Tua Ltceim.—Good reports still reach
from this noble organisation. We understand
that the debate on Monday evening last wm
moot interesting ; and that thu question under
discussion "b a man accountable for bia opin

ments of a ucccwttou* character tuay keep u»

have any excuse for absenting ’themselves fioin
the Lyceum.
Come, young gentl imrn, let us urge you lo at.
tend the meetings of the Lyceum regularly. Go
there, whether you are able to nuke a speech or
not ; and when your turn comes do your best.
Will not thu middle agtd and old gentlemen of
our city help lo build up this great enterprise
They ought to do so.
We would call attention to the circular
of yw Charleston merchants published in our Is
sue of to-day.
Like some denis of the Deep, that beautiful
city Is fast emerging from its bed of rubbish and
i*lies. War with all lU infernal enginery, hui
failed utterly to destroy the hot bed of acccmlon
A few lolly edifices and scattered mansion* still
remain tc tell the glorious story of thA past.
To judge of the spirit and energy manifested
by her stricken sons, peace will yet with nnneal-
i ng power restore her faded lustre. Even now
ahe Is making gigantio struggles to draw back
within their ancient channels the streams of eon*
morre. which have been diverted elsewhere.
All must sympathize with these praiseworthy
efTortsofher businwwnted. and wish them God
a pood in their genial work of repairing the diem!
ravages of war.

Tho Inst plan of Reconstruction «s giv-
on above, concoctod by Southern politi
cinns, is receiving very libcrul comment
from tho proas generally both North and
South. Of course there is great variety
of opinion about it, both us to its bene,
lit* nnd safety to the South aud itH ac
ceptability to tho North. It substitutes
in lieu of the unrestricted’ suffrage of the
radical plan, n ijualijud suffrage nnd
leaves out that part of the radical plan
which provides for tho prescription of
lenders in the late “no-called*’ rebellion.

Perhaps so-nnd only perhaps. Would it

is that the plan is the spawn of South

UNION LEAGUES IN THE SOUTH.
These secret bodies, if wo are to bo-
liovo an editorial statement in tho Now
York Evening l’ost, are much more gen
eral and thoroughly organized than is
gcuornlly imagined. That paper says :
There are now seefet leagues of Un
ion men in every Southern State, thor
oughly organized; South Carolina has
moro than a hundred such leagues of
whito nnd black Unionists; in Alabama
tho lenguo numbers over eighteen thou
sand white Unionst* alone, without
counting tho blaoks, who, though in sep
arate lodges, a:o in close co.mtnunion
with tho whites. All over tho Southern
States, in ovory city, town nnd neighbor
hood, this league is organized ami hao
its lodges. This powerful organization
has prepared tho Union people to act to
gether ; it needs only now that Congress
shall give them the opportunity to uot
ami that they shall have tho countenance
nnd help of the Republican parly of the
Northern States.
Tho help must bo given not duly by
Congress, but, when that Inis prescribed
the mflnncr of reconstruction, tho Repub
lican pnriy should call nnd hold mass
conventions in all the Southern States,
and thu*. call out the Unionist* there,

nnd give them the moral support of its
presenco and power. Wo trust this du

Ono of these league* exists in Griffin,
but its numbers aro insignificant/ while
tho character of its membership is so

fluence, it might seek to exert. It how
ever acta in conjunction w ith Radicalism,
and of course servos to keep uj> llio Spir

population.
THE HEW TARIFF AND THE LABORING
CLASSES.
Speculators aro busily engaged in
driving through Congress the now tariff
bill, under tho plea that it is for tho pro

New York Evening Post denounces tho
