Washington, Doe. 8d — Both
Houses of Congress mot to-day at nn

the way to the Capitol, and by noon tho

viding for tho appointment of a standing
conmilttdo on freemen.
Boutwcll introduced n bill calling up
on tho Secretary ti tho State for ull cor- 1

H. Surntt.
Sclmnck offered a bill providing that
tho regular time of the 40tli Congress
and every subsequent Congress be at 12
M , on tho till of March; and that tho
ensuing session on tho 1st of January.,
The bill was itliule tho special order for
Thursday. Garfield introduced a simi-
ilnr monsuro.
Kelley introduced a bill to ercato tho
Department of Internal Bovonuo. It
transfers all the powers of the Secretary
or tho Treasury now exorcised with re
gard to Internal Kcvenue to the Com
missioner. Deferred.
Slovens presented n bill regulating ro
inovulft from otlioo. It provides that in
all oases of appointment, whelo consent
of the Senate is necessary, tho President
shall not mnko removals while tho Sen*
ate is in session unless concurred in by
that body. Appointments made during
recess must bo submitted, unJcr the pro
visions of this bill, within ten days af
ter tho Senate assembles, for confirma
tion. Bill made special order for Fri
day next.
Buutwtfll introduced a bill Id author
ize the Secretary of the Treasury to sell
out nt public mu-lion, in Now Yolk,
$2,000,000 In gold on Jfolfilny of each
week in lots not exceeding $10,000.—
She following measures were also intro
duced and referred to appropriate coin-
mi Iteos:
One to provide by gdnohd law for
modes of procedure in trials for impeach
ment before tho Benato. Ono calling on
the President for ihformtion relative tho
application of Confederate Gcnorl Pickett
for pardon. Tho day was consumed en
tirely with tho introduction of resolutions
and bills untill tho arrival of tho message,
before which Stevens made au ineffectu
al motion to adjourn.
Wasuinut.ix, Djc., 8. P. M.
Mr. Elliott nskod leave during thoses-
f-ion lo-day, to introduce a bill to repoal
1 Bill Section of Act of July 17,1802,
which authorised the President to ex
tend by proclamation to persons who
may have participated in the rebellion
pardon and nmnosly with such excep
tions and nt such times, and on such con
ditions ns ho might deem expedient for
tho public good. French objected to its
introduction, tho rules requiring one
day’s notice, but upon motion of Elliott
the rulos wero suspended and tho Bill
passed by a vote of 111 to 28.
DIVISION OF THE CONFERENCE.
By reference to tho proceedings of tlio
Conference: it will bo seen that this or
gnnixntion, has been divided by a vote of
08 to hi), only carried, ns will bo
oil, by a sinai! majority.
\Y lion the mallei’ came up for dicussion
it called forth quite an niiimutcd debate,
and elicited strong and sonnihlo views
upon both sides of the question. The
venerable Dr. Pierce, wus opposed to
tho division and sup;orted lus position
with his ijNiml force and vigor. Bcv.
Ham. Anthony was in favor or the divis
ion and throw back upon Dr. Pierce
somo heavy arguments, which were hard
to resist. It is useless to remark what
might be expected in so intelligent u
body ns this in known tube, Unit the en
tire proceedings were conducted ill u
most courteous manner, and Unit there
was not a word uttered that could possi
bly wound tho feelings of the most fas
tidious momhi'i'.
It was a wise thing, in our judgment
to make the division. Tho donfcrcnco
had bccomo enormously largo, indeed
quite unwieldy, so miioli so that, in the
smaller towns of tlm State, it was found
extremely difficult to nccoulinodate the
preachers with homes. That difficulty
will Mow bo augmented in consequence of
lay delegation, which will of course,
make the body much larger. As the
matter now stands, this dillicully will be
obviated.
But the Conference bad become too
huge on nnohter account. There wns
ut n poor eh unco offered to the younger
faith and respect unfailing greatucss of
soul.
Therefore, tho General Assembly of the
State of Georgia do resolve, Thai their
fiilicerest condolonriVend warmest sympa
thy arc tondoro Jefferson DaVis in his
confinement, and they look forward with
anxious solicitude to the day when a
magnanimous and patriotic President
shall put n term to his confinement, and
by the interposition of Kxocutivo clemen
cy restore him to a'peoplo for whom lie
so faithfully struggled, and on account
of whom ho endures with Christian for
titude the hardships of a long und rigor
ous imprisonment.
