It ap pears from this report that Id Septem ber and October last th* Treasurer and Bullock delivered to the Fourth National Bank, New York, a centract to place in bank $110,000 seven per cent bondeof the State, for which $110,- 000 cull were advanced at collateral security. In November $000,000 new ■even per cant bonds, datod Nov. 1st, 1808, signed Rnftis B. Bullock, Gov ernor, David G. In November $170,000 were received by. the Treasurer from aald Bank ns collateral scoiirlty. 'It appears that Bullock, when In N.
