While Grant seems to be spoiling for a
fight with England or some other foreign
power, Vice-President Colfax is m:
a great noise in the West on the other side
of the question. lie made a speech at Chi
cago last week, in which he said: “I know
that the military thirst for war is rife, and
that there is an expression of a growing
feeling in our Republic which seems to
cry out for war; hut, if I stand alone, l
stand here to resist it to the extent of my
feeble influence.”

Half the consulates filled by Grant arc
to be vacated it is said. Some of them, re
alizing their total unfitness for consular
duties, have very wisely concluded not to
accept the position; while others are de
clining on the ground that the salaries are
too low, and still others because the com
mission as consul docs not entitle the bear
er to travel all over Europe at the expense
of the government. If Grant 1ms nny

It is stated that a desperate battle took
place between the insurgent and Spanish
forces, in the early part of last week, in
which the former were victorious. The
Cubans are said to have largely the ad
vantage in many respects, and an Ameri
can who lias been in Cuba for the last fif
teen months, gives it ns his opinion that
the insurgents will eventually suceccd.—
His reasons for so believing are that the
mode of warfare adopted by the insur
gents—that of not giving open battle in
the field, hut by detachments and bands—
will greatly linrrass the Spanish troops,
and eventually bring them to terms.—
We deeply sympathize with the victims of
tyranny and oppression everywhere, and
earnestly hope that the Cubans may suc
ceed in their struggle for independence.

The X. Y. Tribune’s manufacturer of
ku-klux outrages in Georgia, who dates
liis lying dispatches at Atlanta, stated a
few days ago that that city was full of
“loil” men, members of the legislature
and others, who are “afraid to go to their
homes.” The Macon Telegraph called
upon this contemptible puppy for the
names of some of the persecuted faithful
of the Mongrel household of Georgia, and
received an anonymous communication,
giving the names of sevcuor eight, among
them that of the “Hon.” Platt Madison

themselves the National Executive Com

visited Grant the ether day, and claimed
that they are qualified to hold ollice at
the North as well as the South, and de

our judgment, would net just as foolishly
if they should willingly consent to help

such indignities upon them—who lmve
persecuted them so cruelly and remorse
lessly for so long a time.

Ohio Rejects (lit> Fifteenth Amendment.
The Senate, by a party vote—yeas 19,
nays 13—passed the joint resolution refus
ing Ohio’s assent to the proposition to
amend the Federal Constitution. As the
joint resolution had previously passed tho
House, it is now final, fixed, immutable,
that this State, ns in the past, refuses her
assent to the negro raco enjoying political
partnership with the whites'. As the Rc-
mhlieau party, in the next Congress, will
ake an appeal to tho people to reverse the
Verdict, it may now l>c considered as the
great issue in the next campaign.
