And now I sny not only thst these
bonds are payable in legal tender, but
that they ought to be paid us soon as it
is j feasible to do so. 1 do nut know that
it is possible to pay these bonds os fust
us they mature, even in currency; bull
do know that every possible effort to bo
liuidu to du it.
Hut at this point I nm met with the
statement that this |>oltcy will issue an
immense amount of |>n)>er, and thus so
far inflate the currency as to destroy its
value; and bring-disaster upon >4he
country. Now, gentlaineii, let me ex
amine this objection. Mr. McCulloch,
in his last monthly report, stated that
the public debt which bears interest is
comprised in three kinds : the $800,000,
000 of this debt could not be redeemed
before 1874; that $300,000,000 more
could not be redeemed before 1881;
and that the rest, of tbe debt, amounting
to ueurly $1,700,000,000 is comprised
in five-tweutiua and bonds which hour
interest in curreuey.

and bonus, which bear interest in cur
rency, will full dus within the next five
years. I cannot statu to you the exact
proportions in which tiu.-sc bonds fall
due. I mean these & 20’b. Their very
munc implies that, when live years shall

may pay them; but need not pay until!
twenty yeara have elapsed.
Now, gentlemen, 1 uutmluin that the

And it is my business now to show you
how rapidly that cun be done, The
unliquidated debt of the United Statrfl
consists of greenbacks and claims which
have not been adjusted, nnd amt lints to
$800,000,000. It pHys no interest.
Throe hundred and thirty eight mill
ions of these bonds are, by tbs report of
tho Secretary of the Treasury, deposi
ted to-day as security in the vaults uf
the Treasury. Three hundred millions
of bank paper is issued on the faith ol
these bonds. Now, gentlemen, I main
tain that this ciroulatiou ought to bs
called in; that these bondu ought to bs
redeemed with legal tenders, wli'ch will
take the plscu of that bunk* circulation.

000,000 of interest which ia saved and
add it to the $48,000,000 which these
gentlemen say they oan pay from the
currot revenue, and you have $08,000,-
000, year by year, and if you convert
the sum into greenbacks, at M0 you
have $100,000,000 a year, and if this ia
appiopriated an u sinking fund you can
puy tho whole debt off in Iohh than fif
teen years, without adding $1 to your
taxation or $1 to the circulating medi

osition that these bonds ran be paid in
greenbacks without intluting tho cur
rency. Bear in mind this can be ac
complished in twelve or fourteen yours

And now bear in mind, also, thut 1 have
not touched tho revenues of the govern
ment, which in I86ti amounted to $560,-
000 000, nor have I attacked tho cxj»eii

cent of the principal and interest upon
your debt, without the addition of a dol

you can reduce $150,000,000 of your

$300,000,000 which full due iu 1874.—
