Tho substitution by the Executive

in ruin to you ? We trust that hundreds
of our worthy colored oitixens will prove

Orders from Gen. Me tide—K.
K. Ka. to be NuppresHCd—
Secret Armed Assemblages
to be Broken up-Randolph
County Uulwit Leagues Ui
I)h nger.
Below we publish the military decree
of our District Commander, intended to
prevent inflammatory harangues, riot
and bloodshed, secret armed associd>
lions, etc., and calling upon civil and
mili'ary officers to organize patrols Cor
the protection of tho country, and to
suppress such proceedings.
This general order so for as our own
comiuunityjs concerned, is applicable wi
ly to that midnight band of conspirators
called the Union League, which deliber
ates with closed doors, and aurroumied
by an nrmed cordon of sentinels, who
fire upon all parties approuchfng within
a given distance.
Only a few months since, Mr. J. L.
Solomon was halted by a uogroon post,
armed with musket and bayonet, and
the fact is notorious that regular guard
mounting is practiced at every meeting.
But a short time since, the writer him
self, whose premises unfortunately are
adjacent to this den of mischief, having
been robbed for muny successive nights,
whilst patrolling his garden with a
friend, was attracted by voices to the
division fence, and auddeoly bailed and
fired upon within hie own promisee and
enclosure. As he could identify, and
saw no one, by tho advice of a legal
fr iend no action was taken in the pretn-
a fruitless attempt to bring the
offending parties to justice, might have
added to the excitement and exaspera
tion existing, and ever to be deprecated
between the two races
Nor would the matter have been allu
ded to now but for the mendacious
statements of the blackguard Jackson,
mde in s recent inflammatory address
0 tnfe negroes. We hold therefore that
this order of the Commanding General
applies only to ‘.he members of this Inlu
tnous midnight association.
Aside from their nrgius and noisy
demonstrations all is peace in our com
munity. Wa trust prompt measures
will be taken to disarm und dispnrao this
mutinous assemblage, who plot treason
and foment discord between the freed-
men and their employers, and ara h-d
and directed by radical Interlopera.

Jcdqb StEfhxxb on Rtijxr.— Tho
Augusta Constitutionalist, commenting
on the speech of Judgo Linton Stephen*
in that city, Thuradsy night, says : Mr.
Stephens was particular happy in bis
illustrations of the folly of relief com
paring the parties who betrayed their
country to a bribe to Judas, wbo had
the satisfaction of getting his money, t
consummation wbiub would be denied
to those consenting to treachery on a
false pretence. He demonstrated that,
the ugh Congress and Georgia Judges
might wink nt tbo relief ordinance, tbo
United States Court, under the book
rupt act, would explode all ordinaccs
militating against established laws.—
Creditors would be still empowered to
force debtors into bankruptcy, Bullock
and his relief bill to the contrary, not
withstanding He further proved that
the only parties actually to be relieved
were rich men owing small sum* (under
1500) to poor widows and indigent
men.
April 6th, 1808.
Daxs Sawtill—From thia distant
point in thi piney woods where the de
mands of business have called me, I
would address our .renders a brief line
ns to the fcondition of uffoirs in the inte
rior.
The late dry and delightful weather
has rapidly ossiisged tho waters whi> h s
fow weeks since literally submerged a
large portion of this region. Spring,
with its fairy wand too, bus covered
with a mantle of the richest green the
(friroevul forests, nnd from brake nnd
bush and sequestered haunt, nature's
sweet warblers by night nnd day pour
forth thefrr songs of melody.
But, alas | the traveler wends his
way. through extensive plantations,
where rotting fences and decayed hsbi
tslions, with perhaps here and there o
bad!y cultivated patch, tell the sad talc
of rain and desolation which broods o’er
this whole section. Greatly reduced as
was the area under cultivation the past
year, for lack of labor, th# same cause
will leave a prey to weeds and brambles
thousands of broad acres the |>reneiit
season, which then contributed tomtlbinf
to the wants of tha community.
Intelligent planters estimate the sub
traction of labor from the interior o( 8.
W. Georgia, at frilly one-third of the
force employed in 1867.
This ie accounted for by the fact that
the exodna of the blacks to their old
homee in large numbers, still continues,
from the natural desire they entertain
to revisit the scenes of their childhood
from which they were perhaps unwilling
ly removed. Again, there ia a growing
determination among tlie negroes to
withdraw their women from field labor,
and oertnit them to reraaiu for the ttiuet
part in utter idleness.
Thia couduct alone will keep in ab
ject [Kivsrty the jxxir freedrm-n as long
ns it is pe suited in. The labor of one
ninn without capital or private resource*
of tny kind, cannot sustain in comfort
an entire fnmily who consume his sub
stance without producing aught. Hence
when sickness or bad cro|w ensue, want
and deatitution must be the consequence.
At the present ratio ol decrease, in
five years tlio fertile cotton lands of this
section will be remanded back to n state
ot nature, unless COolio or European Is
bor is resorted to.
Crops of corn and cotton aro niiueti-
itlly backward. Much of the formei
is atill implanted, and the preparation of
the soil for cotton bus been greatly neg
lected. Log* and traah c ml>*r the
fields, ai.d owing b> the scarcity ol
stock, the plowing has been very defoc
live.
We are glad to chronicle the fact
however, owing to the pi'.chings of fam
ine for the past two year*, the urea de
voted to cotton will be for smaller than
heretofore. From sad experience pan
pie begin to realize the urgent necessity
of raising their own fn<>d at points re
mote from the Railroad.
The production of tho groat staple is
destined to fall off therefore for several
years to come, in South-west Georgia,
and will never attain ita former propor
tions nt least under the present system
of labor.
We aro glnd to stnte that radicalism
is not so rampant in the rural districts
as in our town* nnd cities. To-day a
convention assembles in Newton without
■poet te color, and it is thought all
ill unite upon moderate and Conserva
tive candidates. This would be the
oaso tmivernnlly but for the infamous
miscreants who aro sent South to sow
the seeds of discord in our midst.
Despite the gloomy prospect ahead,
tha young folks in thin region retain
tbeir spirits and love of fun. Last night
we looked in for a moment upon as
merry a crowd as ever “tripped tha light
fantaxtio toe."
Albeit the violin wss (he only music,
and the Sehottishe, Lanoers and Get
man, were never even heard of in that
unsophisticated assemblage, still, the
actio* ot tho performers wus inimitable,
and sometimes sminenriy original. We
like the idea of every individual show
ing off hin or her peculiar puces. There
is the charm ot variety about it, and
twice the grace and animation that
marks the conventional tread of the
schools. And whoever heard such ex
plosions of mirth and humor in the si ate.
ly hull room, i.s almost lifted tbe shin
gles of that rustic apartment ?
Retiring te rest, more than onoe in
the “ smull hours of the morning ’’ the
notes of tlint fiddle, and clatter and
trump of the timo keeping feet of our
young friend*, were wafted to our ear.
lint I must pause incontinently.
Yours ever, 11. II. J.
