Financial matters ought not to lie in any senso partisan, but they may be come so. The purpose of the Con stitution was to create an American mon ey atid to regulate tho value of foreign coins, by the value of American money thus to be created. They arc op posed to the present system of National Ranks, because its tendency is to concen trate, in the hands of a privileged few, the profits created by productive labor.
