A Timely Beoommwiatlon,
Who will not endorse tbe fo|.
lowing recommendation of the
grand jury of Chatham county and
the comments thereon by tho 8a
vannsh.Newsf Will not the Jury
to convene for Randolph in a few
days echo the same plan?
The (rand Jury of this county in
their late report recommended tbe
establishment of s State reforms,
lory school. Thsy wave led to
this recommendation by
shot they saw la tbo convict ramp
in Ibis county. It is a great mis
take to send boys, convicted of
petty offnees, to tbe penitentiary,
sail from I bare to the convict
camps. Tbe result in almost every
instance ie directly contrary to
what la intended sod desired. Tire
young convicts ore not Improved
by their punishment. As a rule
they graduate from the convict
camp hardened criminals. Their
association with thoes who bate
grown old io crime, sod who are
past reformation, fits them foe on
evil Ufa They return to society
not to become useful and honest
members of it, hut to prey npon lb
All tbo better impulses of their
nature are deadened by the knowl
edge of lb< ir disgrace. They feel
that they are outcasts from society,
and they act os such. Tbe course
pursued by the Slate in dealing
witii criminals of thia elms is
harsh, cruel and inexcusable. Tbe
aim should be to reform, and not
to make reformation praotioally
impossible. Many a boy, cmvlct'
ed of a minor offense, if properly
trained iu a reformatory school
would develop Into a respectable
citiscn. No such lasting disgraoe
attaches to a boy so trained as
there does to a convict, lio dors
not think he acos everywhere tbe
finger of soorn poiuted at him, and
does not leel that he will meet
with a ropulae wbererer he seeks
employment. Tbe question of th-<
of a reformatory school is
doubtless a matter of some oonsid
eralion, but it ought not to bo of
eucli consideration as to cause tho
least hesitation re>porting the
course that ought to be pursued.
Wbat are a few thousands of dol.
lira compared to the good to be
accomplished in saving human be
ings from a life of disgrace and
misery and from moral death ?
But is it not economy to establi>b
reformatory school ?. Tbo boys
return from the convict camps pro
pared not only to corrupt other
youth with which they come in
contact, but also to enter upon a
career of crime. Society suffers at
their hands, and society is taxed
year after year to provide judgee
and juries to try them for their
orimse, an i jails in which to con
fine and feed them. It is muob
cheaper to reform boys than it
ia to protect society ag.iiust orlini 1
uals. The next Legislature will
set wisely if it gives the recommen*
dalion of our grand jury tho at.
tention it desorvrs.
