Justice In requiring roads to pay for stock accidentally killed by trains, since It is net reasonable to suppose that a locomotive driver would wiilrutly endanger Ills own life by pur posely running over stock; and calls for legislation to prohibit' stock from running at large*upon tho lino of rail ways. In his rcpoit ho also argues, and with ability, that roads ought not to be compelled to pay the 'claims of employees for injurlos sustained while on duty, and Is very caustic In his re marks on the pronaness of juries to decide against a Bond in Sueli esses. Taken altogether, the report of Col.
