
whatever nativity, race, color, perauaaion, re-
ligioua or political.
Second—We pledge onraelve* to maintain
tbe union of tbeae State*, emancipation and
anfranebiaement, and to oppoae any reopening
ef the question* fettled by the Thirteenth,
Fourteenth and Fifteenth amendment* of the
•onatitution,
Third—We demand tbelmmediate and abao-
late removal of all diaabillitie* imputed on ac
count of the rebellion, which waa finally tub
dued teven yeara ago, believing that universal
amneaty will result in tbe complete pacification
efall aeciione of the cotjptry.
Fourth—Local self-government, with impar
tial suffrage, will guard the right* of all citizens
more securely than any centralized power. The
puMife welfare requires the supremacy of tbe
eivil over tin military authority, and tbe fiee
dom of person* under the protection of the ha
tea* corpus. We demand for the individual
the largest liberty consistent with public order
for the State’* self-govornment, and for the
nation a returr to. the methods of peace and
tbe eorstitutional limitations of power.
Fifth—The civil sorvice of tbe government
las become a mere instrument of partisan
tyranny and personal ambition, and an object
ef selfish greed. It is a scandal and reproach
•pon our free institutions, and breeds a demor
alization dangerous to the perpetuity ef repub
fioan government. We therefore regard i
thorough reform of the civil service ns one of
the most pressing necessities of the hour; that
bonssty, capacity and fidelity constitute the
enly valid claim* to public employment; that
the offices of the government cease to bo a mat
ter of arbitrary favoritism and pntronago, and
that public station* become agai" posts ofhon-
#r. To this end it is imperatively required that

tion which shall not unnecessarily interfere
with the industry of the people, and which

penses of the government, economically admin-

ble differences of opinion with regard to the
respective systems of protection and free trade,
we remit discussion of the subject to the peo
ple in their congressional districts, and to She
decision of Congress thereon, wholly free of

maintained, and we denounce repudiation in
every form and guise.
Eight—A speedy return to specie payments
Is demanded alikd by the highest considerations
If commercial morality and honest government.
Ninth—We remember with gratitude the
heroism and sacrifice of the soldiers and sailors
ef the republic, and no act of ours* sl-all ever
detract from their justly earned fame or of the
fall reward of their patriotism.
Tenth—We aro opposed te all further grants
•f lands to railroads rr other corporations.
The public domain should be held sacred to
actual settlers.
Eleventh—Wo bold that it is the duty of the
government, in it* intercourse with foreign na
tions, t*> cultivate the friendship of peace by
treating with ail on fair and equal terms, re
garding it alike dishonorable either to demand
what i* not right or to snbmit to what is wroDg.
Twelfth—For the promotion and success of
these Vital principles, and the support of the
dandidates nominated by this convention, we
invite and cordially welcome the co-operation
•fall patriotic citizens, without regard to pre
vious political a'Hiation.

Pe vers, which are so prevalent in the valleys of our
great rivers throughout the United States, especially
those of the Mississippi, Ohio, Missouri, Illinois, Ten
