part of the proceedings, and ordered to

doubt has been expressed in regard to

western States, I desire distinctly to say
to you, that my design was to leuvo an
absolute discretion to tho board of trus
tees us to tho particular loouliticM in
which tho funds should from tune to
time bo expended.
1 hope that all tho States included in
that part of out country which is sutler-
mg from tho results of the recent war
may, sooner or Inter, according to their
needs, receive more or lens of tho benefit
ol the fund. Hut it wus not my design
to bind my trustees to distribute the

of proportion among tho (States, or t
create any claim on tlio part of nny
State to any distributive share. Still
loss did I design to subject tlio trustees

fund committed to them. I have entire
confidence that they will discharge the
trust with widthitn, equity and fidelity,
and I leave all the details of manage
