gressmen without complying with the re
quirements of tlie State law in regard to
payment of taxes, residence, &c. This is
a great mistake and one that should be
corrected as soon as possible. The Con
stitution of the U. S. prescribes that only
those who are qualified electors in each !
State can vote tor Congressmen. This
fixes the status of those who are to vote, ;

in this way, they have no further use for
him. The Freedman's Bank Fraud is a
cl. ar proof of this fact. For eight years
the National Government has been run by
a combination of the most disgraceful
Rings ever known to any age or country;
and it was one <;l these Rings which rob
bed 70,000 poor colored persons out of
ilieir deposits in a bank which was estab
lished by tluse pretended friends. No
man or set of men can defend them against
this crime ! crime against GOD, Law and
Humanity. But does the indictment
which I make stop here ? No, xo ! They
have carried fraud into every department
of the Government, and by their Ma’i-
Administration, every branch of industry

every concession that honest men could
make. Now what is the duty of every
thinking colored man in the South? First,
I say they ought to stand with tlieir best
friends, who are working for Reform and
good Government..
Secondly. It is for their highest good
to vote with their own-home people,
because the carpet-baggers as a general
thing, artfcns homeless as the Frecdmen
themselves, and live simply by political
trickery and fraud, payee no taxes and
has no interest in the country. They do
not give employment to laborers. They
come South to rob and plunder, and they
have played their part well.
Thirdly. What is good for the - white
man of tjTn South is good for the colored
man. Our cause is one. The Democratic
party is pledged to stand by equal poiiti-

Our readers will recollect that a short
time ago we published a letter from the
above colored clergyman, of Richmond,
Ya., to a brother clergyman in New
Hampshire, full of common-sense and
clearly showing the situation of affairs
South in regard to the colored population,

that Mr. Dungee never wrote the letter, if
indeed there was such a man, .that it was
a “fixed up” affair for the campaign,
etc., whereuj on Mr. II. W. Johnston, an
attache of the Democrat, at the instance
of some colored men, wrote to Mr. D.,
and received a reply which we are per
mitted to lay before our readers. We
trust that the colored people especially
shall read it.
