cepted n design for our new state
how—the one submitted by Ed-
brook ABurnbsm, of Chicago—a
description ot ths building will be
read with interval by ftU Gaprgiana,
hence we cull the following from

There can bo no doubt ot one
thing and that ia that the building
will be grand and imposing in ap*
pcarsncc.
Its proportions are fine and its
architectural design in every wsy
stately and dignifi'd. Tho walls
are four atones high, with a para*
pel running »il around, giving it a
solid and aubstantial appearance
From the center an immeoao dome
almost exactly like the dome of the
capitol at Washington rises to a
height of 240 feet. In fact, the
building reminds one of the capitol
at Washington city aud its general
make up easily shows the purposes
fur which It was designed. The
style if classic, of the order of
Corinthian, and presents beauty,
strength and harmony. The outer
walla of the building will be faced
with granite and marble and back
•d up with biick work. The cor*
niccs, parapet walls, huso nod
superstructure of dome will also be
of marble. There are four'*; err
trances, the principal entrance bo*
it-gon Washington street. The
entrances alii bo by broad granite
steps of ea»y ascent, leading to tbo

out, all doors, ceilings aud roofs
being constructed with iron beams
and girders and fireproofed, uo
wood being introduced except for
doors, frames, asshej, blind*, floors
in offices and the sealing of halls
and galleries and the shelving in
library. Every toont in the build
ing will secure direct sunlight dur
ing some portions of tbs day. Tbe
entire building will be warmed in
addition to tbe grates by direct
and indirect radiation, and tbe
system of ventilation pet feet in
each room and corridor.

submerged and almost swept away.
A dispatch from Portsmouth,
Ohio, says: This city is almost en
tirely under water, and all com
munication with other points is en
tirely shut off. The water is high
er than during tbe flood of 1832,
when the river was higher than
ever known before. Tbe river is
still rising. One-half of thcee wbo
moved into their second stories are
moving from their bouses aitogetb
er, and ail frame houses are desert
ed. Many bouse« are floating
away. Great suffering baa already
been experienced, and worse ia ex.
pected. At daylight this morning
a fire broke out in Greene’s feed
store, in the business portion of
tbo city, caused by the slacking of
lime submerging in tbe rising wa
ter. But owing to tbo fact that
tiie hose could not bo laid on ac»*
count of tbe distance of the build
ing from dry land, tbe flames bad
spread considerably before the
firemen could get to work. A flat
boat was towed to sixth rtrect,
where the fire engine was loaded
on it, when it was towed by men in
a skiff to tbo corner of Second and
Market streets, in the vioinify of
the firo. Tbe firemen worked in
tbe boats and on housetops, and
succeeded io confining the fire to
six buildings. Theao were burned
to tho water's edge, and all tho
walls full in. The churches are all
under wuter. All tho engine
houses and school houses available
aro filled with drowned out people
supplied with food. Rations aro
beiug issued daily, and families
are supplied by provisions being
taken in skiffs to their second story

is li-ing over an iuuli and a half
per hour and a heavy rain is fall
ing.
At Wheeling, West Virginia,
the river has receded more slowly
than was expected, and portions of
tho city and country above and ho
low aro still under water, though
the inhabited jKirtiun, fur the most
part, is clear, Tho disappearance
of tho water only reveals the ex*
tent of the ravages of the flood
and tho sight < xposed to tho eyo
to-day is indeed disheartening.
Huge rooks, treui, driftwood and
small shanties cover parts of the
many at roots, and hundreds of

water was obstructed by troer.

thousand persons aro homeless. Io

Tbe upper Muskingum bridges am
all gone, and the bridgo at the
mouth of Duck oroek is wrecked.

pie in touts or in tho open air.

render assistance. Cattlettaburg,
Kentucky ia completely submerg
ed. Only three houses on the bill
aide are froe from water. Several
frame houses have floated off. The
water at 3 p. m. yesterday was

inch an hour.
Cincinnati, Covington and New
Port houses can be seen peering
out of lho water, while down the
river almost from hill to hill tbe
valley is covered. The cry of dis

New Purl it is estimated that from

Their supplies were exhausted at
noon. The supplies of the relief
committee have given out.
A New York corresponded says:
"Gen. Giant will never bo a well
man again. I doubt if ho will

called there yesterday by previous

Grant did not sleep a minute last

result of these experiments. There

table matter taken from the beds

animal matter left in tbe basius
