Arrrmok THE ll* KM si IV >oit II ou Dm-
ease akd Short Baoqu Rations.—The
following farts wo dorivo from a pereon-
al and highly respectable source :
A planter near Columbus, mined n
number of his lings, nud for security had
them confined to a ten aero pasture.—
They continued howover to diminish to
such a degree that they were again
gathered and ptsoed in a close pen.
A remedy suggesting itself, he rode
into the dty aed purahnsod a pound ol
nraenick. Tide wsa fed in two portions
mixed *Uh meal, to bis hoga. After
the lapse of a fear days the unto gentle-
wages.
Hindi conduct should not only be
frowned upon by alt good men, but meet
with prompt and severe punishment at
the hands of tho law. It is a violation
of every principle of oomity and good
fueling, for one neighbor thns to thwart
nnd break up the cropping arrangements
of another, by sheltering and providing
employment for those who have turned
their bucks upon a contract, whether
written or verbal.
Tho binding obligation of these agree
ments completely underlie tho success
o( agricultural pursuits. Yet tho only
available labor supply at command is
constantly becoming more unrdiublc
and worthless, because contract* are re.
garded as more rope* of sand, to be
kept of broken at pleasure. Wo con
cite numbers of planters who entered
lute formal writings with froedmen, who
then simply took themselves off without
even reporting for duty, and were readi
ly received und employed by others.
What hoots It \t tho penalty consist*
in n fimple forfuitiuru of wages, when ns
in tdie lust enumerated instances nothing
has been earned, or an is UHiinlly the
case,, the laborer i* up with, or has ox-

Resides forfeiture of compensation, a
severs penalty should be imposed upon
tho defaulting freedman, und the indi
vidual who entice* him away, or know
ingly gives him employment when under
.contract, ought to be visited with hue
und imprisonment, and incur bosidos
tho condemnation of the entire commu
nily.
A bill introduced by Mr. Gignillint,
tho member from tlm 2d District, lias
passed tho Henato, which would oovor
the ground tolorobly well, but hna not
yet becomo a law. It* fnto i* very

The Holtu Cahouna Riiosnutes.—
We still read a great deal in the papers
—particularly those of South Carol inn—
about, the rich phosphate beds recently
discovered near Charleston ; and we
notice tho fact that large shipments of
the fertilizer obtained from these boa*
have been made to Philadelphia and
other Northern ports. When tho disoov-
ary of the hods was first announced, we
indulged the Impo that tho South wns
to bo greatly bom-fitted by It- that it
would bu a much cheaper cominoreiul
fertilizer than those horeto'om purchas
ed by oor Knot ion, nnd that arrange
ments would In; rnado to transport it at
low rate* to all the Gulf Htates. Wo
regret that wo cannot yet discover any
realization of this hops. The effort
seams to bo to afford facilities for it*
extensive use in the Northern rather
than the Southern Hiatus, and wa un
derstand that the price at which it is
offered in Georgia and Alabama is no
lower than that of other first class Imre
fertilizers. Our ('harlueton liiemls may
■peculate as fondly us they please on
the valuo of tlisir phosphates “us nn
element of wealth,” but our opinion is
that it will take N considerable time to
make them an clement of wealth to tho
Southern Htatos, unless they aro fur
nished in greater abundance nnd at n
lower price.—Columbuu Enquirer.

find in tho Wnshington Hvpiib'inan of
Friday, under the caption of'Onr Wash

hImimiou to the financial prospects of the
Southern Htntea :
The Honth, by the by, is just now
growing rich faster than any other see-
lion ol tliu Union. That is, so far m
the profits of its people from agricul
ture are concerned. 'Cotton is’ certain
ly king’ again. Now, legitimately, all
rejoice to know that thia aensou it pals
heavy profits in ready cash into the
pocketa of ita growers. The planters
of.Mabamn, for instance, arc said t.i
have much more mom-y at command
than ever beforo, according to tho num
ber of lie res they have cultivated. I'p
to 1801), their purchase* of slaves, in
advance of the receipts of the proceed*
of their crops, kept them deeply in dobt.
That is with their lavieh |H-rsonui ex
travagance. As, now, they neither buy
slave* nor throw nwuy money in oaten
tallous display, they are actually aocu-
mu’ating real wealth foster than any
other agriculturalist on this continent.
As a clues they are yot poor; because u
year ago, lew of them nnd more than
sufficient to keep body and soul togeth
er. In ten short years they will be na
bobs again, in tho extent of their avuit-
able moans, which will go into railroads,
mining, manufactories, banks, etc., etc.
In the course of the next decade, the
country will witness such material im
provement nil ovor the South us even
our grout West never dreamed of.
