Fourthly, the Constitution of Geor
gia enfranchises nil the customary elec
tors, nutl makes only the ordinary ex
ceptions of soldiers nntl sailors non
resident—felons—defaulters-duellists
—Idiots—Insane persona, etc.
Fifthly, therefore, nobody who ever
voted In Georgia is disfranchised now,
Tho Constitution empowers the Legis
lature to make a registration of voters,
hut docs not require It to ho done.—
But In nny case, alt who do not come
tinder the exceptions mentioned, aro
qualified voters, and nre entitled to
register and vote in Georgia in all elec
tions, whether State or national.
We aro thus explicit, because,whatever
